SECTION 01010

GENERAL REQUIREMENTS

(revised 22 June 2017)

GENERAL REQUIREMENTS SPECIFIED IN THIS SECTION REPRESENT A BASELINE

STANDARD. THEY ARE OPERATIVE FOR PROJECTS DONE FOR SCOTT AIR FORCE

BASE TO THE EXTENT APPLICABLE AND NOT IN CONFLICT WITH OTHER, MORE

STRINGENT PROJECT-SPECIFIC REQUIREMENTS, WHICH WOULD BE GOVERNING.

I. GENERAL

A. DESCRIPTION OF WORK: The Contractor shall furnish all personnel, equipment, tools, materials, supervision, and other items and services necessary to accomplish what the Statement of Work (SOW) and/or task order issued pursuant to it calls for to be performed and provided (the Work). All Work done shall conform to: the terms of the contract/task order; applicable Government regulations and building codes individually referenced or not;

manufacturers’ instructions; and generally-accepted standards in relevant design professions and building trades.

B. COMPLETE PROJECT: Documents the Government provides to the Contractor describing a project’s design intent and the Work are meant to convey what the Government expects and requires from the Work and to define a complete project. The Contractor is responsible to satisfy itself that what the Government provided does so, and to resolve any uncertainty as to this before committing to do the Work. Thereafter, any omission of express reference to specific services or materials reasonably inferred to fall within the project scope, or that are commonly understood within the applicable design profession or building trade as necessary to properly complete a project, will not relieve the Contractor of the responsibility to perform or provide such at no additional cost to the Government.

C. TYPES OF WORK AND DELIVERY CONTRACTS: As used herein, the types of Work are: design of a project (Design); construction of a project designed by others (Construction);

or design and construction of a project under the same contract or task order (Design/Build).

Depending upon the estimated cost and complexity of projects done under them, the type of delivery may be a one-off contract, or an Indefinite-Delivery/Indefinite-Quantity (IDIQ);

Multiple Award Construction Contract (MACC); Multiple-Award Task-Order (MATOC); or Simplified Acquisition of Base Engineering Requirements (SABER) contract for multiple projects. The SOW for a one-off contract describes the Work to be performed and provided for the sole project under it. The SOW for an IDIQ, MACC, MATOC or SABER contract describes the Work under it typical of its type. The SOW for a task order issued under one of these multiple-project contracts, or a SABER task order itself, describes that Work specific to a given project.

D. LOCATION: Facilities to be constructed or altered are located at Scott Air Force Base, Illinois. The Base is located approximately 20 miles east of St. Louis, Missouri, just south of Interstate Highway 64.

ATTACHMENT 6 - GENERAL REQUIREMENTS 1 of 14
