This acquisition is for services for fiscal year 2020. Currently, funds are not available. The government may cancel this combined synopsis/solicitation at any time if funds do not become available. If funds become available, the government intends to issue an award to the vendor who supplied the successful quote. Award will be contingent upon the availability of fiscal year 2020 funds.
The 375th Contracting Squadron (PKB1) at Scott AFB, IL is contemplating an award to perform Fire Rescue Training Facility Maintenance Services located at Scott AFB, IL for 01 Oct 19 through 30 Sep 20, subject to availability of funds. Scope of Work defined in attached Statement of Work (SOW) and paragraph (iv), Description of requirements.
This is a commercial purchase using Federal Acquisition Regulation (FAR) Part 12 and Part 13 procedures. The following information, as required per FAR 12.603(c)(2) applies:
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued.
(ii) The solicitation reference number is FA4407-19-Q-3007; it is being issued as a Request for Quotation (RFQ).
(iii) The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular 2019-03, effective 12 Jul 2019, and the Defense Federal Acquisition Regulation Supplement DPN 20190628 (Effective 28 Jun 2018) Edition.
(iv) This acquisition is being solicited as a 100% Small Business Set Aside Federal Business Opportunities webpage FedBizOpps under North American Industry Classification System (NAICS) code 541350; Building Inspection Services. The small business size standard is $7.5 Million. The Product Service Code (PSC) for this acquisition will be H169; Quality Control Services/Training Aids and Devices.

Materials, supplies, and parts needed for Drill Field maintenance and/or repairs shall be reimbursed at cost.
Items costing less than $1,000.00 may be acquired on an as-needed basis without obtaining prior Government approval. Items costing $1,000.00 or more shall obtain approval from the Contracting Officer’s Representative prior to purchasing any item.
Additionally, the contractor shall seek competitive pricing for any single item or combination of items estimated to cost $2,500.00 or more.

DeWinterization Maintenance - Provide maintenance/inspections January through May 2020, which also includes dewinterization when danger of freezing damage has passed approximately the latter half of April.
Provide repairs to the Drill Field, as a minimum; by replacing the igniters, cutout panels, water pumps, and the high-density polyethylene liners based on the inspection results.
Materials, supplies, and parts needed for Drill Field maintenance and/or repairs shall be reimbursed at cost.
Items costing less than $1,000.00 may be acquired on an as-needed basis 1 EA without obtaining prior Government approval. Items costing $1,000.00 or more shall obtain approval from the Contracting Officer’s Representative prior to purchasing any item.

Mid-Season Maintenance - Provide maintenance/inspections during the months of June through September 2020. Provide repairs to the Drill Field, as a minimum; by replacing the igniters, cutout panels, water pumps, and the high-density polyethylene liners based on the inspection results.
Drain, clean, and inspect conservation pond liner. Materials, supplies, and parts needed for Drill Field maintenance and/or repairs shall be reimbursed at cost. Items costing less than $1,000.00 may be acquired on an as-needed basis without obtaining prior Government approval. Items costing $1,000.00 or more shall obtain approval from the Contracting Officer’s Representative prior to purchasing any item. Additionally, the contractor shall seek competitive pricing for any single item or combination of items estimated to cost $2,500.00 or more. 1 EA
Emergency Service Calls - The contractor shall be available to respond to emergency propane leak service calls within one hour, 24 hours a day, and 7 days a week.
Provide an hourly rate $_______ per service call. 1 LT
Authorized Expendables and Replacement Parts - Materials, supplies, and parts needed for Drill Field maintenance and/or repairs shall be reimbursed at cost. Items costing 1 LT $8,000.00 $8,000.00 less than $1,000.00 may be acquired on an as-needed basis without obtaining prior Government approval.
Items costing $1,000.00 or more shall obtain approval from the Contracting Officer Representative (COR) prior to purchasing any item. Additionally, the contractor shall seek competitive pricing for any single item or combination of items estimated to cost $2,500.00 or more. Please include this $8,000.00 in the total of all items 0001 – 0006.
Emergency Labor Outside Normal Inspection Visits - Additional hourly rate if warranted and approved labor hours outside normal inspection visits and above and beyond emergency service call Provide an hourly rate $_______ per service call. 4 EA
GRAND TOTAL
PROVIDE PRICING FOR EACH CLIN WITH YOUR RESPONSE.
PROVIDE UNIT PRICING AND EXTENDED AMOUNT ON EACH OF THE ITEM
NUMBERS AND THE TOTAL OF ALL LINE ITEMS IN THE LINE PROVIDED.
Include the total amount of $8,000.00 for line item 0005 in your grand total. These dollars will be obligate at the time of award to allow the vendor to respond to emergency service calls and to purchase necessary authorized expendables and replacement parts. The purchase of authorized expendables and replacement parts will be coordinated with the Point of Contact (POC) prior to purchasing any item.
(vi) Description of requirements:
The contractor shall provide all tools, supplies, labor, equipment and labor/management necessary to maintain and repair the Fire Rescue Training Facility at Scott Air Force Base in a manner that will ensure its serviceability and prevent deterioration in operational effectiveness. Included are the Aircraft Fire Rescue Training Facility (AFRTF; encompasses the aircraft prop, its controls, conservation pond, pump house and propane tank), High-Reach Extendable Turret (HRET) Penetration Trainer, a classroom facility, Smoke-simulation Induction Systems, Panasonic cameras with digital recorder, the Structural Trainer and the Firefighter Competition Tower. Also included are the following props: LPG Close-Combat, Rail Car, Tractor-Trailer (DOT 306 roll-over), Drafting Stand & Accessories, Automobile, Engine Debris, Pyro-Lance, Urban Search and Rescue, and Box Trailer props. These components hereafter referred to in summary as “Drill Field.” The contractor shall comply with manufacturers’ recommendations and procedures, Air Force Technical Order (T.O.) 35E1-2-13-1 AIRCRAFT FIRE TRAINING FACILITY (revision 2, 25 June 13), NFPA 1403, Standard on Live Fire Training Evolutions, 2018 Edition, NFPA 58:
Liquefied Petroleum Gas Code, 2017 Edition and local, state, and federal requirements applicable to the work involved. The complete Performance Work Statement (PWS) the Air Force Technical Order 35E1-2-13-1 (Revision 2, 25 June 13), NFPA 58 (2017 Edition), and NFPA 1403 (2018 Edition) has been loaded in FedBizOpps.
(vii) The Government desires FOB Destination, Scott AFB, IL.
(viii) The provision at 52.212-1, Instructions to Offerors - Commercial Items (DEVIATION 2018-O0018) (Oct 2018), applies to this acquisition.

