Questions and Answers

FA441718R0014

Replace Munitions Storage Area Lighting

1. I have a question in reference to the "sanitized copy" section of the 1142. On page 38, section

3.1 (Factor 1, Volume I, Technical proposal) it states that you would like one sanitized copy. I realize that you would like the company name removed and just list the cage code. Does this include removing the name from all pages of the proposal? Including the past performance sheets, teaming agreement, cost, resumes etc?

The only section that will require sanitizing is the Technical portion (Volume I) and both sub factors (1‐Progress Schedule & 2‐Qualifications). Volumes II (Past Performance) and III (Cost/Price) do NOT require sanitized copies.

2. We are putting together the Past Performance section of our RFP and would like to know if you will accept CPARS in place of the Past Performance sheets?

For Past Performance submission, you are encouraged to provide the most recent and relevant information. Paragraph 4.1.3 states "in lieu of Past/Present Performance Questionnaire, if a project is currently available in the Past Performance Information Retrieval System (PPIRS), the contractor should attach the evaluation to the questionnaire with the relevant solicitation number and submit directly to the 1st Special Operations Contracting Squadron before official closing date and time.

3. What is the soil structure/type at the Base, is it mainly sand or coral?

The soil type is predominantly sand.

4. Will the Base provide flagged locations for the existing underground services and the new pole locations?

The BCE Work Clearance Request (Digging Permit) process will located existing base owned underground facilities. The contractor is responsible for identifying pole locations.

5. In Area 4, building 90426, there are aluminum poles to be demolished, do you want to retain them or are we to dispose of them as well? Do the aluminum poles have a concrete base or are they direct buried? If they have a concrete base, are we to demolish the base as well.

Contractor is responsible for removal and disposal of all equipment and material removed. As‐ built conditions are unknown. If concrete bases are present, the contractor must remove the concrete base in addition to the pole.

6. Water - Is there water supply available in/around the work area?

A fire hydrant is located at the south side of the Contractor Staging Area. The contractor may use this as a water supply with the appropriate backflow preventer.

7. Temporary lighting - In the specs, section 3.5.7 Security Provisions, it mentions providing outside security lighting at the Contractor's temporary facilities. Please confirm that It’s required. In the case that it is required, please advise if there are any available power sources close by for use as a temporary power supply?

Lighting is not required…only “adequate” lighting is required. A transformer for power is available across the street to the south.

8. Fence - In the specs, section 3.5.3 Storage Area, it mentions providing a temporary 6’ high chain link fence around trailers and material if it’s required by the contracts documents.

Please confirm if this is required?

A fence is required around the Contractor Staging Area.

9. Print - T-002 General note 8, states that the type of marks for conduits, poles and wires should be coordinated with the Base. Can you please provide information as to what those types of markings would be for conduits, poles and wires?

Permanent marking tags will be required. The exact means is not specified.

10. Print - E-201 General note 3, requests that all splices in hand holes shall be fully submersible, compression type with a heat shrink insulation. What type of splices does the Base normally use for this scenario?

The exact methods are at the discretion of the contractor as long as the project specifications are met.

11. What’s the distance from the transformers to the location where the lighting panels and contactors will be installed?

The drawings showing panels and transformer locations are shown to scale.

12. Per Section 01 11 00 para 1.2, “Building(s) will be occupied….” Are there buildings involved in this project? If so, please identify buildings SOW associated with each?

All buildings in the area will be occupied and in‐use during the construction period. The contractor must not interfere with the use of these facilities.

13. Does Section 01 30 00 para 1.3 apply to this requirement?

Interior finishes are not a part of the scope of this project, therefore a color board is not required.

14. Does Section 01 35 13 in its entirety apply to this requirement?

The construction area is not on the airfield, therefore all statements related to airfield restrictions do not apply.

15. Per Section 01 78 00 para 3.1.3, item (n.) indicates “The contractor shall employ a Florida Registered Land Surveyor….”, please advise if this is required for this project?

A Florida Registered Land Surveyor is required for As‐Built drawings.
