About this file
This document is a Requests for Information (RFIs) for a FY26 Architect & Engineering (A&E) Indefinite Delivery/Indefinite Quantity (IDIQ) contract for Scott Air Force Base, Illinois, with solicitation number FA4407-25-R-AESVS. The RFIs cover various clarification points about the solicitation, including evaluation criteria, professional qualifications, project submission requirements, and document formatting. Key clarifications include that evaluation criteria will not be point-weighted but listed in descending order of importance, project managers can be licensed as either an engineer or architect, and personnel can support multiple roles if qualified.
Notable responses address project submission guidelines, such as only accepting projects completed within five years of the notice date, allowing both government and private industry project examples, and specifying that incomplete projects (including design-build projects with only partial completion) will be excluded from evaluation. The government also confirmed that the only attachments are the SF330 form posted on SAM.gov, and that key personnel resumes are to be submitted as supporting documentation and will not count toward the 75-page submission limit. Responses were consistently dated 17-Dec-25, indicating a uniform and timely approach to addressing potential offerors' questions.

4 11-Dec-25 Section 3.2 “Projects that are currently ongoing and/or have not been completed will be excluded from evaluation consideration,” can a project be submitted if “design” has been completed but not yet gone to bid for construction?
If a project was contracted as “design-only” and is completed then it would qualify as a completed project even though it has not been constructed. If a project was contracted as a design-build and only the design is completed to date then it would be considered incomplete.

9 14-Dec-25
Section 3.1, last sentence – “Submit all key personnel resumes as supporting documentation to the SF 330”. Typically, Section E of the SF330 includes personnel resumes. Given the referenced statement, what should we do with Section E and should resumes be placed as an appendix at the end of our submittal? We understand that they will NOT be counted towards our 75 page count.
Section E should be completed on the SF330 with key personnel resume information. The key personnels’ resumes are to be submitted as supporting documentation to the SF330 and will not be counted towards the page limit.
17-Dec-25
10 14-Dec-25 Requirement for Times New Roman, 12pt font. It will be a challenge to provide Part II documents in that size font. Would you consider a slightly smaller 10 or 11pt font in Arial or similar for the entire SF330 submittal?
The SF330 is a fillable document and cannot be edited (i.e. font style, size, etc) All information should be provided per the notice of intent.

11 14-Dec-25 CPARS – it is unclear if we should include Past Performance ratings documents in our submittal.
