Solicitation Number FA330025RFQ0312

Title Fire Department Dispatch System BLDG 834, 929, 1092

RFI No. RFI Response

RFI - 0001 What dispatch center sends dispatches to this station?

Bldg 929 Primary ECC, and Bldg 834G Alt. ECC each one can dispatch both Maxwell FD and Gunter FD.

RFI - 0002 Does this dispatch center have a CAD system and if so what CAD?

Not a dedicated CAD, we have a NG-911 system, Motorola LMR system, and Monaco Fire alarm reporting system.

RFI - 0003 Is there a network connection between the dispatch center and this station?

What kind of network is needed? If using AFNET or need to go through DISA (857G) due to Gunter being geographically separated from Maxwell, then an ATO will most likely be needed to be establish connection? If using an I.S.P., it has to be approved to work on base and be certified each year through the I.A. shop. Will need to work with the COMM SQ. for approval.

RFI - 0004

Does this station also receive radio-based dispatches and if so what type of radio system is in place? (ie. Motorola, Harris, Kenwood, etc.)?

Motorola system with an MCC 7500e consoles that allow live voice PA for Maxwell FD and Gunter FD, and allows for tone activation at Maxwell FD.

RFI - 0005

Will all dispatches be heard over all speakers in the station or will you be zoning the lights and the audio in separate sleeping quarters?

They will need to be able to select Maxwell or Gunter or Both but will hit all speakers at each location.

RFI - 0006

Will any visual components need to be quoted for this station? For example, “red” night vision lights, multi colored unit indicator lights configured for each separate unit, LED scrolling reader boards displaying dispatch information. I have attached an electronic copy of our brochure, which these and other visual components are pictured as well as audio equipment.

We are trying to upgrade the current system with a new Station Alerting system to include tones, P.A., lights, and 2 stall display boards at Maxwell and 1 for Gunter for dispatch information and meet NFPA compliance.

RFI - 0007

Will the entire station PA system be supplied or will the Fire Station Alerting vendor be tying into the existing station PA system

We are trying to upgrade the current system with a new Station Alerting system to include tones, P.A., lights, and if possible stall display boards for dispatch information and meet NFPA compliance.

RFI - 0008

Does the government intend to have the existing radio consolettes act as a backup for over the air tones/lights/doors, etc. in the event of connectivity loss between the server located at the ECC and the fire stations?

The current radio console that is in place can be used as a back up to the new system in the event it has a loss of connectivity

Request for Information Tracker Log

RFI - 0009

Do the existing lights/tones comply with NFPA1500, or do they need to be replaced as part of this RFP?

We are trying to upgrade the current system with a new Station Alerting system to include tones, P.A., lights, and if possible stall display boards for dispatch information and meet NFPA compliance.

RFI - 0010

Is there existing connectivity between the ECC dispatch and each of the 2 fire stations?

The current system has connectivity through the Motorola console to the amplifier at each station to allow for PA and at Maxwell a tone generator allows for 3 different tones.

RFI - 0011

Is there existing conduit for the FSA panels at each of the fire stations? If not, will this conduit be a government responsibility?

No and whatever is needed will need to be provided.

RFI - 0012

Is the Text-to-Speech feature required to be audible both within fire stations and externally, broadcast over the air on portable and mobile radios?

We are mainly concerned with audible within the fire stations. If it is possible to broadcast over the air, then it will need to meet NFPA 1225, 1500, and 1561.

RFI - 0013

Upon an alert, the Mach Alert FSA system will display all incident details on the Incident Display Boards (IDBs) TV monitors. How many IDB TV monitors are needed per fire station, and what size should they be?

1 at Gunter and 1-2 at Maxwell

RFI - 0014 Who is the manufacturer of your Computer Aided Dispatch (CAD) system? Do not currently have a dedicated CAD.

RFI - 0015

Does the agency have near-term plans to change CAD system(s) or link with other systems?

Motorola system with an MCC 7500e consoles that allow live voice PA for Maxwell FD and Gunter FD, and allows for tone activation at Maxwell FD. We also have VESTA NG-911 for receiving 911 calls and ALI info.

RFI - 0016 Are any of the Fire Stations unstaffed? No

RFI - 0017

Are any of these stations specialized (e.g., helicopter units, fire boat, airport rescue and firefighting [ARFF], etc.)?

