SOURCES SOUGHT
INTEGRATED SOLID WASTE MANAGEMENT SERVICE
Scott Air Force Base, IL
This is a request for information only. This is not a request for quote/proposal and there is no solicitation package available at this time. The United States Air Force, 375 Contracting Squadron, Scott Air Force Base, IL is seeking sources to provide Integrated Solid Waste Management services to include refuse and recyclables. Scott Air Force Base is conducting market research to determine the availability of businesses to provide refuse and recyclables collection services to the buildings located at Scott Air Force Base. The North American Industry Classification System (NAICS) Code is 562111 and the business size is $38.5M.
Description of Service The Contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision and the items and services necessary to perform refuse/recyclables collection and disposal services at Scott Air Force Base, IL in a manner that will ensure continuous and safe operation of refuse/recyclables collection and disposal services.
Performance Requirements Refuse Collection: The contractor shall empty refuse containers/dumpsters on a weekly basis. The contractor shall establish initial vehicle routes and collection schedules upon contract award. The contractor is responsible for cleaning up of any spills, debris, etc. within a 10 foot radius while collecting refuse at each location. For special events, the contractor shall also provide refuse collection. The containers shall be placed in locations for the length of time designated by the Contract Officer’s Representative (COR). The Open House/Air Show is normally held during the summer months and runs 2 – 3 days (Friday – Sunday). The contractor shall provide adequate personnel and containers for refuse collection and disposal services. When requested by the COR, the contractor shall provide roll-off containers for collection of construction and demolition debris. The contractor shall provide 30 – 40 cubic yard roll-off containers for yard waste collection. The contractor shall weigh all vehicles used in the collection of refuse materials on state certified vehicle scales before arriving at the base and on state-certified scales at the landfill. The contractor shall transport and dispose of all refuse at a licensed off-base disposal site.
Recyclables Collection: The contractor shall perform pickups of recyclables at locations and frequencies identified in Appendices A and B. Additional collections may occur when unusual conditions require collections outside of the normally scheduled frequencies. Additional collections shall be accomplished within 24 hours of COR notification. Special events such as the air show and base picnic will also require additional collections. Service may require supplying additional recycling containers, and collection/dispensing of recyclables during the event. The containers should be covered or closed to prevent the recycling materials from littering the area, except the scrap metals container.
Qualifications
The contractor shall provide a written description of the quality control system to include identification of the commercial practices and procedures to be used, such as those of the American National Standards Institute (ANSI), and local Extension Offices of the Federal Cooperative Extension Service.
Contract Type 375 Contracting Squadron is anticipating a performance based, firm fixed price contract.
The duration of the contract would be one base year plus four one year options.
Information Required This acquisition is being considered for Small Business Socio-Economic contracting programs (i.e., Service-Disabled Veteran-Owned Small Business (SDVOSB), HUBZone, 8(a), Economically Disadvantaged Women-Owned Small Business (EDWOSB)) and Small Business set-aside.
