1. DESCRIPTION OF WORK. The contractor shall provide all materials, vehicles, equipment, tools, supervision and labor necessary to perform the work defined within this Statement of Work. The purpose of this project is to remove one hundred and three (103) trees at Scott Air Force Base, IL. The work shall be performed in a manner that presents a professional, clean and neat appearance.
1.1. NON-PERSONAL AND/OR INHERENTLY GOVERNMENT SERVICES. The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the PCO immediately. These services shall not be used to perform work of a policy/decision making or management nature, (e.g., inherently governmental functions). All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government.
1.2. TREE AND STUMP REMOVAL. The contractor shall accomplish tree and stump removal at locations indicated in Appendix B, Maps. Trees to be removed shall also be marked by the POINT OF CONTACT (POC) with flagging. To ensure Emerald Ash Borer larvae destruction, ALL trees removed shall be chipped and disposed of within St. Clair County, Illinois. The contractor shall perform stump and perimeter roots removal by completely removing, by cutting and/or grinding, all growth to a minimum of eight inches below grade. Stumps shall be ground within seven (7) days of the tree removal date. Stump-grinding debris shall be removed the same day grinding is performed. The contractor shall install topsoil to ground level to fill in the hole the grinding leaves.
2. FIELD CONDITIONS. The contractor shall be responsible for all field measurements to accomplish work. Quantity and sizes of materials shall be determined from site visits and drawings. The contractor shall carefully examine the entire site and building and shall make all necessary investigations to become thoroughly aware of the existing conditions and all difficulties involved in the completion of the work in accordance with the contract documents.
3. ACCOMPLISHMENT OF WORK. The contractor must ensure that all areas remain accessible to vehicle traffic and emergency access at all times during the construction period. All temporary closures, barriers, and protective procedures shall be coordinated with the POC, 375th Civil Engineer Squadron (CES)/Operations Engineering at (618) 256-4343.
3.1. WORK CLEARANCE REQUEST. The contractor shall coordinate Work Clearance Request (AF Form 103/Dig Permit) with the POC for all work to be accomplished under this contract, five (5) days prior to the commencement of work. The AF Form 103 can be obtained from the POC and approved by the 375th CES/Operations Engineering (375 CES/CEOES), building 57. The dig permit section can be reached by calling (618) 256-2610 or (618) 256-4710.
4. WORK CONDITIONS. The contractor shall coordinate work with the POC. The Contractor shall notify the POC five (5) days before he/she moves onto the work site to commence work and shall also provide a work schedule five days prior to commencing work. This schedule shall describe major work items and projected completion dates.
4.1. HOURS OF OPERATION. Normal hours of operation are 7:30 AM to 4:15 PM, Monday through Friday. The contractor is not required to provide service on the following days: New Year’s Day, Martin Luther King’s Birthday, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day. The POC must approve in advance, excluding legal holidays, any exceptions to the negotiated work hours and designated workdays. The contractor shall submit their request to POC no later than two (2) working days in advance of the requested change(s).
5. PROTECTION OF PROPERTY. The contractor shall protect from damage all building property located in or adjacent to the work area and shall repair, replace or otherwise be held liable for all such damage. Building property includes, but is not limited to, furniture, vehicles, or items of supplies.
6. CLEANUP. The contractor shall cleanup each work site at the end of each work day to the satisfaction of the POC. Upon completion of the work, all construction equipment and debris shall be removed from the site and the area shall be left in a neat and completely acceptable condition.
7. GENERAL INFORMATION.
7.1. MISSION. The overall Civil Engineer mission at Scott AFB, Illinois is to plan, maintain, operate, and protect the infrastructure, facilities, and environment for assigned airmen, families, and civilian employees. Home to Air Mobility Command Headquarters (AMC HQ), United States Transportation Command (USTRANSCOM), and other high profile tenant agencies, Scott is known as “The Showcase Wing.” As such, Scott hosts an average of 75 Distinguished Visitors and VIP Guests annually. Special areas of concern during these visits are Heritage Drive, Scott Drive, Hangar 1 (Bldg 433), USTRANSCOM (Building 1900), AMC HQ (Bldg 1600), Essex House (Bldg. 150), Global Reach Planning Center (Bldg. 1907), and Scott Event Center (Bldg. 1560).
