FA441719QA032 Questions and Answers – 26 August 2019
Q1. Are there page limits and more specific requirements for the technical volume (other than what is contained on page 9 and page 27 of the solicitation)?
A1. There is no page limit for the technical documentation, however, responses should be limited to information that addresses the technical specifications listed in the attendum to FAR 52.212-1 on page 27 of the solicitation.
Q2. Can the Government please provide the Occupational Code on the Wage Determination so offerors all bid the same labor category and to determinate the current minimum rate since Non-displacement of qualified workers applies and is required to make a Bonafede offer to the incumbent employee, with the understanding that fully burden rates will vary?
A2. The occupational code is 01312 - Secretary II. Wage determination 2015-4531 revision 11 will be incorporated into the solicitation.
Q3. Will the Government allow the candidate to be eligible for a secret clearance on award with time to process the SF86 and obtain an interim Secret Clearance pending the final or does the Government want a fully cleared candidate for the proposal submission?
A3. The Government requires a fully cleared candidate for the proposal submission.
Q4. Given that is Labor Day weekend immediately prior to the due date, will the Government be willing to extend the proposal due date by 2 or 3 days?
A4. The Government will extend the response due date and time to 5 September 2019, 2:00PM CDT.
Q5. Is there an incumbent? If so may we have the contract number and previous award information?
Are they in a CBA that requires first right of refusal?
A5. The current contract number is FA002118F0032. The contract was awarded to SA Technical Services, Inc. for $51,455.60. There is no CBA.
Q6. Should the annual hours be based off of 2080 or 1920 hours for an FTE?
A6. 2080 hours.
Q7. How many years has the incumbent contractor employee(s) worked in their current and/or similar roles?
A7. The incumbent employee has performed this requirement for the past year.
Q8. Is overtime authorized?
A8. No overtime is authorized.
Q9. If this contract is Firm Fixed Price (FFP) please confirm that offerors will invoice by dividing the Annual Firm Fixed Price contract value by 12 months?
A9. The contractor shall invoice in months in accordance with the CLIN structure on page 3 of the solicitation. The annual price will be calculated by multiplying the quantity and the unit price.
Q10. Per SOW 4.7, we understand that all personnel require SECRET clearances on day one of the POP.
Please confirm that the offeror / contractor does not require a facility clearance on day one of the POP?
A10. The offeror must have a facility clearance to be eligible for contract award.
Q11. Is the position currently vacant?
A11. The position is currently filled under contract number FA002118F0032.
Q12. The Instructions to Offerors includes the requirement for the proposed contractor personnel resume’ to be included, but with FAR 52.222-17 being applied, is it the government’s desire to maintain the current contractor personnel for the new contract period?
A12. The requirement at FAR Subpart 22.12 and FAR 52.222-17 does not apply to this requirement.
This will be removed from the solicitation.
