SOURCES SOUGHT

INSPECTION AND REPAIR, TESTING, AND MAINTENANCE OF FIRE ALARM

DETECTION AND EXTINGUISHER SERVICES

SCOTT AIR FORCE BASE, IL

This is a request for information only. This is not a request for proposal and there is no solicitation package available at this time. The United States Air Force, 375 Contracting Squadron (LGCB), Scott Air Force Base, IL is seeking sources to provide both inspection and repair, testing, and maintenance of Fire Alarm Detection and Fire Extinguisher services on Scott Air Force Base. The North American Industry Classification System (NAICS) Code is 561621 and the business size is $20.5M.

Description of Service

The Contractor will ensure serviceability and proper operation of Fire Alarm Systems, Radio Transceivers, and directly connected Fire Suppression Panels/Interfaces at Scott Air Force Base, IL (See Appendix A of PWS attached). They shall accomplish this by providing all management, tools, supplies, equipment, parts and labor necessary to maintain, inspect, repair and test the electrical aspect of these items.

In addition, the contractor shall be responsible for providing maintenance and inspection of all fire extinguishers of all types located on Scott AFB, including but not limited to: 150lb Halon flight line extinguishers, handheld aircraft Halon, and 150lb Dry Chemical extinguishers. The fire department will provide all extinguishing agents and expellants and reload equipment required. Maintenance will be conducted in accordance with NFPA 10, Standard for Portable Fire Extinguishers. Six-year overhaul maintenance and 12-year hydrostatic testing will also be required on some models in accordance with (IAW) manufacturer’s requirements. All transportation, tools, and personal protective equipment shall be provided by the contractor.

Performance Requirements

a. Fire Alarm Detection

Annual and periodic inspections, testing, and preventive maintenance will be performed, and must be IAW Uniformed Facilities Criteria 3-601-02 and National Fire Protection Agency (NFPA) Standards. Contractor must be available to respond to service calls and capable of providing inspection documents to the Contracting Officer Representative (COR). Repairs must be completed on discrepancies/impairments found during preventive maintenance or inspections.

b. Fire Extinguisher Maintenance Corrective maintenance, inspection, and recharging IAW NFPA 10 Standard for Portable Fire Extinguishers must be performed to ensure fire extinguishers are at full operating capacity.

Inspection results/current status should be properly documented. The contractor should hydrostatically test extinguishers as specified in the manufacturer’s recommendations and attach a sticker/plate identifying pertinent information. These two items are required on all fire extinguishers passing the test. Additionally, six year overhaul maintenance IAW manufacturer's requirements must be accomplished and recorded on a tag consisting of a metal decal placed on the extinguisher.

Maintenance and inspection documentation to include electronic records must be developed and made available to the Government. The electronic records will include at a minimum: serial number, class (type of extinguisher), type of service (i.e. annual, 6/12 year servicing, or recharging), inspection date, inspection due date and service location.

Qualifications

a. Fire Alarm Detection All contractor employees and subcontractors must possess current and valid National Institute for Certification in Engineering Technologies (NICET) certifications, Fire Alarm Level 2.

Other qualifications may be substituted for NICET Fire Alarm Level 2 if such other qualifications are equal to, or greater than those required for NICET Fire Alarm level 2 qualification. Although certification is not needed, the ability to perform work on proprietary systems such as Monaco, Cintas, Notifier, etc. must be met to adhere to this contract’s work requirements. Any other non-specified qualifications needed for service (i.e. electrician, elevator, etc.) will also be provided to the approving authority.

b. Fire Extinguisher Maintenance Maintenance and Inspections conducted on Department of Transportation (DOT) certified cylinders require special training and documentation standards as outlined in 49 CFR Part 107 Subpart 1. The contractor must provide DOT approved training, to include refresher training (every three years). Upon completion, DOT-compliant re-qualification training certificates will be forwarded to the Contracting Officer or COR.

Contract Type 375 Contracting Squadron is anticipating a performance based, firm fixed price contract.

The duration of the contract would be one-base year plus four one-year options.
