The 375th Contracting Squadron (PKB3) at Scott AFB, IL is seeking to provide Closed Water Loop Treatment identified on the attached Statement of Work (SOW). The North American Industry Classification System (NAICS) Code is 541380, Testing Laboratories; Product Service Code (PSC) is H999; Other QC/Test/Inspect-Miscellaneous, and the business size is $15.0 Million. Anticipated Period of Performance: 01 May 2019 – 30 April 2020.

This is a commercial purchase using Federal Acquisition Regulation (FAR) Part 12 and Part 13 procedures. The following information, as required per FAR 12.603(c)(2) applies:

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued.

(ii) Solicitation number FA440719Q3001 issued as a Request for Quotation (RFQ).

(iii) The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular 2019-01, effective 20 Dec 2018, and the Defense Federal Acquisition Regulation Supplement DPN 20190215 (Effective 15 Feb 2018) Edition.

(iv) This acquisition is being solicited as a 100% Small Business Set Aside Federal Business Opportunities webpage FedBizOpps under North American Industry Classification System (NAICS) code 541380; Testing Laboratories. The small business size standard is $15.0 Million. The Product Service Code (PSC) for this acquisition will be H999 Other QC/Test/Inspect-Miscellaneous.

(vi) Description of requirements:

The Contractor shall provide all labor, tools and equipment necessary to perform closed loop capacity verification and water/chemical testing for the Heating, Ventilation and Air Conditioning (HVAC) systems on 125 closed loop systems in various facilities, and coupon rack testing for 14 racks in nine facilities on Scott AFB, IL. There are 68 hot water closed loop and 57 cold water closed loop systems.

Without limiting the generality of the foregoing, the Contractor shall be required to conduct chemical testing and provide reports to verify chemical mixture percentages within the closed loop systems meet the parameters identified in paragraph 3.4. Initial testing and treatments shall be completed within the first 60 days from the Notice-to-proceed and quarterly thereafter. Systems shall be tested four times per year.

Without limiting the generality of the foregoing, the Contractor shall be required to conduct pipe coupon testing and provide reports to evaluate the corrosiveness condition of the system piping on the systems identified in paragraph 5.1. Initial coupons shall be placed within 10 days from the Notice-to-proceed and tested quarterly thereafter. Systems shall be tested four times per year.

Contractor shall calculate the capacity for the 125 closed loop systems identified in attachment A. This task shall only be performed once, and prior to adding any chemicals to the system.

The contractor shall brief 375th Civil Engineer Squadron (CES) HVAC or COR personnel at the end of each day of services, and provide a written report within ten business days after completing services.

The contractor shall abide by Scott AFB, local, county, state and federal laws under this contract. The Contractor shall use innovative industry/commercial standards/procedures and equipment to minimize the expenditure or time and funds while ensuring the highest of quality work.

See attached SOW for complete details of the acquisition.

(viii) The provision at 52.212-1, Instructions to Offerors - Commercial Items (DEVIATION 2018-O0018) (Oct 2018), applies to this acquisition. Provisions and clauses can be viewed through Internet access at the Air Force FAR Site, http://farsite.hill.af.mil.

ADDENDA TO 52.212-1:

A. SITE VISIT

A site visit will be held for all interested parties on 11 April 2019 at Scott AFB, IL. Offerors shall contact Ms. Joyce Simmons at 618 256-9253 or email joyce.simmons@us.af.mil and/or Ms. Marcia Wuebbels at 618-256-9308 or email marcia.wuebbels@us.af.mil by 3:00 p.m. CST 10 April 2019 to confirm attendance and allow the Government sufficient time to assure your Base Pass is processed. The site visit begins promptly at 10:00 a.m. CST. Please allow sufficient time to obtain the pass from the Visitor Control Center for access to the Installation. All interested parties will meet in the Conference Room located at 375 CONS, Bldg. 50.

B. PAST/PRESENT PERFORMANCE

With your quote, please provide Point(s) Of Contact (POC) with their business number and email address for acquisitions of same or similar type of service for evaluation of present/past performance purpose. If this is your first acquisition of this type, please indicate as such. We will need your consent to contact said POC(s). Please indicate consent with submittal of your quote.

C. WAGE DETERMINATION (WD)

At the time of this combined synopsis/solicitation, WD 2015-5075, Rev. 11, dated 12/26/2018 was in effect. In the event of an updated revision to the applied WD, the updated revision will be incorporated into award.

D. REAL ID ACT Version 30 Passed by Congress in 2005, the REAL ID Act enacted the 9/11 Commission's recommendation that the Federal Government "set standards for the issuance of sources of identification, such as driver's licenses." The Act established minimum security standards for state-issued driver's licenses and identification cards and prohibits Federal agencies from accepting for official purposes licenses and identification cards from states that do not meet these standards.

The following states/territories has an extension for REAL ID enforcement, allowing Federal agencies to accept driver's licenses and identification cards from at Federal facilities and nuclear power plants until:

(ix) The provision at 52.212-2, Evaluation—Commercial Items (Oct 2014), applies to this acquisition.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. For this acquisition, the following factors shall be used to evaluate offers: Price and past/present performance of same or similar acquisitions. Evaluation of offers will be conducted using Simplified Acquisition Procedures in accordance with FAR Part 13.106-2.
