Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Section B: Description of the Supplies/Services Required

The Guardian Centers will support logistics and training areas in support of Live Tissue Models (LTM) and Non-Transplantable Anatomical Material (NAM). The contractor shall provide certified staff members to maintain custody and control over the models or NAMS when performing scenarios. This requirement incorporates a series of training scenarios where the use of LTM and/or NAM shall be incorporated in a collapsed urban environment to enhance training realism and to meet required exercise training objectives. Provide access to landing zones that are capable of handling rotary-wing infiltration operations.

Section C: Justification for Soliciting from a Single Source

The Guardian Centers’ is the only facility that meets our training objectives of its type within our existing exercise Joint Operating Area (JOA). It provides an all-inclusive training venue consisting of: cityscape, vehicles for extrication work, pyrotechnics, smoke, ambient sound, firearm / KD ranges, collapsed structure rescue training, subterranean tunnel networks, advanced medical training, Drop Zone, helo and tilt-rotor capable HLZs. Its location is near the limit of helo assets originating from Hurlburt, FLD FL and the proximity of Perry– Houston County Airport (KPXE), 0.5 miles west, and availability of fuel afterhours allows helo, tilt-rotor, and NSAV aircraft to operate nearly on site while taxing the aircrew in a realistic scenario similar to real-world austere AORs. Additionally, it is located within 20 miles of Warner Robins Air Force base providing a suitable alternate location in the event crews are unable to land at Guardian Centers or Perry-Houston, allowing trainees to drive to the facility thereby mitigating impacts to the training schedule. Emerald Warrior is working with Warner Robbins AFB PA and local media to provide the media role-player response to the scenario; mitigating cost of additional role-players while providing training for Warner Robins PA personnel.

Section D: Efforts to Obtain Competition

SOCOM’s Realistic Military Training (RMT) Cell’s search for tactical/medical training locations within our JOA identified this location as the only viable location close enough to Hurlburt Field to still be a viable location to conduct RMT operations. Efforts were made to obtain competition from FBO Sources Sought posting. Sources Sought was posted for 13 days with no responses.

Section E: Steps to Preclude Future Single Source Awards

There is no mitigation plan to preclude the necessity for future sole source acquisition of Guardian Centers. They are the only facility that was available within our JOA that conducts realistic collapsed structure search and rescue training as well as provide realistic medical training aides and props.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only one source is reasonably available.
