STATEMENT OF WORK FOR
ACCELERATED GREASE LIQUEFACTION AND DIGESTION/CLEAN GREASE
TRAPS AT VARIOUS LOCATIONS SCOTT AFB, IL (SAFB)
18 August 2019
1. DESCRIPTION OF WORK. The contractor shall furnish all labor, transportation, materials and equipment to clean and remove grease, fats and oils in various buildings located at SAFB as identified in paragraphs 8 and 9. This is to be accomplished by physically cleaning grease traps and by removing solid and semi-solid grease from all traps identified in paragraph 8 and as otherwise scheduled in paragraph 9. Contractor shall aid in maintaining traps by injecting digestive organic deposits of live microorganisms into grease trap, sink drainage lines and floor drains.
All enzyme injection will be accomplished inside the facilities. Work is to be accomplished in accordance with state and federal pollution laws and certified safe for USDA food preparation areas.
2. STANDARD WORKDAY/WEEK. Whenever possible, work shall be accomplished during the standard 8-hour day, 5-day week, Monday through Friday, between the hours of 7:30 AM and 4:30 PM local time, excluding Federal legal holidays and nonworkdays resulting from holidays occurring on weekends. Work dates and times shall be determined by the government. Work may be required during off-duty hours and weekends to meet special requirements. See attachment 1 for estimated service dates.
3. USE OF UTILITY SERVICES. The contractor shall be permitted the use of utility services (water and electric) from the government's existing system outlets.
Temporary utility connections shall be at the contractor's expense and installation shall be subject to the approval of the contracting officer or his designated representative. Upon completion of the project, the temporary connections shall be removed and the service left in a condition equal to that before the temporary connection was made.
4. BASE AND SAFETY REGULATIONS. The contractor shall accept total liability for all cleanup expenses for any accidents or spills while installing, transporting, storing recycling or disposing of fluids. The contractor shall comply with the most stringent requirements of all applicable federal and state regulations. The contractor shall comply with all provisions of the Occupational safety and Health Act (OSHA) and the Corps of Engineers Manual, EM 385-1-1, entitled "General Safety Requirements." The contractor shall conform to all Air Force regulations and directives pertaining to security, safety, fire, traffic, and personnel clearances in so far as they pertain to the contractor's activities while on Scott AFB. The contractor shall brief his workers on safety and fire prevention regulations.
5. PERFORMANCE REQUIREMENTS. The contractor shall provide the following services in accordance with this project:
5.1 Grease Digesters: The contractor shall provide products and services for the applying of nontoxic, non-pathogenic microorganisms of bacteria containing a minimum of an 8 strain blend micro-organism harmless to aquatic life and encapsulate with a Polysaccharide in sufficient quantities to eliminate buildup of grease deposits consisting of a minimum of three strains of Bacillus Subtilis, which would be responsible for degradation of starch and protein, two bacteria strains for animal fats, for vegetable oils and hydrocarbon reduction, one bacteria strain for detergent degradation and two bacteria strains with the capabilities of cellulose and sulfide reduction must be identified.
5.1.1. The contractor shall furnish and install a Peristaltic Pump, reservoir, and metering system with timed-release capabilities to discharge bacterial formulations into pots and pans sink drain trap located in the main kitchen of each facility. The contractor upon initial installation of the Peristaltic Pump, will hand inoculate all floor and sink drain areas located within the kitchen areas and the grease trap located outside. The contractor shall monitor bacterial discharge rates at least monthly or as required to maintain continuous chemical injection and to hand inoculate all floors and sink drains located within the kitchen area and grease trap located outside the building. In addition hand inoculation, a minimum of 10 gallons per month shall be pumped into the system.
5.1.2. The contractor shall clean and/or pump grease traps and remove all solid and semi-solid grease from the grease traps listed in paragraph 8 on a monthly basis. All grease traps shall be thoroughly cleaned and pumped, removing all grease, fats and oil during the last month of the contract period. Upon completion, the grease trap cover shall be replaced and sealed to prevent foul odors in the facility.
5.1.3. The contractor shall clean and pump grease traps identified in paragraph 9 on an as needed basis not to exceed the estimated quantity shown. Prior to service, contractor shall obtain approval from 375 CES Utilities section. Upon completion, the grease trap cover shall be replaced and sealed.
5.1.4. Inspection Control: The government may perform inspection control checks on the contractor performance. The Contracting Officer or his designated representative will provide visual inspection of the grease trap area and provide documentation of grease build-up within this area prior to contractor start-up.
5.1.5. In the event a spill occurs while the contractor is transporting, storing, recycling or disposing of Scott AFB contaminated fluids, the contractor will pay all costs and expenses of cleanup of that spill.
5.1.6. Contractor shall notify the Utilities Shop 48 hours prior to monthly service. Government personnel shall accompany contractor at Government’s discretion to observe service.
6. FINAL CLEANUP. Upon completion of the work, all equipment and debris shall be removed from the site and the area shall be left in a neat condition acceptable to the contracting officer’s representative. Any residues from spills caused by the contractor during the course of the operation must be cleaned up to levels acceptable to federal and state environmental criteria, at no additional cost to the government.
7. PROTECTION OF GOVERNMENT PROPERTY. The contractor shall be held liable for any property damages caused as a result of contractor activity.
8. INDOOR GREASE TRAP FACILITY LISTING. The following listing of facilities has been identified for cleaning, pumping, and the placement of chemical applications as described in Paragraph 5.1.1 on a monthly basis during the contract period. These locations will include the grease trap, inside main work sink area, and any floor drains located within the kitchen/work areas.