7.2. BACKGROUND. Scott AFB is located in southern Illinois, 20 miles east of St. Louis, Missouri along Interstate 64. Several communities surround the base including, Belleville, Shiloh, O’Fallon, Fairview Heights, Mascoutah, and Lebanon. Scott AFB experiences four distinct seasons and receives an average of 39 inches of precipitation annually, with an average high temperature of 89 degrees, in the month of July, and an average low of 23 degrees, the month of January.
7.3. ENVIRONMENTAL REQUIREMENTS. In addition to all applicable Federal, State and Local environmental codes and regulations, the following specific guidance is provided.
7.3.1. HAZARDOUS MATERIALS. The Contracting Officer (CO) shall approve all hazardous materials brought on site by the contractor prior to use. The contractor shall obtain approval using the application requirements of the AF Form 3952. Once the process is implemented and contractor is trained, the contractor may submit the AF Form 3952 electronically. The Contracting Officer (CO) has the right to prohibit the use of hazardous materials it deems to be especially hazardous to human health and environment. In the event the CO does not approve a hazardous material for use, the CO may provide the contractor a list of suitable substitutes; however, the contractor shall retain responsibility for finding an acceptable substitute. The contractor shall take appropriate actions to comply with waste minimization and pollution prevention practices and policies.
7.3.1.1. SPILL CONTROL. The contractor shall maintain spill control material on hand at all times sufficient to contain a worse case spill, both volume and hazard level.
7.4. BASE CLOSURES. Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base.
7.5. SECURITY REQUIREMENTS. The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by Law Enforcement Agency Data System (LEADS) through the National Crime Information Center. LEADS checks will verify if a person is wanted by local, state, and federal agencies. All contractor and subcontractor personnel must consent to LEADS background checks. Contractor and subcontractor personnel who do not consent to an LEADS check will be denied access to the installation. Information required to conduct an LEADS check includes: full name, driver’s license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The contractor shall provide this information using the Scott AFB Form 21, Contractors Consent for Background Check, and shall submit it in conjunction with the contractor’s request for either base or vehicle passes. Completion of a successful LEADS check does not invalidate the requirement for an escort when contractor or subcontractor personnel are working within controlled or restricted areas.
7.5.1. DOCUMENTATION. Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.
7.5.2. BADGES. The contractor is required to provide identification badges for their employees. All contractor personnel shall wear these badges while on duty on the government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc. are to be mutually agreed to by contractor and government. The contractor’s identification badge will not be used as an entry requirement for installation entry or into any government designated controlled or restricted area. All DBIDS cards/passes will be turned in to the Visitors Control Center upon expiration of pass and/or completion of contract.
7.5.3. CONTRACTOR REGISTRATION OF VEHICLES ON SCOTT AFB. All contractor or contractor employees’ vehicles used for the performance of this contract shall comply with all local, state and federal regulations. Additionally any pass shall be surrendered to Security Forces upon demand to positively identify a persons need to be on Scott AFB.
7.5.4. ACCESS TO INSTALLATION DURING FORCE PROTECTION CONDITIONS (FPCONS). Contractors will be assigned a mission essential designation IAW requirements contained in Scott Air Force Base Integrated Defense Plan 31-1. Only the installation commander or the unit commander requesting contract support will assign the mission essential designation.
7.5.5. PROPERTY PROTECTION. Property protection for facility where the contractors’ primary work center is located will be the responsibility of the local facility manager and local Government Security Manager, or their duly authorized representative IAW AFI 31-101, Integrated Defense and command/local directives. The contractor shall safeguard all government-owned equipment and materials in his/her possession or use.
7.5.6. SAFEGUARDING CLASSIFIED OR UNCLASSIFIED INFORMATION. The contractor shall meet Air Force standards for storing, processing, and handling classified information and systems. Additionally, all resources (e.g. maps, publication/instructions, photos) provided by the government to assist the contractor in the performance of their contract will be surrendered upon termination of employment or the end of the contract performance period.