ADDENDA TO 52.212-1:
A. SITE VISIT
A site visit will be held for all interested parties on Thursday, 08 August 2019 at Scott AFB, IL., at 10:00am CST. Offerors shall contact the Contracting Specialist, Ms. Judy Jennings, 618- 256-9271 or email judith.jennings@us.af.mil by 2:00 p.m. CST on Wednesday, 07 August 2019 to confirm attendance and allow the Government sufficient time to assure your Base Pass is processed. The site visit begins promptly at 10:00 a.m. CST. Please allow sufficient time to obtain the pass from the Visitor Control Center for access to the Installation as there may be line(s) of vehicles accessing the Installation. All interested parties will meet at Fire Station 1 building 460 at 177 Hangar Road, Scott AFB IL.
B. WAGE DETERMINATION (WD)
At the time of this combined synopsis/solicitation, WD 2015-5075, Rev. 13, dated 07/16/2019 was in effect. In the event of an updated revision to the applied WD, the updated revision will be incorporated into award.
C. REAL ID ACT Version 35
Passed by Congress in 2005, the REAL ID Act enacted the 9/11 Commission's recommendation that the Federal Government "set standards for the issuance of sources of identification, such as driver's licenses." The Act established minimum security standards for state-issued driver's licenses and identification cards and prohibits Federal agencies from accepting for official purposes licenses and identification cards from states that do not meet these standards.

(ix) The provision at 52.212-2, Evaluation—Commercial Items (Oct 2014), applies to this acquisition.
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. For this acquisition, the following factors shall be used to evaluate offers: Technical Capability and Price of same or similar acquisitions. Evaluation of offers will be conducted using Simplified Acquisition Procedures in accordance with FAR Part 13.106-2. The Government intends to make award to the lowest priced offeror meeting the Government’s minimum requirement.
(1) Technical acceptability of required certifications, licenses, and experience;
(2) Price
Technical Review shall be evaluated significantly more important than price.
The following paragraphs include the certifications, licenses, and experience for evaluation of acceptability:
Experience. As training environment is inherently dangerous, controlling operational risk to maximum extent is imperative. Vendor will have 3 years of maintenance experience specific to LPG Live Fire Training facilities.
Submit in writing a cover letter and supporting attachments. If there are multiple employees qualified, a team's qualifications should be provided; if a sub is required, equivalent qualifications of the sub should be expected/addressed prior to the visit.
Certified Propane Installer or Service Provider certification as defined under the Propane Educational Research Council (PERC) standards.
Submit one (1) page certification document and/or wallet certification card as supporting documentation; include experience background. -OR- Be under the supervision of a Licensed Professional Mechanical Engineer (PME). (Provide name and contact information of PME.)
Journeyman level electrician or under the supervision of a licensed professional Supervising Electrical Engineer. Evidence that personnel performing electrical work meet the requirements identified in the Unified Facilities Criteria (UFC) 3-560-01, Electrical Safety, O&M, Section 2-2 through 2-2.4.
Submit certification document and/or wallet certification card as supporting documentation; include experience background. -OR- Provide name and contact information of supervising engineer.
Professional Engineer Experience. Evidence that engineer has specific experience conducting evaluations on live fire structural trainers (qualifications identified in NFPA 1403, Para 6.2.7 and Appendix A.6.2.7…see APPENDIX E of the Performance Work Statement.)