9. OUTDOOR GREASE TRAP FACILITY LISTING. The following listing of facilities has been identified for chemical applications as described in Paragraph
5.1.1 on a monthly basis, and cleaning and pumping as described in Paragraph 5.1.1 on an as needed basis not to exceed the estimated quantity shown in the table below during the contract period. These locations will include the grease trap, inside main work sink area, and any floor drains located within the kitchen/work areas. The contractor will make arrangements with the Utility Section to have a representative from the base observe this work.

10. NON-PERSONAL SERVICES AND/OR INHERENTLY GOVERNMENTAL SERVICES.
The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the PCO immediately. These services shall not be used to perform work of a policy/decision making or management nature, (e.g., inherently governmental functions). All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government.
11. CONTRACTOR CONSENT TO BACKGROUND CHECKS: The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general wellbeing or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by Law Enforcement Agency Data System (LEADS) through the National Crime Information Center.
LEADS checks will verify if a person is wanted by local, state, and federal agencies. All contractor and subcontractor personnel must consent to LEADS background checks. Contractor and subcontractor personnel who do not consent to a LEADS check will be denied access to the installation. Information required to conduct an LEADS check includes: full name, driver’s license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The contractor shall provide this information using the Scott AFB Form 21, Contractors Consent for Background Check, and shall submit it in conjunction with the contractor’s request for either base or vehicle passes. Completion of a successful LEADS check does not invalidate the requirement for an escort when contractor or subcontractor personnel are working within controlled or restricted areas.
Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause. Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.
To obtain unescorted access to the installation, all contractor’s credentials must be IAW the REAL ID Act of 2005. If a contractor does not have credentials that are compliant with the REAL ID Act, they must be escorted at all times. 12. Badges: The contractor is required to provide identification badges for their employees. All contractor personnel shall wear these badges while on duty on the government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc. are to be mutually agreed to by contractor and government. The contractor’s identification badge will not be used as an entry requirement for installation entry or into any government designated controlled or restricted area. All DBIDS cards/passes will be turned in to the Visitors Control Center upon expiration of pass and/or completion of contract.
13. Contractor Registration of Vehicles on Scott AFB:
All contractor or contractor employees’ vehicles used for the performance of this contract shall comply with all local, state and federal regulations. Additionally any pass shall be surrendered to Security Forces upon demand to positively identify a persons need to be on Scott AFB.
14. Access to Installation during Force Protection Conditions (FPCONs):
Contractors will be assigned a mission essential designation IAW requirements contained in Scott Air Force Base Antiterrorism-Integrated Defense Plan 31-1 (AT-IDP). Only the installation commander or the unit commander requesting contract support will assign the mission essential designation.
15. Property Protection:
Property protection for facility where the contractors’ primary work center is located will be the responsibility of the local facility manager and local Government Security Manager, or their duly authorized representative IAW AFI 31-101, Integrated Defense and command/local directives. The contractor shall safeguard all government-owned equipment and materials in his/her possession or use.
16. Safeguarding Classified or Unclassified Information: The contractor shall meet Air Force standards for storing, processing, and handling classified information and systems.
Additionally, all resources (e.g. maps, publication/instructions, photos) provided by the government to assist the contractor in the performance of their contract will be surrendered upon termination of employment or the end of the contract performance period.
17. Non-Disclosure Agreements: To safeguard information, the contractor shall enter into nondisclosure agreements with the responsible local security manager.
18. Privacy Act: Work on this project requires that personnel have access to Privacy Information.
Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.

19. Contractors Working in Controlled or Restricted Areas:
The unit requesting contract support will provide escort(s) for contractors at all times when within a controlled area. Contractors shall not escort other contractor employees within controlled or restricted areas. In addition, contractors shall fulfill, maintain, and comply with all security requirements IAW AT-IDP, and command/local directives.
20. Access to Government Facilities with Controlled or Restricted Areas: The contractor shall comply with security regulations imposed by the installation commander and/or the agency responsible for the project location. Due to specific mission requirements inherent in the nature of controlled or restricted areas on Scott AFB, the government may direct the contractor to leave the controlled or restricted areas at any given time.
21. Contractors Responsibilities while Working within Controlled or Restricted Areas: Only contractor personnel with proper authority and qualifications shall enter a controlled or restricted area. Certain facilities require the issuance of an AF Form 1199. The government, at any time, may revoke the AF Form 1199. The procedures for the issuance of an AF Form 1199 are contained in AT-IDP. Contractors shall not escort other contractor employees within controlled or restricted areas. In addition, contractors shall fulfill, maintain, and comply with all security requirements contained in AT-IDP.
22. Access to Government Facilities with Controlled or Restricted Areas for Replacement
Contractors: The unit requesting contract support will continuously escort replacement contractors, not initially possessing the proper clearances and requiring entry to controlled or restricted areas. Replacement contractors shall submit paperwork within 30 days of being assigned to obtain an approved security clearance or favorable review. Replacement contractor personnel shall obtain a security clearance prior to working with, or having direct access to, classified material. In addition, replacement contractor personnel shall obtain a “Favorable Review” prior to having access to a Controlled Area. The above information shall be submitted to 375
AMW/IP.
