STATEMENT OF WORK
FOR
BASE LRTIs
AT
SCOTT AIR FORCE BASE
ILLINOIS
25 July 2017
Attachment #1, FA4407-17-Q-3007, Statement of Work
1. PROJECT SCOPE: Purchase and install two (2) Long Range Thermal Imagers (LRTI-HD):
One (1) on Building 1530 (Hospital) and one (1) on Building 3200 (Snow Barn) on Scott AFB IL to update and enhance security monitoring capabilities. The cameras associated with monitoring protection level areas or resources must be integrated with the Sentinel Command and Control System (SCCS). All cameras will be routed back to and monitored at Base Defense Operations Center (BDOC).
All installation shall be accomplished in accordance with the manufacturer manual specifications, industry standards, and Unites States Air Force regulations. The contractor is responsible for all of the work, labor, material, communication conduits not available for cable runs, and associated electrical power installation required with connecting the new cameras to the existing infrastructure providing real time assessment of all security incidents and alarm activations around the Snow Barn and the base hospital to BDOC immediately. Utilize all existing electrical closets as needed for powering the camera systems. The contractor must coordinate with the 375 Civil Engineering Squadron and the 375 Communications Squadron before digging or making final connections to existing infrastructure. Maps of existing infrastructure will be provided in order for the contractor to plan for each site’s respective connection point to the existing grid. Contractor shall install lightning protection on all exterior mounted cameras unless the 375 CES determines it is not required. The contractor MUST purchase ALL network switching equipment from approved government sources. Equipment must be new, not refurbished, and TAA compliant
2. BACKGROUND: Camera locations have been identified for installation of long range thermal/CCTV High-Definition cameras to address known vulnerabilities around Scott AFB.
Hospital/Bldg #1530 (SE corner of building) Snow Barn/Bldg #3200 (NW peak of building)
Camera systems will provide capability to monitor/address possible unattended access to Scott
AFB.
3. INSTALLATION: The Contractor shall procure and provide all needed installation hardware, wiring and programming to install the LRTI camera and accessories. Programming/integration of the cameras into the SCCS system must be executed by an Applied Research Associates, Inc.
(ARA) certified technician. Any and all programming will be done at Bldg. 755. The contractor is responsible for all of the work associated with connecting the new LRTI to the existing infrastructure providing real time assessment of all security incidents and alarm activations around the hospital and Snow Barn to BDOC immediately. No poles or towers are required as the equipment will be attached to standard brackets.
4. EQUIPMENT: Camera identified as capable to meet the Sentinel Command and Control System (SCCS) requirement:

Contractor will be responsible for providing and installing all equipment listed in this paragraph by location, to include licensing. The government provided drawings provide available tie-in points for communication and electrical requirements for the below locations. For exact distances, the contractor will have to field verify. All newly installed cameras will be supported by Uninterrupted Power Supply (UPS) or tied in with back-up generator where applicable, all newly installed cameras covering priority resources will be supported by UPS or tied in with back-up generator. Contractor will need to provide Media Access Control (MAC) address, serial number and location device will be installed for each device that will be connected to the network, and these will be added to the MAC bypass list for authentication to the network. Once MAC address are received network engineering will provide appropriate IP address information.
5. SYSTEM CHECK: The Contractor shall complete a system check to include but not limited to ensuring all installed components are functioning to manufacture specifications.
6. SCHEDULED SERVICE INTERRUPTIONS:
6.1. The Video Management operating server and cameras will be operational 24-hours-per-day, 7-days-per-week. When the contractor must schedule a service interruption for installation, the work will be done at a time that causes the least inconvenience to the system users. The contractor will notify and obtain approval from the on-site 375 SFS/S5E or designated representative in advance of any scheduled service interruption. The contractor will specify the starting time and duration of the interruption, along with what areas will be affected. The contractor will provide verbal notification to the on-site 375 SFS/S5E or designated representative immediately after service has been restored.
6.2. The contractor will provide an updated spreadsheet for the Video Management (or equal) operating server with the following information: MAC address, Internet Protocol (IP) address, network switch/port information, subnet mask, all equipment part numbers and any additional information regarding Bosch (or equal) Server System. Along with the MAC address, the contractor will also provide serial number and location of each camera, to be submitted on the base provided MAB template. This will be used to load the devices into MAB, so the devices will be authorized on the network.
6.3. The Video Management camera system comes with a one (1) year full warranty that includes all parts and labor.
6.4. If switch port is available contractor can patch camera to switch.
7. HOURS OF OPERATION: The contractor is responsible for conducting business, between the hours of 0730-1630 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons.
8. TRAINING: Contractor will provide a training class on new cameras and controls. Training will consist of desktop operations, log-on/log-off procedures, real time playback, recording capability, extracting recording content with associated equipment.
9. ADMINISTRATOR and OPERATOR PASSWORDS: All passwords (i.e. for Administrator and Operator) for the systems of operation will be turned over to SFS/ESS upon completion of project.
10. DATA RIGHTS: The Government has unlimited rights to all documents/material produced under this contract. All documents and materials, to include the source codes of any software, produced under this contract shall be Government owned and are the property of the Government with all rights and privileges of ownership/copyright belonging exclusively to the Government.
