QUESTION AND ANSWER SHEET (ISWM) Version 3
(As of 13 Aug 2021)
1. Will a site visit be scheduled for this effort?
Response: A site visit will not be held for this effort. The locations, tasks, and frequencies are listed in the PWS on pages 18-20, Table A3: Refuse Tasks and Frequencies.
2. PWS 1.1.1.3 Recycling. Will the Government please identify the cubic yard or gallon size of the containers to be used for this section? Are they dumpsters or carts?
Response: Currently, the Government utilizes approximately 55 - 3yrd cage type containers (6’
L X 3’ W X 4.5’ H) and approximately 5 - 8yd tipper style dumpsters for recycling collection.
3. PWS Table A4. Will the Government please identify the cubic yard or gallon size of the containers to be used for this section? Are they dumpsters or carts?
Response: Currently the Government utilizes approximately 55 - 3yrd cage type containers (6’
L X 3’ W X 4.5’ H) and approximately 5 - 8yd tipper style dumpsters for recycling collection.
However, in accordance with (IAW) the PWS, the contractor is to propose their own container size, routes and frequencies for recycling.
4. PWS Table A3. Are the 90 gallon carts listed for Refuse or Recyclables?
Response: The 90 gallon carts/totes are for refuse.
5. The recycling containers listed in Table A5 on page 21:
a. Are all of these containers government owned?
Response: The government own 55 of these, However, in accordance with (IAW) the PWS, the contractor is to propose their own container size, routes and frequencies for recycling.
b. Are any recycling containers required to be Contractor provided?
Response: Yes, all. In accordance with (IAW) the PWS, the contractor is to propose their own container size, routes and frequencies for recycling.
c. Is there one recycling container per location or are there multiple containers at some locations?
Response: One per.
d. What size are these containers?
Response: 3 yd. However, in accordance with (IAW) the PWS, the contractor is to propose their own container size, routes and frequencies for recycling.
e. What type of containers are these?
Response: Metal cages, However, in accordance with (IAW) the PWS, the contractor is to propose their own container size, routes and frequencies for recycling.
f. How are they currently serviced?
Response: Hand collected by contractor. However, in accordance with (IAW) the PWS, the contractor is to propose their own container size, routes and frequencies for recycling.
g. Are all of these containers single stream?
Response: Yes. However, in accordance with (IAW) the PWS, the contractor is to propose their own container size, routes and frequencies for recycling.
6. The 90-gal containers referenced in chart “90-Gallon Container Locations” on page 20:
a. Please clarify there are a total of 88 containers?
Response: Yes 88.
b. Are these containers government owned or Contractor provided?
Response: Contractor supplied.
c. Are all of these containers MSW or are some recycling? If some are recycling, please provide the count for MWS and for Recycling.
Response: 44 refuse, 44 recycle.
d. In table A3 page 19; Location 207, the container says F8. Is this a typo and this should be “E” or is there a Indication for the letter F?
Response: F = Food.
7. Is there a government provided Recycling Center or Facility that can be utilized by the Contractor?
Response: No.
8. Is there a government provided office or warehouse facility available for the contractor to utilize for office/materials/equipment storage and operations?
Response: No.
9. Is there a government provided area for storage of equipment and parking of trucks by the Contractor?
Response: Very Limited.
10. Is there a government provided area for equipment delivery and mobilization during the phase in/phase out stage of the contract?
Response: Very limited.
11, Can you clarify the type and size of refuse containers at 3301 Warehouse listed on page 19 as “1”.
Response: 1 yd containers.
12. Is the contractor required to service any public use MSW or recycling containers?
Response: All Scott AFB ISW
a. If yes, please state the waste type, container size, and frequency of service?
Response: The current vendor does not service these type of trash cans. Another service contract or
375 CES is responsible for emptying these type of containers.
13. In reference to the 90 gallon containers:
a. Are any 90 gallon containers required to be lined by the contractor?
Response: No.
b. Will all waste placed in the 90 gallon containers be bagged or will it be loose?
Response: A mixture.
c, Is the contractor expected to clean these containers?
