Justification and Approval (J&A) for Other Than Full and Open Competition

I. Contracting Activity.

Department of the Air Force. 1st Special Operations Contracting Squadron, Hurlburt Field, FL. This document serves as a Justification for Other Than Full and Open Competition.

II. Nature and/or description of the action being processed.

This is a new action for the brand name requirement to purchase (20) Christini AWD Motorcycles. This will be awarded as a new firm fixed price contract.

III. Description of supplies/services required to meet agency needs.

Air Force Special Tactics Training Squadron (STTS) requires (20) Christini All Wheel Drive (AWD), 450cc motorcycles, to meet operational/training requirements.

IV. Statutory authority permitting Other than Full and Open Competition.

Procurement under the contract will be conducted in accordance with the statutory authority 10 U.S.C. 2304(c)(1) and implemented by FAR 13.501(a), Sole Source (including brand name) acquisitions.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Christini Technologies, Inc. AWD Motorcycle in the only AWD tactical motorcycle on the market that meets the 24 SOW STTS needs. Christini Technology, Inc. motocycles have proprietary technology that enables two wheel drive operations. Two wheel drive operations adds an element of control and capability this is not available on other motocycle with the exact same overall weight. The motorcycles also have a Rekluse Automatic Clutch thats gives the operator an extreme tactical advantage on the battlefield and the automatic anti-stall clutch allows the motorcycle to stop at a moment's notice without stalling and to continue moving without having to go through restart procedures. Additionally, this motorcycle utilizes the Bib Mousse flex foam run flat tire system. This system allows for the tire operation without any air in the tire, making a flat tire impossible. There are no other tactical motorcycles on the market that provide the above features needed by Air Force Special Tactics enterprise. STTS will utilize these bikes in order to train future Special Tactics personnel on the same exact equipment they will see at their gaining operational unit. This will eliminate training deficiencies and deliver a more completely trained individual to the operating organization.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

A sources sought synopsis was issued through Federal Business Opportunities on 25 May 2016, under Notice FA4417-16- Q-0105. The sources sought included a draft copy of the Justification for Other than Full and Open Competition and indicated the Government was looking for potential sources to provide customized motorcycles. No responses have were received as a result of this synopsis. Through additional market research the following vendors were identified with the potential to provide the brand name retro-fitted Christini motorcycles.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

It is anticipated that competitive quotes will be received from at least two (2) vendor's. Therefore, it is anticipated that the price will be determined fair and reasonable based on competitive quotes received.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Internet based research completed by the requiring activity reveals that Rokon makes an AWD off-road motorcycle. The Rokon AWD motorcycle does not provide the tactical mobility required by the Special Tactics operators. The Rokon AWD drive motorcycle was manufactured for hauling purposes. The bike has a number of failure points, for example, the bike is chain driven. The AWD component relies on multiple chains that runs across the ground. It does not provide the tactical mobility required in contingency operations. Although STTS motorcycles will be non-deployable it is always a possibility that an operation unit will need to use training motorcycles for real world mission. As a training unit we need to train the individuals on the same equipment they will see at an operational unit. Therefore STTS motorcycles need to be the exact same as all of the other Special Tactics operational units motorcycles.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

Off road motorcycles technology has evolved over the last 15 years. Simultaneously, U.S. Special Operations Command (USSOCOM) now conducts more extended duration, off-road operations than ever before. The current motorcycle proved to be marginally fit for the high-altitudes and rugged terrain of current operational areas of theatre. It's engine also failed to meet new EPA guidelines; thereby rendering the motorcycle unfit for USSOCOM operations. After several years of market research and related demonstrations across the DOD, Christini Technologies, Inc. has emerged as the manufacturer providing the technology and capabilities required by Special Forces units.

X. List of sources, if any, that expressed interest in the acquisition.

See Section VI above.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

The required capabilities was advertised via Federal Business Opportunities for motorcycle manufacturers that wish to manufacture AWD tactical motorcycles that meet the needs of the Special Tactics enterprise. However, based on the need to provide cross-service compatibility and maintain a single motorcycle for maintenance issues (parts and training), it is not expected that the brand name requirement can be removed in future procurements.