7.5.7. NON-DISCLOSURE AGREEMENTS. To safeguard information, the contractor shall enter into non-disclosure agreements with the responsible local security manager.
7.5.8. PRIVACY ACT. Work on this project requires that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.
7.5.9. CONTRACTORS WORKING IN CONTROLLED OR RESTRICTED AREAS. The unit requesting contract support will provide escort (s) for contractors’ at all times when within a controlled area. Contractors shall not escort other contractor employees within controlled or restricted areas. In addition, contractors shall fulfill, maintain, and comply with all security requirements IAW Scott Air Force Base Integrated Defense Plan 31-1, and command/local directives.
7.5.10. ACCESS TO GOVERNMENT FACILITIES WITH CONTROLLED OR RESTRICTED AREAS. The contractor shall comply with security regulations imposed by the installation commander and/or the agency responsible for the project location. Due to specific mission requirements inherent in the nature of controlled or restricted areas on Scott AFB, the government may direct the contractor to leave the controlled or restricted areas at any given time.
7.5.10.1. CONTRACTORS RESPONSIBILITIES WHILE WORKING WITHIN CONTROLLED OR RESTRICTED AREAS. Only contractor personnel with proper authority and qualifications shall enter a controlled or restricted area. Certain facilities require the issuance of an AF Form 1199. The government, at any time, may revoke the AF Form 1199. The procedures for the issuance of an AF Form 1199 are contained in Scott Air Force Base Integrated Defense Plan 31-1. In addition, contractors shall fulfill, maintain, and comply with all security requirements contained in Scott Air Force Base Integrated Defense Plan 31-1.
7.5.10.2. ACCESS TO GOVERNMENT FACILITIES WITH CONTROLLED OR RESTRICTED AREAS FOR REPLACEMENT CONTRACTORS. The unit requesting contract support will continuously escort replacement contractors, not initially possessing the proper clearances and requiring entry to controlled or restricted areas. Replacement contractors shall submit paperwork within 30 days of being assigned to obtain an approved security clearance or favorable review. Replacement contractor personnel shall obtain a security clearance prior to working with, or having direct access to, classified material. In addition, replacement contractor personnel shall obtain a “Favorable Review” prior to having access to a Controlled Area. The above information shall be submitted to 375 AMW/IP.
7.6. PERFORMANCE OF SERVICE DURING CRISIS OR HEIGHTENED SECURITY. IAW DoDI 3020.37 upon notification by the CO, the contractor shall perform refuse and recyclables collections until appropriately released or evacuated by military authority. The hours of operation shall remain as stated in the PWS. The POC shall identify mission essential priorities and direct the contactor appropriately.
7.7. SPECIAL QUALIFICATIONS. The contractor shall provide the name and telephone number of the contractor’s on-site contract manager and alternate responsible for all requirements in the PWS.
7.8. INTERFACES. The contractor shall not unduly interfere with regularly scheduled government operational activities in the performance of contract requirements. In the event a government supervisor so requests, the contractor shall temporarily cease work in the area and report the instructions, to include name of the government person involved, to the CO/POC. immediately by the most expedient means. The contractor shall notify the CO/POC verbally of disputes with customers or other base contractors and follow-up in writing.
7.9. CONTRACTING OFFICER AND POINT OF CONTACT. The CO will appoint a primary and alternate representative for management of the day to day activities of the contract. The identity, title, and authority of this representative will be provided in writing to the contractor after contract award.
7.10. SAFETY REQUIREMENTS AND REPORTS. The contractor shall perform work in a safe manner as required by OSHA Safety and Health Requirements. Provide a verbal report to the POC as soon as possible after each occurrence of damage to government property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. The contractor shall provide a completed copy of required Accident Investigation Reports to the CO within five calendar days of each occurrence.
7.11. CHANGES IN SCOPE OF WORK. The contractor shall identify pricing for each type of tasking in the contract schedule.
