SOURCES SOUGHT
FIRE RESCUE TRAINING FACILITY MAINTENANCE SERVICE
SCOTT AIR FORCE BASE, IL
PERIOD OF PERFORMANCE 01 OCT 18 – 30 SEP 19
This is a request for information only. This is not a request for quote/proposal and there is no solicitation package available at this time. The United States Air Force, 375 Contracting Squadron, Scott Air Force Base, IL is seeking sources to provide Fire Rescue Training Facility Maintenance services. Scott Air Force Base is conducting market research to determine the availability of businesses to Fire Rescue Training Facility Maintenance services at Scott Air Force Base. The North American Industry Classification System (NAICS) Code is 541350 and the business size is $7.5M.
Description of Service
The Contractor shall provide all tools, supplies and labor/management necessary to maintain and repair the Fire Rescue Training Facility at Scott Air Force Base, IL in a manner that will ensure its serviceability and prevent deterioration in operational effectiveness.
Performance Requirements
Maintenance services are to be performed includes are the Aircraft Fire Rescue Training Facility (AFRTF; encompasses the aircraft prop, its controls, conservation pond, pump house and propane tank), High-Reach Extendable Turret (HRET) Penetration Trainer, a classroom facility, Smoke-simulation Induction Systems, Panasonic cameras with digital recorder, the Structural Trainer and the Firefighter Competition Tower. Also included are the following props: LPG Close-Combat, Rail Car, Tractor-Trailer (DOT 306 roll-over), Drafting Stand & Accessories, Automobile, and Box trailer props. These components hereafter referred to in summary as “Drill Field.” The contractor shall comply with manufacturers’ recommendations and procedures, Air Force Technical Order 35E1-2-13-1 (Revision 2, 25 Jul 13), NFPA 1403, Standard on Live Fire Training Evolutions, 2018 Edition, NFPA 58: Liquefied Petroleum Gas Code, 2017 Edition and local, state, and federal requirements applicable to the work involved.
The contractor shall repair the Drill Field, as a minimum; by replacing the igniters, cutout panels, water pumps, and maintaining the high-density polyethylene liners based on the inspection results.
Igniter Replacement. The contractor shall remove and replace the igniters in accordance with manufacturer’s instructions, industry practices, and local, state, and federal procedures. There are 18 igniters that may be replaced, seven (7) are located on the ground in the burn area and 11 are located on the mock-up. Verify the operational capability of the igniter (s) by energizing the igniter without applying propane.
Cutout Panel Replacement. If the training scenario includes forced entry extrication through cutout panels, the contractor shall install new cutout panels as needed. The contractor shall remove and replace damaged, cutout panels in accordance with manufacturer’s instructions and standard industry practices. Cutout panels are located on the left and right sides of the AFRTF mock-up, the panels are 36 inches wide by 85 ½ inches high and constructed of .036-inch thick sheet metal. Also included herein are panels for the hood and trunk of the Automobile Trainer and elevated panels for Penetrating Aircraft Skin Trainer (P.A.S.T. ©) and Pyro-lance (steel panel, concrete blocks).
HDPE Liner Maintenance. The 80-mil thick HDPE liners are located in the water conservation pond, burn area, and trench. The liners in the trench and burn pit are buried. The contractor shall locate the liner leak and repair in accordance with extrusion welder manufacturer’s instructions.
Storage Tank Maintenance and Repair. Ensure proper maintenance and repair of the 10,000 gal propane storage tank, in accordance with provided specifications and regulations as well as NFPA 58: Liquefied Petroleum Gas Code, 2014 Edition.
Scheduled Safety Inspections. As a minimum, the contractor will conduct inspections on the following items.
Special Items. Expansion joints bolts on mock-up shall remain loose through joint holes.
Inspection Items. The following items, as a minimum, will be inspected:
Inspect burn area. Ensure the concrete weir is free of debris and rocks. Inspect the ribbon fire and service access trench bar grating. Ensure each piece fits properly and is free of sharp edges.
Inspect ribbon fire and access trench air, water, and gas plumbing. Ensure all is firmly attached to walls and/or bottom struts. Remove accumulations of debris/rock as necessary to ensure proper drainage.
Inspect burn area drain valve, drain screen, and weir overflow, for freedom of operation and absence of obstructions.
Inspect exterior and interior stainless steel burner assemblies, and ensure that they are not excessively warped and are attached firmly in place.
Inspect igniters and ensure electrodes are clean and that the ceramic insulator is not cracked or damaged. Ensure igniter tips are free of carbonization. Change igniters which are worn, damaged, or do not fire properly.
Inspect aircraft mock-up for excessive corrosion and structural integrity. Inspect concrete around bearing uprights for concrete cracking.
Inspect mock-up doors to ensure freedom of operation and no excessive corrosion. Ensure hinge assemblies are in good working order, welds are free of defects, and hand grabs are free of sharp edges.
