Question/Answer Q1) Will CPARS be an acceptable past performance submittal in lieu of Past Performance Questionnaire - Attachment 6?
Q2) Will the Government, please consider extending the period of relevancy for project past performance from five (5) years to eight (8) years?
Q3) Consider extending the project's date due from 13Sep24 to 20Sep24 to allow for additional response preparation time?
Q4) There is an inconsistency between the proposal due date/time on the SF1442 Solicitation and due date/time designated in Attachment 9- Section L?
A1) Yes.
A2) No.
A3) No.
Q10) Do the contractors provide the quantities in the AF3052 or does the Government provide the quantities?
A4) All proposals submitted prior to the cutoff date/time of 13Sep24 by 3PM (CST) shall be considered.
Q5) Request a solicitation amendment to post the sight visit sign in documentation.
A5) No , A special notice was posted on https://sam.gov dated 27Aug24 of the site visit sign-in sheet. It is incumbent upon the potential offeror to maintain any and all updates posted to sam.gov pertaining to the solicitation to include all special notices, attachments, and amendments.
Q6) Please, clarify if the initial proposal submission is to be submitted electronically or handcarried.
A6) The initial proposal including any attachments may be emailed, hand delivered or mailed to the designated POCs of the solicitation. However, it is the potential offeror's responsibility to ensure that the submitted proposal is delivered/arrives prior to the proposal due date/time.
Q7) Request for clarity regarding the inclusion of Past Performance Questionnaire (PPQ) in Volume 1.
A7) The Past Performance Questionnaires) shall be included in Volume II, per guidance in Attachment 9 - Section L.
Q8) Request clarity for the quality and satisfaction rating of past contracts.

Q9) How far is the chiller from the electrical source room? And what it the height of the building?
A9) The chiller power source is approximately 50' away. The building height varies throughout the facility. The highest point of the building is approximately 32'.

Q22) Clarify requirements in Section 5 related to Responsibility Determination and supporting documentation: Specific requirements for Mobilization and Emergency Situations.
Q15) Can the Period of Performance (PoP) be extended to accommodate long lead equipment/material lead times due to current market conditions after task order award?
A11) No,one person can share all three responsibilities.
A12) No, there are no phasing requirements.
A13) Approximately 50 to 75 people at any given time.
A14) No, there are no temporary heating/cooling requirements.
A10) The quantities will vary per requirement and the potential offerors are responsible for providing the quantities based on the specifications and drawings.
Q11) Do the Superintendent, SSHO and QC Manager need to be three separate individuals?
Q12) Are there any phasing requirements for the B1095 chiller requirement?
Q13) How many people will occupy the facility during the work performance?
Q14) Are there any temporary heating/cooling requirements?
A15) if the awarded task order (TO) awardee requires additional time for material delays, then they can submit an RFI to the Government requesting a TO modification. However, if there is long lead time equipment/material that will affect the anticipated competion schedule, then the contractor can recommend/request an increased PoP prior to TO award.
Q16) Are soil boring reports available for required underground pipe replacement? If not, will the excavation site be clear of rocks and obstructions?
Q17) Can you provide the contact information for the building controls contractor?
A17) This information will be provided to the TO Awardee during the Pre-Construction Conference after award.
A16) No, there are no soil boring reports available from the Government. No, the excavation site shall not be cleared by the Government.
Q18) Can you confirm the manufacturer of the existing roofing system and who carries the current warranty of the roofing system?
Q19) Is test and balance required by the general contactor or mechanical subcontractor?
A19) Yes.
Q20) Is a pre-test of the existing system required before decommissioning the chiller?
A20) No, a pre-test prior to decommissioning is not required.
A18) Hydro-stop LLC, installed 2013; 10 year warranty (warranty is no longer current).
Q21) Is commissioning required?
A21) No, there is no commissioning required.

Q26) Does the term relevant mean similar to mechanical B1095 chiller project or a general construction scope?
A26) Please, reference Attachment 10, page 2, paragraph (D) of the Solicitation.
Q27) Sam.gov website states this is not a request for quote or proposal. Can the Government confirm if this is a quote or proposal?
A27) Potential Offerors shall provide proposals.
Q28) Can the Government confirm if their suggested secure email gateway and/or inbound email rules will ensure that emailed proposal submissions will be delivered to the named POCs and not blocked, dropped, or held due to file size constraints?
A28) No,The Government can not ensure that emailed proposal submittions will be delivered to the named POCs and not blocked, dropped, or held due to file constraints.
Q29) In lieu of electronic submissions via email, can the Government provide an electronic drop box service that provides an official receipt as to the successful submission?
A24) The total MATOC shall not exceed a ceiling of $19,999,031.25 over five (5) years.
Q25) There are two NAICS Codes referenced. Which is applicable to this solicitation?
A25) 236220 is the primary NAICS Code for this requirement, however every Discipline listed in the General Construction Master Contract Format is applicable and any NAICS associated with the applied disciplines shall be applicable as well.
A29) The initial proposal including any attachments may be emailed, hand delivered or mailed to the designated POCs of the solicitation. However, it is the potential offeror's responsibility to ensure that the submitted proposal is delivered/arrives prior to the proposal due date/time. All proposals received after the cutoff shall not be accepted or evaluated.
A22) The potential offeror must have a current aggregate bonding capacity of $20M over the next five (5) years and provide past performance history that demonstrates the capability to perform emergency work and ability to mobilize to various locations within a 250 mile radius of Maxwell AFB, AL.
Q23) •Section I contains clauses that typically do not require any action or completion by the Offeror.
•Section J is a list of attachments and similarly does not require any input from the O eror.
Given that these sections generally do not necessitate any response or completion by the Offeror, we request that you either remove Sections I and J from the instructions or clarify the specific content you expect to be provided for these sections.
A23) Section I and Section J are standard Federal provisions and clauses. They shall not be removed.
Q24) Is the magnitude of construction (more than $10M), for the entire 5 years of the requirement or for individual projects?

Q31) Drawings call for a 125 amp breaker to be added in the panel, and to remove the existing 100 amp breaker. Drawings also call for a 100 amp disconnect to be installed on the new 125 amp circuit. This is outside of code. We assert that a 200 amp disconnect is required to support a 125 amp breaker?
A31) The Electrical circuit is designed for the ampacity of the chiller, which is less than 100A.
See the data on the chiller schedule on Sheet M-4.
Q32) If the new chiller has a max/min overcurrent recommendation that is acceptable to the existing 100 amp breaker, may the offeror re-use the existing breaker?
A32) Yes, See answer #31.
Q33) If a potential offeror missed the site visit, may the offeror still submit a proposal for consideration?
A33) Yes, all proposals submitted prior to the cutoff date/time of 13Sep24 by 3PM (CST) shall be considered.
Q34) May the AF3052 be altered to fit the requirement and/or any other changes the potential offeror deems necessary?
A34) Yes, the potential offeror may make any necessary changes to the AF3052 to substantiate price reasonableness.
A30) No, the insulation/paint on the current system has NOT been tested for asbestos. The General Note on Sheet T-1 states that there is no known asbestos or LBP.
Q30) Has the insulation or paint on the current system been tested for asbestos? If not will testing and abatement be required?
