Question and Answers FA4417-16-T-0036 Advanced Driving Course Expendable Training Vehicles
1. Does the Combined Synopsis/Solicitation under solicitation number FA4417-16-T-0036 contain requirements similar to a current contract? If possible, please provide the current contract number?
Answer: The current contract number is FA4417-16-P-0005
2. Question - Does the contract include a cost of living or economic price adjustment clause to account for possible increases in fuel costs?
Answer - No. The government is not including such a clause. The majority of the costs are vehicle procurement, preparation and transportation with on-site maintenance (labor) being the secondary costs. Offerors are expected to gain a significant cost savings through reuse of vehicles not completely made unusable through the training classes. Tiered pricing allows the offeror to provide the most competitive pricing based on reuse of vehicles accumulated through the numbers of classes in each tier and subsequent option period. The required fuel amounts per class can be reasonably estimated and is an incidental portion of the costs for this requirement.
3. What is the level of damage that can be reasonably expected for the cars used in the training course? Is there an estimate of how many cars can typically be reused for multiple training?
Answer: The vehicles will be used in contact type scenarios as indicated in the PWS and will sustain damage whereas some will become inoperable. Although the exact number cannot be forecast, it is anticipated there will absolutely be a cost savings through vehicle reuse of some vehicles already procured and prepped and subsequently becoming able to be used more than for one class. Historically, the Government has noticed 60% or approximately 16 vehicles have been damaged to a point during the training where they are no longer usable for another class.
4. Does pricing have to be submitted for CLIN 6001?
Answer: No, offerors do not have to provide pricing for this CLIN. CLIN 6001 is an informational only CLIN and will be changed to a priced CLIN IAW FAR 52.217-8, utilizing the pricing of the period of performance in which it is used.
5. How long will the transition time be prior to the start of the first class? The proposals are due 24 June 16 and the start of the period of performance is 11 July 16. Is there a tentative class schedule that can be released?
Answer: The first course is tentatively scheduled for 4 Aug 16 which should allow adequate transition time after the contract award.