Inspect all lighting for proper operation. Ensure all area site, control tower, control panel, and classroom lighting is operable.
Inspect propane systems to specifications, to include as a minimum, tank, gauges, valves, piping, air system, manual safety system, and regulators for corrosion, wear, or serviceable limits.
Repair any leaks. Test components per manufacturer and national standard and provide documentation of completion.
Inspect Tower control stand to include electrical, pneumatic, and mechanical components, piping, valves, regulators and fire control panel. Check for corrosion, wear, or serviceable limits.
Inspect markings on valves and switches for legibility. Ensure all components are operable.
Inspect the condition of the cellular raceway ignition system. Inspect wiring in transformer cabinet; ensure the GTO ignition wires are firmly attached to each transformer. Ensure the Memcon explosion proof seal-off, is securely attached to the cellular raceway conduit. Check each transformer for proper voltage. Once a year inspect the GTO cable assembly at the transition vault. Twice per year check the igniter voltage at the igniter, document voltage on each wire, ignition circuits below 3000 volts which have a transformer voltage between 7000 and 10000 volts should have the igniter changed so to ensure maximum voltages. After installing new igniters, re-test circuits and document voltages.
Inspect water conservation pond area at each visit, removing weeds from rip rap and fence line and examine visible liner for damage and clean any debris from the suction line and foot valve.
Water quality is of the utmost importance. Contractor shall maintain water quality though maintenance of aeration pump and routine treatments using Aquashade© or equivalent product.
Contractor shall drain and clean the conservation pond at the midseason inspection, remove water between membrane layers and conduct thorough inspection of the liner. Open the flood, sprinkler, and engine water valves and then apply power to water pump 1 and 2, test for adequate operation and water pressure. Close all valves when testing is complete. Inspect Air compressor, airlines, air valves, and operation controls. Check for leaks, damage, and proper function of valves. Repair or correct as needed. Pressurize propane piping for one (1) hour and examine valves for leaks at manifold, and pneumatic fuel valves with flammable gas detector or equivalent test measure. Inspect driving area around burn area for ruts. Level all ruts at each inspection. Inspect condition of all signage to ensure readability and compliance with all standards.
Winterize Facility. By mid-November of each year, winterize the facility. Purge propane back to angle valve at storage tank. Remove all water jacket drain caps at the base of the water jackets and store in pump room. Drain all supply lines, risers, and valves subject to freezing. Purge with air. Ensure weir valves are open to drain back to sump. Emphasize special care for pneumatic valve on sprinkler riser. Water can be trapped in ball whether open/closed. Pull draft hose/strainer and aeration pump out of pond and drain. Place aeration unit in pump room. Set vertical impellor pump control to “winter” and lock discharge valve in “OPEN” position. Ensure heater, pump and ignitor breaker are positioned “ON”.
Dewinterize Facility. Dewinterize the facility in latter half of April. As a minimum, the contractor will reconnect all open lines, reinstall aeration pump, and water jacket drain caps, run a complete system check and make necessary repairs for an operational facility.
Response Times. The contractor shall make available 24 hours a day 7 days a week an emergency phone contact number for technical support. The contractor shall be available to respond to emergency propane leak service calls within one hour, 24 hours a day, and 7 days a week. After the leak has been stopped, the contractor shall complete any additional repairs, if needed, on a pre-arranged date approved by the fire department. Liner maintenance response shall be determined by the severity of the damage. For all other repairs, the contractor shall respond within 5 days.
Contractor Qualifications:
Experience. As training environment is inherently dangerous, controlling operational risk to maximum extent is imperative. Vendor will have 3 years of maintenance experience specific to LPG Live Fire Training facilities.
Certified Propane Installer or Service Provider certification as defined under the Propane Educational Research Council (PERC) standards.
Submit one (1) page certification document and/or wallet certification card as supporting documentation; include experience background. -OR- Be under the supervision of a Licensed Professional Mechanical Engineer (PME). (Provide name and contact information of PME.)
Journeyman level electrician or under the supervision of a licensed professional Supervising Electrical Engineer. Evidence that personnel performing electrical work meet the requirements identified in the Unified Facilities Criteria (UFC) 3-560-01, Electrical Safety, O&M, and Section 2-2 through 2-2.4.
Submit certification document and/or wallet certification card as supporting documentation;
include experience background. -OR- Provide name and contact information of supervising engineer.
Professional Engineer Experience. Evidence that engineer has specific experience conducting evaluations on live fire structural trainers (qualifications identified in NFPA 1403)

Environmental Controls The contractor shall be knowledgeable of and comply with all applicable Federal, State, and local laws, regulations, and requirements regarding environmental protection. The contractor shall ensure policies and procedures are established that protect the health and safety of employees and the community, and minimize/eliminate the risk of environmental pollution.
Contract Type 375 Contracting Squadron is anticipating a performance based, firm fixed price contract.
The duration of the contract would be one year. The Period of Performance is 01 Oct 2017
– 30 Sep 2018.
