About this file

This document is a set of Questions and Answers related to a Sources Sought announcement for the AFCLC eMentor Course Delivery and Management Program (Solicitation # FA330024RFI0026). The key details are:

The Government is seeking sources capable of providing delivery of online course hours and student throughput for the eMentor program, which is to be delivered via a Learning Management System (LMS) in the form of a Virtual School. The incumbent vendor is Xtenfer Consulting Inc. The Government will provide access to their student management system, and the offeror must have the Virtual School fully operational on day one of the contract. Offerors are required to provide a white paper outlining their instructor recruitment and development plan, as well as their plan to have the Virtual School ready on day one. The Government will not require the incumbent to share any proprietary software, but will share course curricula and associated processes upon award. A transition period is not included. Responses to the Sources Sought are due by July 8, 2024 at 4:00pm CDT.

AFCLC eMentor Course Delivery and Management Program Sources Sought (FA330024RFI0026) Questions & Answers Q1. Is the current Learning Management System (LMS) provided by the vendor or the Government?

A. The Government will provide the vendor access to our student management system which will be accessible/utilizable by the offeror. The offeror is required to bring and have all aspects of the LMS or Virtual School fully operational and ready on Day One of the contract.

Q2. Can the Government confirm which LMS is currently implemented on the eMentor program? Knowledge of the current LMS is extremely important for any non-incumbent to be able to respond to information cited below in Question 5 and LMS products vary widely in their look, feel, implementation, management, user interface, etc.

A. The current LMS is proprietary to the incumbent vendor.

Q3. Can the Government provide the current incumbent executing the eMentor Course Delivery and Management Program?

A. Xtenfer Consulting Inc.

Q4. Section 4 and all subsections of the Performance Work Statement seem to conflict on whether the awarding offeror must implement a new LMS on the eMentor program or manage an existing LMS as worded in the Sources Sought. Can the Government confirm whether any new offeror will utilize an existing LMS or will require implementation of a new LMS?

A. The Government has a student management system which will be accessible/utilizable by the offeror. The offeror is required to bring and have all aspects of the LMS or Virtual School fully operational and ready on Day One of the contract.

Q5. As noted in amendment to the Sources Sought, the Government requests a white paper outlining the company’s solution to provide an instructor recruitment and development plan in place as well as all aspects of the Virtual School fully operational and ready Day One of the contract. If it’s the Government’s intent for any non-incumbent offeror to provide a new LMS without any transition period, will any new offeror have full access to the existing LMS, course curricula, and all associated processes? Or would the Government consider implementing a transition period of at least 30 or possibly 60 days for transition?

A. Offeror is required to have all aspects of the Virtual School fully operational and ready on Day One of the contract. Government will not require incumbent to share proprietary software. Course curricula and associated processes will be shared by the government upon award. A transition period is not included for stand up of the Virtual School.

Q6. Considering question 5 above, will the Government consider increasing the page allocation to include such a detailed transition in plan as part of the Sources Sought?

A. The Government requests working in constraints provided. Additional information may be provided but may not be reviewed.
