SECTION 4
SPECIFIC REQUIREMENTS FOR INVESTIGATION AND DESIGN OF
4.01. GENERAL:
A. The Architect-Engineer (A/E) shall perform the services as described in the previous Sections of this Statement of Work and as described below:
B. The Air Force project engineer for this project is Lt Brett Brunner. Lt Brunner can be contacted in the
Eielson AFB Contract Engineering Flight office in bldg. 2258 (2310 Central Ave.), at 377-1122, or brett.brunner.1@us.af.mil to discuss any questions concerning the project requirements.
C. Besides the design and construction criteria listed in Section 1.04 this design effort shall include NFPA
101 and 409; ETL 99-4 Fire Protection Engineering Criteria – Emergency Lighting and Marking of Exits, UFC 3-600-01 Fire Protection Engineering for Facilities; Air Force Instruction (AFI) 32-10141 Planning and Programming Fire Safety Deficiency Correction Projects; and other pertinent industry standards.
Ensure repaired and modified systems will meet applicable State Department of Environmental Conservation and EPA requirements.
4.02. BACKGROUND: Eielson AFB was chosen as the preferred alternative for the F-35A mission beddown.
Utilidor systems are already planned to be upgraded in size and standards to service the incoming two F-35 squadrons due to increased capacity of building utilities. However, the existing companion project (FTQW180111) does not include upgrading lateral systems at the above-mentioned locations. During severe arctic winters, facilities which lose heating for even short periods may freeze up in less than four (4) hours.
Eielson’s utilidors dependably distribute steam and other essential utilities to facilities throughout the installation and will do so for all new F-35 facilities. The subject project will provide heat to the existing facilities (B6209, B3416 through 3420 and between MH 526 and MH 529) by integrally linking to its companion project via the laterals. Without the subject project these existing facilities will not have a connection to the newly upgraded mainlines that will be provided by the companion project. Said upgrades would ultimately aid in the success of the new F-35A program at Eielson Air Force Base.
4.03. SCOPE OF DESIGN PROJECT: The work required under this contract includes investigation and design services necessary to develop construction documents for a project to accomplish the work described below.
Work included in the design is expected to include the following items: selection of equipment, and production of a complete set of documentation, to include specifications, drawings, etc., necessary for the Government to advertise and award a construction contract for the work. The design requirements shall include the following major items of construction which shall result in utilidor patch and repair, up-to-code mechanical piping, piping supports, sump pumps, waterproofing, insulation, lighting, and electrical/communication systems. The facility upgrades/renovations will be designed as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 3-430-09 (Exterior Mechanical Utility Distribution), Eielson Air Force Base Design Guidelines – Utilidors, and other applicable DoD, Air Force, and base standards. In addition, local materials and/or construction techniques shall be used, if they are cost effective.
A. Investigation and design of proper disposal of contaminated soils along planned utilidor/piping routes.
B. Investigation and design of disposal of piping cut and abandoned in place.
C. Investigation and design of utilidor patch and repair where necessary from manhole to end tie points.
D. Investigation and design of piping replacement. Replacement piping shall be sized the same as existing.
