1.0 INTRODUCTION
Strategic Government Business Consulting Group, Ltd (SGBC) was awarded the contract to perform environmental soil sampling at the Military Affiliate Radio System (MARS) Station, Plum Hill Site
BETM131020E (subject site). The site is not currently in use and all equipment has been removed from the site. This environmental soil sampling is being performed to provide a baseline environmental assessment to allow the site to be sold.
The environmental soil sampling was performed on September 15-17, 2014 by Phil M. Meyer, Senior Project Scientist and Scott I. Voyles, CPC, Director of Energy & Environmental Services. This environmental soil sampling was conducted in accordance with SGBC’s proposal and work plan dated August 11, 2014.
2.0 BACKGROUND
The work site is located northeast of Plum Hill School Road; approximately 1.75 miles south of
Illinois State Highway 177, east of the City of Belleville, Illinois, and approximately 6 miles east-southeast from the Belleville Gate at Scott AFB. The location of the work site is shown on Figure 1.
There is currently one building (B500T) and a carport structure located on the site. A water well is also located at the site. The site is surrounded by a chain link fence with barbed wire.
3.0 SUMMARY OF SAMPLING
The soil samples were collected from 41 separate locations as shown on Figure 2. Additionally, one water well sample was collected from the on-site water well. SGBC collected shallow soil samples at the boring locations to a maximum depth of 10 feet below ground surface (bgs). SGBC collected the samples using a trailer mounted mobile geoprobe rig. The geoprobe rig was able to be used off of the trailer using a hand cart to facilitate sampling at some of the locations.
The soil samples were collected using a 2-inch inner diameter large bore sampler with a plastic liner. Lined soil samples provide more representative soil samples than those samples collected with a hand auger. Logs of boring are contained in Appendix A and a photo log is contained in
Appendix C.
The soil samples collected were submitted for various analyses. Table 1 presents the sample name, depth and analytical method. A summary of the analytical results is presented in Table 2. The laboratory reports and QA/QC are contained in Appendix B.
4.0 SCOPE OF WORK
SGBC utilized a hydraulic push probe soil sampling rig at the site to conduct subsurface soil sampling. SGBC probed the subsurface soil to a maximum depth of 10 feet below grade surface
(bgs) to investigate and document subsurface conditions. The sampling locations and depths were adjusted as necessary based on actual field parameters.
Plum Hill Site, Belleville, IL Page 2 of 4
SGBC also sampled the on site water well. SGBC used a low flow helix pump to purge the well and collect the appropriate water samples.
4.1 Soil Sampling
Samples were collected using a 2-inch diameter, 4-foot long, continuous core sampler. A portion of each core collected was field screened for volatile organic constituents using a photo ionization detector (PID). Depth, stratification, type of material, color, odor, and PID measurements were recorded on their respective logs of boring (Appendix A).
Single use sampling material was replaced between each sample. Other sampling material was decontaminated between collecting each sample. The macro sampler was washed using a tri sodium phosphate based detergent and then rinsed using tap water followed by a distilled water rinse. Rinsate from the decontamination procedure was collected with the other investigation derived waste (IDW) for disposal at the end of the project.
After the soil samples were collected and placed into the appropriate glassware, the samples were placed into a cooler on ice. The samples remained in the custody of the sampler until they were relinquished to the laboratory under a chain of custody. The chain of custody forms are contained in Appendix B.
Soil cores not used for sampling were collected in a drum for disposal. Following completion of the soil borings, each soil boring was backfilled using bentonite.
4.2 Water Well Sampling
A groundwater sample was collected from the on-site water well. In order to access the well, the concrete cap was removed.
In accordance with the verbal instructions at the on-site meeting, purging of three well volumes was not necessary prior to sampling. SGBC purged approximately 1,000 gallons of water using a
Grunfus low flow, helix pump. The purge water was collected and stored in a 2,000-gallon poly tank.
During purging, field parameters were measured from the low flow pump. Parameters included pH, specific conductance and temperature. These measurements were recorded and stabilized during the purging of the well. The well was then sampled using a low flow pump.
4.3 Sample Analysis
There was a total of 78 soil samples and one water sample collected for laboratory analysis. The samples collected were analyzed as summarized in Table 1. SGBC also collected the following
QA/QC samples while performing the environmental sampling:
• One trip blank;
• one equipment blank;
Plum Hill Site, Belleville, IL Page 3 of 4
• two blind duplicate samples; and
• two matrix spike(MS)/matrix spike duplicate (MSD) samples.
The QC samples were collected in general accordance with Uniform Federal Policy for Quality
Assurance Project Plans (UFP-QAPP). The laboratory analytical results are summarized in Table 2 and the laboratory reports are contained in Appendix B.
4.3 Field Personnel
SGBC completed the field activities in a safe and responsible manner, preventing damage to property, material, supplies and equipment. All field personnel complied with Occupational Safety and Health Administration (OSHA) regulations and installation safety office requirements..
SGBC produced a site specific health and safety plan for the project site. All personnel training records were contained in this document. The health and safety plan was consistent with the requirements contained in the original scope of work, Section 2.1.
During field activities, personnel maintained field documentation. The field logs are presented in
Appendix D. The field documentation included:
• Site safety tailgate meeting;
• general field notes, organized by day;
• a log of boring for each boring;
• groundwater sampling form; and
• chain of custody documentation for the samples to be submitted for laboratory analysis.
Chain-of-custody records were used to record sample custody for this project. The laboratory supplied the appropriate forms for chain-of-custody. The chain-of-custody forms were filled out completely. Phil Meyer initiated the two-part chain-of-custody record to accompany each sample shipment sent from the field to the laboratory. SGBC Group maintained custody of the samples under chain of custody forms until relinquished directly to Teklab, Inc., the chemical analytical laboratory.
5.0 SUMMARY
The soil samples were collected from 41 separate locations as shown on Figure 2. SGBC collected soil samples at the boring locations to a maximum depth of 10 feet bgs. The soils encountered were generally a brown silty clay till. The logs of boring are contained in Appendix A.
SGBC also collected a water sample from the on-site water well. During purging, the water parameters stabilized. Field notation is contained in Appendix D. A photo log is provided in
Appendix C.
SGBC collected soil and water samples for analysis in accordance with the sampling matrix presented in Table 1. The analytical results are summarized in Table 2. The laboratory reports are contained in Appendix B.
Plum Hill Site, Belleville, IL Page 4 of 4
Purge water was collected in a 2,000-gallon poly tank and a sample of that water was submitted for waste characterization. Waste characterization indicates that the water is unimpacted and may be discharged to the surface.
Soil spoils were collected into a drum and a sample was submitted for waste characterization. The soil was characterized as non-hazardous. The soil disposal had not been completed at the time the report was completed. When the disposal occurs, the manifest will be forwarded to be included.
