STATEMENT OF WORK

1. DESCRIPTION OF SERVICES. The contractor shall provide all management, tools, supplies, equipment, and personnel and labor necessary to provide, retro fit and provide training on Christini motorcycles per the requirements detailed in this Statement of Work.

1.1 MOTORCYCLES

1.1.1. The contractor shall provide 54x Christini All Wheel Drive (AWD), 450cc motorcycles. The motorcycles shall be retrofitted to meet the requirements below. Modifications to these motorcycles shall not void, diminish or negatively alter the manufactures warranty, or any supplemental warranty provided by the contractor. All modifications shall be performed/installed by a qualified Christini technician or a technician qualified to make modifications to Christini motorcycles.

1.1.1.1. The AWD portion of the motorcycle shall consist of a drive chain with a spring loaded tensioner block that drives through a manual engagement spline that is engaged by a lever on the handle bar.

1.1.1.2. The engagement spline shall drive a main drive shaft through a head tube to a triple clamp that allows for opposite direction rotation of preloaded bars connected to the spline shaft beloows with a linear bearing to allow for vertical movement with the suspension while rotating to drive the AWD hub.

1.1.1.3. The AWD hub shall utilize a directional sprag bearing that when reversed can be used on either side of the hub.

1.1.1.4. The motorcycle must be able to fully operate with the loss of the front wheel drive system, if damaged.

1.1.1.5. Motorcycles shall be fuel injected with upgraded WP 4CS front suspension and Elka Stage 5 rear suspension with a 3” motorcycle lowering kit, skid plates, a Rekluse Z-Start Pro automatic clutch with anti-stall, Bib Mousse flexible foam insert run flat tires, a large extra capacity welded radiator with the Bulletproof radiator brace guards, Baja Designs custom IR headlights, powder coated in desert tan color, the custom Christini Technologies, Inc. lowered comfort seat.

1.1.1.6. Delivery is required within 60 days of contract award.

2. TRAINING

2.1 The contractor shall also provide New Equipment Training (NET) by a Motorcycle Safety Foundation (MSF) certified instructor and a Mechanics Certification Course (MCC).

2.1.1 New Equipment Training.

2.1.1.1 Training shall be provided by a Motorcycle Safety Foundation (MSF) certified instructor.

2.1.1.2 Training shall be a 3 day class. The purpose of this training is provide MSF dirt bike qualified individuals a transition from the use of a traditional bike to the AWD bike.

2.1.1.3 Each training will consist of 12 individuals. A total of 6 classes are required. The contractor shall coordinate and schedule each of the 6 classes within 2 weeks of contract award.

2.1.1.4 The contractor shall provide an itenary/schedule for the training for the Government’s review and input.

2.1.1.5 Training is to be provided at Fort Bragg, NC or Hurlburt Field, FL utilizing the bikes purchased under this contract. Upon completion of the NET and MCC, students who have exhibited competency in skills evaluation will be awarded a MSF Dirt Bike certification.

2.1.2 Mechanics Certification Course.

2.1.2.1 The contractor shall provide an in-depth 4 day training. The purpose of this training to train on the fundamentals of AWD specific operation by an MSF certified instructor. Training should at a minimum include testing, maintenance and the proper disassembly/reassembly of the flexible foam run flat tire. Training shall cover the entire motorcycle from tire to tire including the unique front wheel drive parts and equipment.

2.1.2.2 This course shall include rider training to allow the mechanic to understand the feel of a properly working motorcycle.

2.1.2.3 Each training will consist of 8 mechanics. A total of 3 classes are required. The contractor shall coordinate and schedule each of the 3 classes within 2 weeks of contract award.

2.1.2.4 The contractor shall provide an itenary/schedule for the training for the Government’s review and input.

2.1.2.5 Training is to be provided at Fort Bragg, NC or Hurlburt Field, FL utilizing the bikes purchased under this contract. Upon completion of the NET and MCC, students who have exhibited competency in skills evaluation will be awarded a MSF Dirt Bike certification.

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES. The Government will provide the motorcycles delivered under this contract for use in training. No additional products or services will be provided by the Government.

SUBMISSION REQUIREMENTS

1. QUOTATION SUBMISSION AND INQUIRIES.

0. Quotes shall be submitted prior to the closing date and time specified in this Request for Quote, to the following email addresses: lukas.anderson@us.af.mil and blake.branton.1@us.af.mil.

0. The Contract Specialist and the Contracting Officer are the sole point of contacts for this acquisition. Offerors may address any questions or concerns to the Contract Specialist and the Contracting Officer identified in paragraph 1.1 above. All questions shall be submitted in writing.

0. Offers will not be publicly opened. Information concerning the status of the evaluation and/or award will NOT be available after receipt of Quotes. This is a competitive acquisition and the number of offerors or the results of the competition will not be made available until after an award is made.

0. With the offeror’s quote, the offeror shall include:

3. The product information/solution provided in response to this RFQ. The offeror shall describe how the customization and modifications required will be performed.

3. The offeror shall provide evidence of authorization/certification to perform the modification to the Christini Motorcycles.

3. The offeror shall provide evidence of the certification to provide the required trainings.

3. The offeror shall provide information on the facilities that will be utilized to provide the required training.

1. MULTIPLE AWARDS. The Government intends to make a single award as a result of this Solicitation.

EVALUATION CRITERIA

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price, technical acceptability and past performance considered.

Award will be made to the lowest priced technically acceptable offer received with an acceptable past performance rating.

Technical acceptability will be determined based on the information provided by the offeror as required in Addendum to FAR Provision 52.212-1. Offeror shall demonstrate with submissions that they can meet the requirements identified in the Statement of Work. OFFERS WILL BE DETERMINED TECHNICALLY ACCEPTABLE IF:

1. A product solution is provided that meets the requirements of the modified Christini Motorcycles

1. Evidence is provided showing authorization to perform motorcycles on the Christini Motorcycles

1. Evidence of certifications for training is provided

1. Facility information is shown to show the contractors selected facility has the capability of meeting training requirements/intent provided in the Statement of work

Past Performance will be evaluated on an acceptable or unacceptable basis. The Government will use data obtained from the Past Performance Information Retreival System (PPIRS). An acceptable rating will be provided when all demonstrated, current, relevant performance ratings are acceptable are better. An unacceptable rating will be provided when any demonstrated, current, relevant performance ratings are unacceptable. NOTE: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror will not be evaluated favorable or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance and in the context of acceptability/unacceptability, “unknown” shall be considered acceptable.

Not all offerors will be evaluated for technical and past performance acceptability. The low price offeror will first be reviewed for technical and past performance acceptability. If the lowest priced offer is considered technically acceptable with an acceptable past performance rating, no other offerors will be evaluated. If the low price offeror is considered technically unacceptable, then the second lowest price offer will be evaluated for technical and past performance acceptability, so on and so forth.
