About this file
This is a Questions and Answers document for solicitation FA330026Q0073, a recompete requirement for Catholic Religious Education Coordinator services at Maxwell Air Force Base under the Department of the Air Force Air Education and Training Command. The current contract is held by Idemma, LLC (contract number FA330025P0166) and is being performed by a paid sub-contractor. The Government welcomes qualified individuals for the recompete, including both new personnel and the incumbent, though continuity is valued but not required. Proposals may be submitted with services performed by a qualified subcontractor under a prime contractor, maintaining the current contract structure where the prime retains full responsibility for performance.
The position involves coordinating Catholic religious education programming for ages one through adult, with required Sunday coverage from 0730-1230 and an average of 20+ hours per week. The contract is structured as a firm fixed-price agreement with a monthly unit pay structure that cannot be adjusted based on actual hours worked, though administrative changes to the fixed price structure may be coordinated with the Contracting Officer and Chaplain. The Government does not recommend one individual performing both the Religious Education Coordinator and Music Director roles due to scheduling conflicts. Success is measured by consistent, timely, and fully compliant execution of all Performance Work Statement requirements. A transition period with the incumbent contractor may occur if the incumbent remains available and willing to assist.

QUESTIONS & ANSWERS
Catholic Religious Education Coordinator 12 August 2026
1. QUESTION: Is this a new requirement or a recompete? If a recompete, can you provide the current contract number and contractor name for reference?
ANSWER: This is a recompete requirement. The contract is currently being fulfilled under Idemma, LLC. The current contract number is FA330025P0166.
2. QUESTION: Is the Catholic REC role currently being performed by a paid contractor, a chapel volunteer, or is the position vacant?
ANSWER: The Catholic REC position is currently being performed by a paid sub-contractor.
3. QUESTION: If a current individual (contractor or volunteer) is performing this role, does the agency intend to continue utilizing that person, or is the agency open to new personnel?
ANSWER: The Government welcomes any qualified individual who meets the requirements of the solicitation. While continuity is valued, the Government is open to new personnel who possess the required credentials and are able to effectively support the requirement.
4. QUESTION: Will the Government accept proposals where the required services are performed by a qualified subcontractor under the prime contractor, with the prime maintaining full responsibility for contract performance?
ANSWER: Yes. The Government will accept this arrangement. This is the current contract structure, where the prime contractor maintains responsibility for contract performance while utilizing a qualified subcontractor to perform the Catholic REC duties.
5. QUESTION: Would there be any conflict of interest or contractual issue if the same individual were selected to perform both roles (REC and MD)?
ANSWER: While not expressly prohibited, the Government does not believe it would be practical for the same individual to perform both roles. Catholic Religious Education occurs immediately prior to Mass, while the Music Director is typically conducting choir rehearsal and preparing for worship during that same timeframe. Historically, these responsibilities have been performed by separate individuals.
6. QUESTION: Will there be a transition period with the incumbent contractor or current volunteers following contract award?
ANSWER: If the incumbent contractor remains available and willing to assist, a transition period may occur. However, the Government cannot guarantee incumbent participation following contract award. Any transition assistance would be coordinated between the incoming contractor and the incumbent, as appropriate.
7. QUESTION: What does success look like at the end of the base period of performance?
ANSWER: Success at the end of the base period of performance is defined by the contractor's consistent, timely, and fully compliant execution of all requirements outlined in the Performance Work Statement (PWS).
8. QUESTION: PWS Work Hours specifies a per-unit (monthly) pay structure based on an average of 20+ hours/week, including required Sunday coverage 0730–1230. If actual weekly hours vary above or below that average in a given month due to seasonal CRE demands (e.g., Vacation Bible School, Christmas, Easter), is the monthly unit price still fixed, or is there a mechanism to adjust?
ANSWER: Because the position will be filled based on a firm fixed-price agreement, the pay structure is locked in for the entirety of the given period, and cannot be adjusted based on actual hours worked. Per the Work Hours section of the PWS, the fixed price structure may be changed administratively through coordination with the Contracting Officer and the Chaplain.
