STATEMENT OF WORK
FOR
PROCUREMENT AND INSTALLATION OF ROLLOVER SCALES FOR THE AIR
TERMINAL
1. DESCRIPTION OF SERVICES. The contractor shall provide all the management, tools, supplies, equipment, and the labor necessary to provide, install, test and train personnel to operate two Rollover Scales to the Air Terminal Operations Center, Building 90761 on Hurlburt Field, FL.
2. OBJECTIVE. The 1 SOLRS Air Terminal Operations Center (ATOC) on Hurlburt Field is responsible for the upload and download of rolling stock, palletized cargo, and baggage from mission cargo aircraft and passenger aircraft that transit through Hurlburt Field.
Having these new scales can help expedite the handling and processing time of rolling stock with multi axles to weighing multiple pieces of cargo at once, as well as bolster the Wing’s Readiness posture by allowing the ATOC to process multiple chalks through the CDF yard at one time.
3. BASIC SERVICES AND GENERAL INFORMATION.
3.1 The contractor shall provide those items listed below:
REPLACE EXISTING SCALE
- Remove and dispose of existing 30 x 10 Cardinal Truck Scale at DRMO located on Eglin AFB.
- Modify existing scale pit to accept Four (4) each 40K 120” x 88” Platforms.
Provide detailed drawings of proposed pit modifications signed and stamped by a structure engineer. See attached drawing of the existing scale pit.
- Provide and install new electrical to include wire, conduit and junction boxes as required for the operation of the new scale. Saw cut and patch existing concrete as required. All electrical work shall be in accordance the current version of the NEC. Submit product literature for approval.
- Provide and install Four (4) each B-TEK Workhorse Floor Scales (or equal) 40k Capacity 120” x 90”. Location will be directed by the customer. Submit product literature for approval.
- Provide and install Four (4) each Clydesdale (or equal) Pit Frames. Submit product literature for approval.
- Provide and install One (1) each DD1010 (or equal) Digital Weight Indicator with 4 displays. Submit product literature for approval.
- Weight indicator needs to display weight for each of the 4 cells and a display with the total weight and the overall center of balance.
- Scale requires floor markings that need to be permanently etched in inches throughout the length of the scale.
- Test & Calibrate Scales and Weight & Balance Software. The DD 1010 (or equal) will display the weight of each individual platform along with a total weight and Weight & Balance data.
INSTALL NEW SCALE
- Install new floor scale in existing slab. See attached drawings for location of new scale. Soil compaction testing must be done prior to installation to allow for proper design.
- Saw cut existing concrete slab as required for installation of new scale and scale pit foundation. Provide soil borings as required to properly design new scale pit foundation. It will be the contractors responsibility to prepare soil and test for proper compaction prior to placing the foundation. Submit detailed drawings of proposed scale pit foundation and scale installation signed and stamp by a structural engineer for approval prior to installation.
- Provide and install new electrical to include wire, conduit and junction boxes as required for the operation of the new scale. Saw cut and patch existing concrete as required. All electrical work shall be in accordance the current version of the NEC.
All electrical must connect to existing system. Submit product literature for approval.
- Provide and install Four (4) each B-TEK (or equal) Workhorse Floor Scales 40k Capacity 120” x 90”. Submit product literature for approval.
- Provide and install Four (4) each Clydesdale (or equal) Pit Frames. Submit product literature for approval.
- Provide and install One (1) each DD1010 (or equal) Digital Weight Indicator with 4 displays. Location as directed by Government. Submit product literature for approval.

- Test & Calibrate Scales and Weight & Balance Software. The DD 1010 (or equal) will display the weight of each individual platform along with a total weight and Weight & Balance data.
3.2 The contractor is responsible for performing the work for the scales to ensure they will perform correctly and properly with each type of cargo.
3.3 Contractor Personnel. The contractor shall validate that the employees assigned to this project are qualified to install, operate and provide training on the purchased system. Manufacturer certification is desired.
3.4 Service Manager. The contractor shall provide a manager who shall be responsible for the performance of the work. The name of this person and an alternate or alternates shall be designated in writing to the contracting officer prior to the contract start date. The service manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract.
3.5 Physical Security The contractor shall safeguard all government property while in their possession or vicinity.
3.6 Re-performance of Service. When service performed does not conform to contract requirements, the contractor shall perform or re-perform the service in conformity with contract specifications at no additional cost to the government. Re-performance of these services shall be coordinated with the Government and the contractor. The contactor shall be responsible for pick-up, delivery and any associated travel or transportation costs for any service re-performance.
3.7 Government Remedies. The contracting officer shall follow FAR 52.212-4(a), Inspection and Acceptance Clause, for contractor’s failure to perform satisfactory services or failure to correct non-conforming services.
4. GOVERNMENT FURNISHED PROPERTY AND SERVICES.
4.1 The government will not provide any property or services.
5. HOURS OF OPERATION.
5.1. Normal Hours of Operation. The contractor shall perform the services required under this contract during the following hours if they so choose to complete the required work at the Air Terminal facility: MON-FRI 0730 to 1630, except for federal holidays. The contractor may work, with prior approval of the Contracting Officer, extended hours to ensure timely completion of work at no additional cost to the government.
5.2. Recognized Holidays. The contractor is not required to provide service on the following days: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Days, Thanksgiving Day and Christmas Day. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.
