APPLICABLE PUBLICATIONS, REGULATIONS AND DIRECTIVES
The publications, regulations and other directives applicable to ALS Ambulance Services at Scott Air Force Base are listed below. Note: This list is not all inclusive. It is the Contractor’s responsibility to ensure all publications, directives; regulations are complied with in the performance of these services.

DEFINITIONS/COMMONLY USED TERMS
1. Contracting Officer Representative (COR) – Individuals designated to perform quality assessment functions and manage performance in accordance the Performance Plan.
They serve as on-site technical managers assessing Contractor performance against Contract performance standards.
2. Contractor’s Managerial Personnel – The Contractor’s directors, officers, managers, superintendents, or equivalent representatives who have supervision or directions of all or substantially all, of the contractor’s business; all or substantially all, of the contractor’s operation at any one plant or separate location; or a separate and complete major industrial operation.
3. Service Delivery Summary (SDS) – A summary of the performance objective and performance threshold required by the Government in Contractor performance.
4. Decompression Sickness- A disorder caused by the formation of nitrogen bubbles in the blood and tissues following a sudden drop in the surrounding pressure, as when ascending rapidly from a dive, and characterized by severe pains in the joints and chest, skin irritation, cramps, and paralysis.
5. Command Post- A military headquarters from which a military commander controls and organizes the forces.
6. Flight Surgeon- A military medical officer assigned to duties in the clinical field variously known as aviation medicine, aerospace medicine, or flight medicine.
7. Mission Essential - Civilian, military, and contract employees (designated by the contract
Statement of Work) personnel who are required to work when other personnel are not; in order to maintain essential base services or critical duties, to include but not limited to, health and safety of individuals, movement of base traffic, launching of aircraft, and supporting mission operations.

The Shiloh and Belleville Gates are the main installation entry points.
The Mascoutah Gate is open Monday through Friday from 6 a.m. to 6 p.m. for commercial delivery vehicles and large contractor vehicles only. Closed federal holidays.
The Visitor's Center, located at the Shiloh Gate, offers vehicle and visitor's passes as well as vehicle stickers and contractor passes and badges. The Visitor's Center is open Monday through Friday from 6 a.m. to 6 p.m. and Saturday from 8 a.m. to noon. Closed on federal holidays.
Visitor's passes require a valid photo ID and authorized sponsor.
Passes are not issued at the Belleville Gate.
Visitor passes may be requested electronically from a government computer with authorized intranet access by logging on to electronic visitor pass site on the Scott Air Force Base intranet.
