Questions and Answers
Q: Section 2.1 Ribbon Racks: There are two type of ribbon Bar holders. Plastic and Metal. We will be proposing the plastic Ribbon Racks ones as they are most widely bought and used by AFJROTC based on our sales.
A: The plastic Ribbon Racks are acceptable.
Q: Section 2.3.13 Space Force Lapel Pin : Please provide an image of this pin.
A: The Space Force Label Pin attached is the only one. No specific pin for JROTC.
Q: Section 2.4.5 Shoulder cord (double knot, single cord “infantry” style) in ROYGBIV colors.
Please provide an image for this item.
A: Shoulder Cords with pin. Double Strand under arm.
Q: Section 2.5.5 Color Guard and Saber harnesses, black, dark blue, white and black/white clarino. Section 2.5.5 has many types of harnesses in one Item. Clarino for black and Clarino for white AND Navy Blue web harness. (prices are different for clarino and web harnesses.) Units normally buy the Black or white Clarino. We will bid clarino. (Black or white)
A: The Black Clarino with nickel is the one we would like.
Q: Section 2.4.6 Shoulder tabs, “Drill Team. We are assuming these are metal and NOT Cloth. Units typically purchase metal. We will bid the metal Tabs
A: Correct, metal tabs.
Q: Section 2.4.7 Shoulder tabs, “Saber Team”. We are assuming these are metal and NOT Cloth.
Units typically purchase metal. We will bid the metal Tabs
A: Correct, metal tabs.
Q: Section 2.4.8 Shoulder tabs, “Honor Guard” We are assuming these are metal and NOT Cloth. Units typically purchase metal. We will bid the metal Tabs
A: Correct, metal tabs.
Q: Pricing sheet format - For the pricing template we notice the BPA is until 2029, but the spreadsheet only has year 1. How do you want us to price the following years? Is this going to be a base year followed by price increases?
A: Pricing provided on the list should reflect the first year only. As a BPA, prices may be changed as needed. It is anticipated that prices will be updated on an annual basis.
Q: Buy America Act Compliant - We are abiding according to the Buy America Act – as such we will ensure all the products we provide are TAA and Buy America compliant. If we have a product that is not TAA and the country of manufacture is similar to that of China, do you want us to disclose on the pricing template or on the Clauses and Provisions? The main reason I ask is because there are price changes for TAA and US made products compared to those that are similar in nature but not TAA Country produced products.
A: Please indicate the country of origin. Format is at the offerors’ s discretion but should be clear in the proposal. It is anticipated that most products will be produced domestically. The Buy American Act will apply to orders. Offerors are also reminded that, pursuant to the Berry Amendment, any order over $150,000 must be made with domestically produced materials (reference DFARS 225.7002).
Q: Verification of origin – following on the Buy America Act will you need verification of origin for the SKUs?
A: See previous answer regarding verification.
Q: Is the pricing including shipping? There are OCONUS locations in the pricing sheet including HI, GU, AK, GR. The shipping of these will be significantly more than for CONUS. How do you want us to price in shipping?
A: Pricing on the BPA does not include shipping. Shipping will be a separate charge at the order level. Contractors are expected to us commercial best practices when shipping the orders.
Q: SOW Appendix C, 7.4 states: Shoulder Cords. Cadets are authorized to wear one shoulder cord (double knot, single cord “infantry” style). Cords will be worn on the left shoulder, grounded to the shoulder seam, with no metal tips, and no wider than 1-inch (no aiguillettes, citation cords, or extra loops inside or outside the arm). Colors are locally determined (does not have to be a solid color, may be multi-color), must be conservative, in good taste, and defined in the Cadet Guide or Unit Operations Instruction. Shoulder cord may be worn on regular uniform days. See Chapter 8, Finance Guide, Ops Sup, for purchasing authority.
A double knot cord has two hanging cords with knots; however, you also state there can not be any extra loops inside or outside of the arm. I have attached a picture of the “Infantry Style” cord most AFJROTC units purchase, can you clarify if this is the cord desired? If so, this is not a double knot-simply an infantry style cord. There is a price difference between the two types and we want to make sure we are quoting correctly.
A: The correct cord is the Shoulder Cord with pin. Double Strand under arm. See answer to question 3 for a picture.
Q: The spreadsheet indicates medals/ribbons. Can you please clarify if these are medal sets?
Some of these have never been asked for as a medal set. If it is a set, can you please provide a picture of the set for clarification?
A: The only two ribbons that need medal sets is the Gold Valor and the Silver Valor.
Q: Can you please confirm the attached picture is the Space Force Pin you want quoted? I don’t think there is one designated for Space Force JROTC.
A: The attached picture is the Space Force Pin needed.
Q: For clarity are we providing pricing for the SF Patch black and full color like the worksheet or should the full-color patch be the AFJROTC like referenced in section 7.3.1? All patches AFJROTC or SFJROTC will have Velcro?
A: We need both patches in full color and both with Velcro (for OCPs) and without Velcro (for blue uniforms).