Maxwell respondes to all types of incidents including ARFF, Gunter does not respond to ARFF.

RFI - 0018 If applicable, what type of SIP/VoIP system would you like us to tie into?

Unknown if it can be tied into the current VoIP but if possible we would like to have a way of tieing into the P.A. system from station phones via "speed-dial or preprogrammed number"

RFI - 0019 How many radio channels do you need the automated voice broadcast over? At least (2) channels. Maxwell Fire Dispatch and Crash Net.

RFI - 0020 Which type of radio system(s) will the station alerting system be tied to Motorola system with an MCC 7500e consoles that allow live voice PA for Maxwell FD and Gunter FD, and allows for tone activation at Maxwell FD.

RFI - 0021 If applicable, what type of Tone Pages would you like us to tie into?

The current system has connectivity through the Motorola console to the amplifier at each station to allow for PA and at Maxwell a tone generator allows for 3 different tones. Gunter currently does not have tone capabilities but is needed.

RFI - 0022

Are we able to set up a VPN with the network for programming, testing purposes, and future service of the system?

Unknown. Depends on how the connectivity is aquired for this system and out to each geographically seperated facilities.

RFI - 0023 a. If not, will all programming have to be on-site at Maxwell-Gunter AFB?

If VPN is not allowed then programming on-site will be done by someone being sponsored on to the base to accomplish it.

RFI - 0024 b. If not, will we have temporary access for programming?

If this is the only option, we will be able to sign someone on base to test, program, etc.

RFI - 0022 Is the base able to receive IP station alerting?

Unknown. Depends on how the connectivity is aquired for this system and out to each geographically seperated facilities.

RFI - 0023

Is there current equipment in the stations you would like tied into the new system if possible?

We currently have a P.A. system in each station that we can access via Motorola MCC 7500e and would like to keep that as a back up to the new system.

RFI - 0024 If yes, please list equipment Brand, Size, Part No., and date of installation.

Currently we have MCC 7500e consoles and Maxwell has a Bogan Amp and tone generators for Maxwell FD P.A. and tones. Unsure how Gunter is setup.

RFI - 0022

Do you have appliances such as – stove, oven, BBQ grill – you would like tied into the system to automatically turn off power and/or gas to these specific items with station tones?

Yes, if required under NFPA 1500 or 1225

RFI - 0023

With the requirement for crash phone integration, is your existing system capable of relay contacts to deliver an input signal for activation to an outside source?

Currently we do not have the capability of the Crash phone to ring over the P.A. at the station and I do not know what is needed to meet this requirement with our current setup. (NFPA 1500, 1225)

RFI - 0024

In reference to "must allow alert delivery to...... and pager services", what is the intended purpose with paging?

If referring to paging via the P.A. system, that is currently being accomplished through the MCC 7500e to each station. If referring to pager/beepers, they are currently not being used here.

RFI - 0022

Concerning the audio and PA system. Are the speakers and speaker wire runs outdated?

Yes

RFI - 0023 Is the base looking to have all new speaker wire installed with new speakers? Yes

RFI - 0024

Is there existing rack space available and if not, is there room to put in our own 12u wall mounted rack?

Depends on where the rack needs to be installed at. If at 929 I do not think there is room for a new rack but there might be enough room at 1092 and 834G.

RFI - 0022 Is the internet/data in the same network closet where the amplifier is located?

Unsure since the only connection between the ECC and the fire stations is through the Motorola MCC 7500e console and the P.A.

system.

RFI - 0023

Does the department currently use handheld radios and if so, what model radios do you use?

We are using Motorola APX 6000 XE and APX 8000 XE

RFI - 0024

If firefighters are out of the station, do you want to hear tones and text to speech ( digital voice) broadcasting over the radios?

We will need to hear tones over the radio at a minimum and if text to speech is possible.

RFI - 0022 What is, if any, the current cad setup when dispatching calls?

We dispatch over the Motorola MCC 7500e to the P.A. system and radio (Main Dispatch Channel)

RFI - 0023

Is the Automated Dispatch Alerting "Text-to-speech" a mandatory option, are you referring to over the radio text to speech

I do not believe it is a requirement under NFPA 1225 or if it is possible with the setup of our ECC, Maxwell FD, and Gunter FD being all geographically separated.
