SOURCES SOUGHT
SLUDGE REMOVAL
FOR
SCOTT AIR FORCE BASE, IL
This is a request for information only. This is not a request for quote/proposal and there is no solicitation package available at this time. The United States Air Force, 375 Contracting Squadron, Scott Air Force Base, IL is seeking sources to remove sludge in accordance with the Illinois Environmental Protection Agency (IEP A). The North American Industry Classification System (NAICS) Code is 562991, Septic Tank and Related Services and the business size is $7.5 Million. Anticipated Period of Performance: 01 Oct 2019 – 30 Sep 2020.
Description of Service
Contractor shall be fully accredited to remove sludge in accordance with the Illinois Environmental Protection Agency (IEPA). Contractor shall provide all labor, equipment, material and transportation required to remove treated sludge from the wastewater treatment plant at Scott AFB, IL. Sludge removal shall be required up to four times per year, disposing an estimated total of 600,000 gallons of anaerobically digested liquid sludge. The amount of 600,000 gallons of liquid sludge is only an estimate. The actual amount available for removal could be significantly less or more. Liquid sludge shall be removed from both or either of two digesters located at the Scott AFB, IL Wastewater Treatment Plant. Disposal methods shall be land application, and the contractor shall conform to all federal Environmental Protection Agency (EPA) and IEPA rules and regulations including 40 CFR 503.
The wastewater treatment plant foreman, NCOIC, or the Infrastructure Superintendent is authorized to place orders for sludge removal. The contractor shall begin work within 10 calendar days of request to remove sludge. During the removal process, the contractor shall re-circulate the sludge in the digesters. If water is required to thin the sludge for ease of removal, the amount of water used shall be deducted from the total amount of liquid removed. The Government shall not be billed for the amount of water added to the liquid sludge. The contractor shall only bill for actual liquid sludge removed.
Contract Type 375 Contracting Squadron is anticipating a performance based, firm fixed price contract.
The duration of the contract would be one year.
