Single Source Justification (Simplified Acquisition)

Section B: Description of the Supplies/Services Required
Provide Equipment Management and Inventory System (InspectNTrack On-Premise) for fire inspection based on the NFPA 72 Chapter 10. System can be adjusted to fit the different life safety systems based on the facility installed systems, allows for remote programming of inventory items and adjustable field question to allow flexibility with all fire alarm systems.
InspectNTrack is a locally hosted web based inspection system that is a subscription based application requiring renewal to continue use of the system. This requirement includes the upgrade to subscription, one day on onsite installation services to program the system for continued use and upgrade, four hours of training on the upgraded system and associated products, start up cost, renewal of expiring subscription, licensing and user seats the the system, and miscellaneous products for the system to include: VGA Screen, Hard Case Rigid Holster, Single Slot USB Cradle Kit, Communication cable, and other miscellaneous hardware and accessories for the requested upgrade and installation.
Section C: Justification for Soliciting from a Single Source
This purchase is for the renewal and upgrade of an existing system currently used at Hurlburt Field. 1 SOCES\CEOFA has used this program for 7 years and has a database of over 40,000 items. To change the program, the entire database will be lost and it would take years to build re-build the database using another system.
Section D: Efforts to Obtain Competition
1SOCES has performed market research and attempted to obtain market research quotes and product information from other vendors. The only vendor to provide a response was Building Reports.com. Building Reports.com provided a Demo of their product and it did not meet the mission requirements of 1SOCES. Additionally, in order to use this system, the database has to be maintained on the companies webserver and the Government would be billed monthly based on the size, which is ever changing an increasing. Lastly, as stated in Section C, the current database has been built over the period of 7 years, to change to an alternate system would require re-barcoding of over 40,000 items.
Section E: Steps to Preclude Future Single Source Awards
1SOCES will continue to monitor market information for new products. Where new products become available, they will be reviewed to determine if they meet the functional requirements this system is currently used for.
Additionally, 1SOCONS will continue to issue sources sought notices to industry in an attempt to identify products on the market which meet Hurlburt Fields needs. Based on the inventory in the existing barcode system, in order to consider an alternate product it would both have to meet the requirements of 1SOCES and provide a transfer option so that years worth of work in establishing the barcode system is not lost.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1)(SAP) FAR 8.405-6(b)(GSA) (select one), that the circumstances of this contract action deem only one source is reasonably available.