These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.
11. GENERAL INFORMATION:
11.1. Contractor Consent to Background Checks: The contractor and, as applicable, subcontractor shall not employ persons for work on this contract if such employee is identified as a potential threat to the health, safety, security, general well-being or operational mission of the installation and its population, nor shall the contractor or subcontractor employ persons under this contract who have an outstanding criminal warrant as identified by Law Enforcement Agency Data System (LEADS) through the National Crime Information Center. LEADS checks will verify if a person is wanted by local, state, and federal agencies. All contractor and subcontractor personnel must consent to LEADS background checks. Contractor and subcontractor personnel who do not consent to an LEADS check will be denied access to the installation. Information required to conduct an LEADS check includes: full name, driver’s license number, and/or social security number, date of birth of the person entering the installation, and completion of a background check questionnaire. The contractor shall provide this information using the Scott AFB Form 21, Contractors Consent for Background Check, and shall submit it in conjunction with the contractor’s request for either base or vehicle passes. Completion of a successful LEADS check does not invalidate the requirement for an escort when contractor or subcontractor personnel are working within controlled or restricted areas.
Contractors shall ensure their employees and those of their subcontracts have the proper credentials allowing them to work in the United States. Persons later found to be undocumented or illegal aliens will be remanded to the proper authorities. The contractor shall not be entitled to any compensation for delays or expenses associated with complying with the provisions of this clause.
Furthermore, nothing in this clause shall excuse the contractor from proceeding with the contract as required.
11.2. Badges: The contractor is required to provide identification badges for their employees. All contractor personnel shall wear these badges while on duty on the government site. Badges are required to identify the individual, company name, and be clearly and distinctly marked as contractor. Size, color, style, etc. are to be mutually agreed to by contractor and government. The contractor’s identification badge will not be used as an entry requirement for installation entry or into any government designated controlled or restricted area.
11.3. Contractor Registration of Vehicles on Scott AFB: All contractor or contractor employees’ vehicles used for the performance of this contract shall comply with all local, state and federal regulations. Additionally any pass shall be surrendered to Security Forces upon demand to positively identify a person’s need to be on Scott AFB.
11.4. Access to Installation during Force Protection Conditions (FPCONs):
Contractors will be assigned a mission essential designation IAW requirements contained in SAFBI 31-101/Installation Security Instruction. Only the installation commander or the unit commander requesting contract support will assign the mission essential designation.
11.5. Property Protection: Property protection for facility where the contractors’ primary work center is located will be the responsibility of the local facility manager and local Government Security Manager, or their duly authorized representative IAW AFI 31-101, The Air Force Installation Security Program and command/local directives. The contractor shall safeguard all government-owned equipment and materials in his/her possession or use.
11.6. Safeguarding Classified or Unclassified Information: The contractor shall meet Air Force standards for storing, processing, and handling classified information and systems. Additionally, all resources (e.g. maps, publication/instructions, photos) provided by the government to assist the contractor in the performance of their contract will be surrendered upon termination of employment or the end of the contract performance period.
11.7. Non-Disclosure Agreements: To safeguard information, the contractor shall enter into non-disclosure agreements with the responsible local security manager.
11.8. Privacy Act: Work on this project requires that personnel have access to Privacy Information. Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.
11.9. Contractors Working in Controlled or Restricted Areas
The unit requesting contract support will provide escort (s) for contractors’ at all times when within a controlled area. Contractors shall not escort other contractor employees within controlled or restricted areas. In addition, contractors shall fulfill, maintain, and comply with all security requirements IAW AFI 31-101, The Air Force Installation Security Program, and command/local directives.
11.10. Access to Government Facilities with Controlled or Restricted Areas The contractor shall comply with security regulations imposed by the installation commander and/or the agency responsible for the project location. Due to specific mission requirements inherent in the nature of controlled or restricted areas on Scott AFB, the government may direct the contractor to leave the controlled or restricted areas at any given time.
11.11. Contractors Responsibilities while Working within Controlled or Restricted Areas Only contractor personnel with proper authority and qualifications shall enter a controlled or restricted area. Certain facilities require the issuance of an AF Form 1199CD. The government, at any time, may revoke the AF Form 1199CD. The procedures for the issuance of an AF Form 1199CD are contained in SAFBI 31-101, Installation Security Instruction. Contractors shall not escort other contractor employees within controlled or restricted areas. In addition, contractors shall fulfill, maintain, and comply with all security requirements contained in SAFBI 31-101, Installation Security Instruction.
11.12. Access to Government Facilities with Controlled or Restricted Areas for Replacement Contractors The unit requesting contract support will continuously escort replacement contractors, not initially possessing the proper clearances and requiring entry to controlled or restricted areas. Replacement contractors shall submit paperwork within 30 days of being assigned to obtain an approved security clearance or favorable review. Replacement contractor personnel shall obtain a security clearance prior to working with, or having direct access to, classified material. In addition, replacement contractor personnel shall obtain a “Favorable review” prior to having access to a Controlled Area.
