SOLICITATION #: FA4417-17-R-0010

NAICS Code: 611699, All Other Miscellaneous Schools and Instruction SB Size Standard: $11 Million
This announcement constitutes a Sources Sought Synopsis (market survey). This is not a request for quote (RFQ) or a request for proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary.
The purpose of this sources sought synopsis is to obtain feedback of a draft Performance Work Statement (PWS) to better understand the industry standard. A list of questions for consideration is provided in addition to the draft PWS. The intent is to receive comments of the questions as well as determine interest and capability of potential qualified businesses relative to the NAICS code 611699. The Small Business size standard for this NAICS code is $11M. To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. Large and Small Businesses are invited to answer this market survey and provide their contact information to determine market capabilities. Please provide the following information if your company is capable of providing the services listed in this Sources Sought:

Response to questions regarding Draft PWS:
• After the date of award, how much time is required to have the first lesson plans ready to submit to STTS for approval?
• What is the lead time to prepare course work?
• What is the best approach in review of the draft PWS to deter limitation of competition?
• What are the appropriate documentation requirements to validate the required credentials (DD-214, course certificates, others)?
• What is the best approach/format to determine vendor’s specific “approach to instruction” in order to accomplish the learning objectives?
• What is the average time out of the Area of Responsibility (AOR) for current instructors in staff based on the draft PWS positions?
