The building is approximately 305 sq. ft., 1 story, wooden structure with asbestos containing drywall joint compound in the walls and ceilings and an asphalt roof. Work includes demolition and disposal of structure, foundation, slab and fixtures.
2. Removal and replacement of contaminated soil as well as confirmation sampling for hazardous materials.
3. Removal of 3 associated utility poles. Accordingly, all poles must be removed to their full depth
4. Removal of backup battery box.
5. Removal of all concrete pads (6).
6. Removal of all mechanical and electrical equipment.
7. Removal of 16’x11’ foot wooden shed and 11’x12’ foot concrete shed.

B. Environmental Cleanup
1. Remove approximately 93 cubic yards +/- 10% of soil from underneath and adjacent to Building 4900. See referenced attachments and figures for previous sampling and testing results and area for excavation. Excavating equipment should be decontaminated off-site prior to use on-site. Contaminated soils should be excavated directly into receiving trucks with the minimal disturbing/spreading of contaminated soils as practical.
2. All documents related to the disposal of contaminated soil must be supplied to the contracting office and to the 375th Civil Engineer Squadron, Installation Management Flight, Environmental Compliance Element (375
CES/CEIEC), ext. 256-2092. The Contractor must obtain the proper documents from 375 CES/CEIEC to ensure all materials leaving Scott AFB can be tracked and accounted for, in accordance with all governing laws. All Industrial Waste
Tracking Receipts or manifests (if required) must be signed by the government as the generator of the waste and the Contractor shall supply 375 CES/CEIEC with weights of materials disposed of at the licensed landfill.
3. The Contractor shall provide clean fill soil over the demolition site to match the existing surrounding grade, and grade any disturbed areas with an emphasis on proper drainage. All fill materials shall be non-contaminated with the proper documentation to demonstrate as such, and meet the requirements of
35 Illinois Administrative Code (IAC) 1100, subpart F at the Illinois Pollution
Control Board website at:
http://www.ipcb.state.il.us/SLR/IPCBandIEPAEnvironmentalRegulations-
Title35.aspx. Analytical data supporting the determination of clean fill must follow the requirements of Section C of this PWS.
C. Confirmation Sampling
1. Confirmation samples are required once the building footprint has been removed. Sampling surrounding the footprint is also required after the contaminated soils have been removed.
2. Collect twenty-eight (28) soil confirmation samples at locations as identified in the field by the government by white flags. Sample name will be denoted on the flag.
3. Samples will be collected using an auger or similar coring device, as mutually agreed upon with the government, 3-5 inches into the existing excavation walls or floor into native and previously undisturbed soil. The sampling device will be cleaned with a dry brush and decontaminated after each use with alconox and water. The Contractor shall also collect a Quality Control (QC) sample at the work site for an equipment rinsate blank. Contractor is http://www.ipcb.state.il.us/SLR/IPCBandIEPAEnvironmentalRegulations-Title35.aspx http://www.ipcb.state.il.us/SLR/IPCBandIEPAEnvironmentalRegulations-Title35.aspx responsible for proper disposal of all wastes generated from the decontamination of the sampling equipment.
4. Protective gloves will be worn at all times and fresh gloves will be worn to collect each sample.
5. Twenty-four samples to be analyzed by analytical method SW8270C –
SIM and four samples to be analyzed by analytical method SW6010B for lead.
D. Management of Chemistry Services and Laboratory Selection
1. The Contractor shall be responsible for the quality of all required chemistry services performed. The Contractor shall ensure that all chemistry-related tasks are conducted in accordance with this statement of work. Minimum Quality Assurance/Quality Control (QA/QC) requirements identified by the current version of the Department of Defense (DoD) Quality Systems Manual
(QSM) shall be followed by the contractor. The Contractor shall select a laboratory that complies with the requirements of the current version of the DoD QSM (specifically Appendices A and B). The most current version of the DoD QSM can be found at the following website:
http://www.denix.osd.mil/edqu/documents/qsm-version-5-1-final/. A waiver for DOD ELAP certification may be obtained subject to Project Manager (PM) and CO approval, but the laboratory must be accredited by the National Environmental Laboratory Accreditation Conference (NELAC). All reporting limits shall be at or below Illinois Tiered Approach to Corrective Action Objectives (TACO) Tier I Residential levels. The laboratory must also have analytical capabilities sufficient for the methods specified in this statement of work and adequate capacity to handle the project’s analytical workload during the field activities. The Contractor shall ensure that the selected laboratory meets all state and federal requirements including state and federal certification/accreditation programs, where appropriate.
2. The Contractor shall ensure that all hard copy and electronic data deliverables supplied by the laboratory are complete and adequate to support the quality and usability of the data. Raw data packages shall be submitted to Scott AFB. Data packages shall include all information required to review the data and re-create the analysis, including correspondence with the laboratory regarding QA/QC exceedances and documentation of corrective actions.
DI. GENERAL NPDES PERMIT: Since the construction site is less than one acre in size, storm water discharge from the construction site does not require a Notice of Intent (NOI) under the National Pollutant Discharge Elimination System (NPDES). The Contractor shall use Best
Management Practices to limit the amount of sediment run-off from the site.
Only install silt fencing on the downhill side of the sites.
