The 375th Contracting Squadron (PKB3) at Scott AFB, IL is contemplating an award to perform grease trap cleaning, including but not limited to; cleaning and removing grease, fats and oils in various buildings located at Scott AFB. Work is to be accomplished in accordance with state and federal pollution laws and certified safe for USDA food preparation areas. This acquisition is for services for fiscal year 2019. Currently, funds are not available. The government may cancel this combined synopsis at any time if funds do not become available. If funds become available, the government intends to issue an award to the vendor who supplied the successful quote.
Award will be contingent upon the availability of fiscal year 2019 funds.
This is a commercial purchase using Federal Acquisition Regulation (FAR) Part 12 and Part 13 procedures. The following information, as required per FAR 12.603(c)(2) applies:
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation will not be issued.
(ii) The solicitation reference number is FA4407-18-Q-3019; it is being issued as a Request for Quotation (RFQ).
(iii) The solicitation document, incorporated provisions, and clauses are those in effect through the Federal Acquisition Circular 2005-100, effective 22 Aug 2018, and the Defense Federal Acquisition Regulation Supplement DPN 20180629 Edition, effective 29 Jun 2018.
(iv) This acquisition is being solicited as a 100% Small Business Set Aside Federal Business Opportunities webpage FedBizOpps under North American Industry Classification System (NAICS) code 562998; All Other Miscellaneous Waste Management Services. The small business size standard is $7.5 Million. The Product Service Code (PSC) for this acquisition will be S222; Housekeeping – Waste Treatment/Storage.

(vi) Description of requirements:
The contractor shall furnish all labor, transportation, materials and equipment to clean and remove grease, fats and oils in various buildings located at Scott AFB as identified in paragraphs 8 and 9 of the Statement of Work (SOW). This is to be accomplished by physically cleaning grease traps and by removing solid and semi-solid grease from all traps identified in paragraph 8 and as otherwise scheduled in paragraph 9 of the SOW. Contractor shall aid in maintaining traps by injecting digestive organic deposits of live microorganisms into grease trap, sink drainage lines and floor drains. All enzyme injections shall be accomplished inside the facilities. Work is to be accomplished in accordance with state and federal pollution laws and certified safe for USDA food preparation areas.
(vii) The Government desires FOB Destination, Scott AFB, IL.
(viii) The provision at 52.212-1, Instructions to Offerors - Commercial Items (DEVIATION 2018-O0013) (Jan 2017), applies to this acquisition.

ADDENDA TO 52.212-1:
A. SITE VISIT
A site visit will be held for all interested parties on Wednesday, 05 September 2018 at Scott AFB, IL. Offerors shall contact the Contracting Specialist, TSgt Scott M. Ray, 618-256-9251 or email scott.ray@us.af.mil by 12:00 p.m. CST on Tuesday, 04 September 2018 to confirm attendance and allow the Government sufficient time to assure your Base Pass is processed.
The site visit begins promptly at 1:00 p.m. CST. Please allow sufficient time to obtain the pass from the Visitor Control Center for access to the Installation as there may be line(s) of vehicles accessing the Installation. All interested parties will meet in the Conference Room located at 375 CONS, Bldg. 50.
B. PAST/PRESENT PERFORMANCE

C. WAGE DETERMINATION (WD)
At the time of this combined synopsis/solicitation, WD 2015-5075, Rev. 10, dated 07/03/2018 was in effect. In the event of an updated revision to the applied WD, the updated revision will be incorporated into award.
D. REAL ID ACT Version 23
Passed by Congress in 2005, the REAL ID Act enacted the 9/11 Commission's recommendation that the Federal Government "set standards for the issuance of sources of identification, such as driver's licenses." The Act established minimum security standards for state-issued driver's licenses and identification cards and prohibits Federal agencies from accepting for official purposes licenses and identification cards from states that do not meet these standards.
The following states/territories has an extension for REAL ID enforcement, allowing Federal agencies to accept driver's licenses and identification cards from at Federal facilities and nuclear power plants until October 10, 2018.