Response: Yes
14. Page 4 of the PWS, Section 1.1.8 Government-Approved Containers, it states: “Collection of MSW and recyclable materials in all areas shall be from contractor-provided, CO and COR accepted containers, recycling bins or plastic bags. Containers shall meet the base architectural/appearance standards. Waste containers should be brown in color and recycling dumpsters should be green in color”.
a. Can you confirm which containers the contractor is responsible to provide and which containers are government provided.
Response: All containers to be contractor supplied.
15. Are the MSW compactors government owned or contractor provided?
Response: Government provided.
16. If compactors are contractor provided, please provide the required specifications and loading needs of each compactor.
Response: Government provided.
17. For the compactor located at 310 Losey street, it states it is on-call. Can you provide the historical annual haul frequency for this compactor?
Response: Serviced approx. 1 X month
18. For the construction and demolition open tops:
Response:185 tons.
a. What is the historical annual haul frequency for 40cyd open tops?
Response:12 - 18
b. What is the historical annual haul frequency for 20cyd open tops?
Response: 12 - 18
19. For the yard waste open tops, what is the historical annual haul frequency for 40cyd open tops?
Response: 3 X per month
20. The 40cyd and 30cyd open top located at 4205 Wisconsin St.:
a. what material goes into these containers (MSW, Bulky Waste, C&D, Yard Waste)?
Response: C&D, Yard.
b. please provide the historical annual haul frequency for each.
Response: 6 X year
21. What is the average (typical) wait time to get on post?
Response:15 – 30 minutes on average.
22. How long does it take for a service vehicle to clear security to gain access onto each of the Bases?
Response: 15 – 30 minutes on average.
23. For this contract, is FAR 52.219-14, Limitations on Subcontracting incorporated?
Response: Please reference 52.219-14 which can be found at link https://www.acquisition.gov/far/part-52#FAR_52_219_14
24. How many employees does the current incumbent employ for this contract?
Response: This is proprietary information to the current contractor.
25. Where does the current Contractor dispose of the MSW?
Response: This is proprietary information to the current contractor.
26. Does the current incumbent process the recycling materials or is taken to a third-party recycling facility? If so, what third-party recycling facility is used?
Response: This is proprietary information to the current contractor.
27. Page 4, Section 1.2 Recyclable Materials Processing; states “the contractor shall provide a detailed accounting of recycling commodities sold (type/weight/price) to the QRP along with 100% of the sales proceeds.”
a. From the information provided in the Solicitation, it seems that all recycling containers on base are single-stream (mixed recyclables). Is a mixed tonnage weight for recyclables acceptable?
Response: Yes.
28. Page 5, Section 1.2.3 Sales Receipts; states “The contractor shall provide a Commodity Sales
Summary to the COR no later than the tenth working day of each month, consisting of commodity type sold, sales proceeds achieved by commodity and weights of commodity sold. Documentation to accompany the Commodity Sales Summary in ludes commodity sales receipts, commodity sold weight tickets, and reimbursement check for commodity sales proceeds. The contractor shall also submit and invoice for reimbursement for costs associated with conducting sales transactions, collection, processing commodities, and transporting to commodity buyers.”
a. CLIN X012 – is only used when recyclable material is taken to third-party off-site Material
Recovery Facilities correct?
Response: Yes.
b. Is it correct to assume that submitting an invoice for reimbursement of costs associated with conducting sales transactions, collection, processing commodities, and transporting to commodity buyers is only relevant if the Contractor is sorting and processing the material for resale themselves and not taking it to a third-party off-site facility? Is this also considered to fall under CLIN X012?
Response: Yes.
c. Are recycling contamination fees a problem at the base and how are these fees handled by the government under this contract? Is CLIN X011 or CLINX012 used?
Response: Not built into contract.
29. The Air Show and Special Events:
a. For the Air Show, how many Contractor employees or temporary workers work the show?
Response: This solution is to be determined by the contractor to accomplish the tasks of the PWS.
b. Is says in the PWS that the contractor is to provide (100) 90-gallon containers for MSW and (100)
90-gallon containers for recycling for the Air Show. Does the government provide a location on-site for the contractor to store this equipment year-round?
Response: No.
30. In reference to the containers specified on page 2, section 1.1.1.4, the six 10-cyd containers are collecting standard MSW? The information is for customization of containers but does not change the type of waste going in those containers?
Response: Yes, standard waste, and does not change type of waste.
