Statement of Objectives V-Brick Upgrade
1.0 INTRODUCTION.
42 ABW PA/PATs existing Video Over IP (VOIP) VOIP operating system (VEMS) has reached the end of its life cycle and requires replacement. In order to replace the obsolete operating system and upgrade our delivery of the quality and caliber of programming Air University students require we are recommending the upgrade of our existing 26 channel VOIP (V-Brick) system. Minimum requirements for vendor:
2.0 DESCRIPTION OF REQUIREMENTS. The following capabilities are required for performance under this contract:
2.1. Installation labor
2.1.1. Vendor will provide on-site labor required to fulfill all requirements listed below.
2.1.2. Vendor will provide 1 full year of installation warranty service on both hardware and software. Service will include up to 2 on-site visits to validate the installation is operating within requirements. During these visits vendor will also provide and install any and all patches to both the VBrick REV software and the underlying Operating System (OS). OS patches will be limited to what is allowed on NIPERNET. Additionally, support will include 24 hour turn-around time after first contact for maintenance/operations issues via telephone or e-mail response.
2.2. Hardware requirements:
2.2.1. Vendor will provide all hardware servers, server components, mounting hardware, cabling, interconnection hardware and any other components required to complete installation except as noted below. All servers will be speced and built to meet any and all requirements needed to operate the entire system without any slowdowns, bottlenecking or resource failures.
2.2.2. Vendor will provide, install and configure any and all server Operating
Systems (OS) required to include any and all Virtual Server software, load balancers and/or other software required for the VEMS system to operate in our environment.
2.2.3. Vendor will provide any and all hardware to interconnect new servers/hardware with the GFE VBrick Distributed Media Engine (DME) and with the existing QNAP 16-bay 10GbE NAS media storage array.
2.3. Installation services and REV:
2.3.1. Vendor will remove existing VBrick VEMS system while preserving, to the greatest extent possible, the current configuration, user accounts and any other
2.3.2. Vendor will upgrade the underlying Operating System (OS) to the latest version authorized for use on NIPERNET.
2.3.3. Vendor will accomplish and configure all settings, install all patches and make other changes or adjustments required to allow the OS to be used both on NIPERNET and to support the installation and use of the REV VBrick software.
2.3.4. Vendor to apply and implement all security requirements and setting required.
2.3.5. Vendor will install the latest version of VBrick ‘REV’ software on vendor installed servers and will configure the software for immediate use.
2.3.6. Vendor will completely intergrate the existing VBrick Distributed Media Engine (DME) into ‘REV’ while preserving all media and meta-data to the greatest extent possible.
3.0 INSTALLATION REQUIREMENTS:
3.1 Vendor is required to provide full engineering plans and proposed drawings at time of bid. Revised drawings must then be provided at project completion, reflecting any changes or modifications made during installation. Vendor must provide 42d ABW PA/PAT with complete system drawings. Drawings must include at a minimum: proposed equipment with specifications, audio and video wiring diagrams, equipment placement drawings and control wiring diagrams. Drawings must be detailed and comprehensive.
3.2 Vendor must coordinate with 42d ABW PA/PAT as to dates and times available for installation.
3.3 Vendor must provide and install all system hardware enabling full operability. All cabling must be installed in a neat and professional manner. All cables must be labeled with source/destination at both ends with machine made labels. Cable numbers can be used only if a master cable index is provided in both hard copy and electronic format.
3.4 At the conclusion of the project, acceptance must be determined by full systems operational review. Project site must be professional looking and OSHA compliant.
Requirements include plugging holes and concealing all cabling.
3.5 Vendor must provide all documentation, CDs, DVDs, manuals on all equipment.
Documentation must be compiled into a consolidated reference binder. Vendor must provide manufacturer data/specification sheets for equipment items when proposal is submitted.
4.0. DELIVERY REQUIREMENTS:

5.0. WARRANTY:
Vendor must provide installation and equipment support for the first year after installation is complete as noted in 2.1.2 above. Thereafter, vendor will provide an optional line item for an extended or continuning warranty. Option should include all provisions as noted in
2.1.2. Vendor will provide five option years priced at an annual renewal.
6.0 GENERAL INFORMATION:
6.1 Vendor must provide both Administrative and general user training to 42d ABW PA/PAT personnel to allow them to proficiently maintain and operate the installed system.
6.1 Items must be brand new. Refurbished items are not authorized.
6.2 Vendor must provide all documentation, CDs, DVDs, manuals on all equipment.
Documentation must be compiled into a consolidated reference binder. Vendor must provide manufacturer data/specification sheets for equipment items when proposal is submitted.
7.0 SECURITY REQUIREMENTS FOR UNCLASSIFIED SERVICES ONLY
No CAC REQUIRED
7.1. Contractor Notification Responsibilities: The contractor shall notify the contracting office within 30 days before on-base performance of the service. The notification shall include:
a. Name, address, and telephone number of contractor representatives.
b. The contract number and contracting agency.
c. The location(s) of service performance and future performance, if known.
d. The date service performance begins.
. Any change to information previously provided under this paragraph.
7.2. Installation Access Requirements: As prescribed by the AFFAR 5352.242-9000, Contractor access to Air Force installations, AFI 31-218, Motor Vehicle Traffic Supervision, and AFMAN 31-113, Installation Perimeter Access Control.
The contractor shall obtain base identification and vehicle passes, if required, for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. Contractor personnel are required to wear or prominently display installation identification badges or contractor-furnished, contractor identification badges while visiting or performing work on the installation.
The contractor shall submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, and names of employees and subcontractor employees needing access to the base. The letter will also specify the individual(s) authorized to sign for a request for base identification credentials or vehicle passes. The contracting officer will endorse the request and forward it to the issuing base pass and registration office or Security Forces for processing. When reporting to the registration office, the authorized contractor individual(s) should provide a valid driver’s license, current vehicle registration, valid vehicle insurance certificate to obtain a vehicle pass. Government ID card holders may not use their credentials to sponsor an individual on to the base to perform work that’s been contracted to an official contractor.
During performance of the service, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials for any employee who no longer requires access to the work site.
All commercial vehicles will be directed to Gate 3 (Kelly St) or Gate 4 (Congressman Dickenson for Gunter) for processing through the Commercial Vehicle Inspection (CVI) Area, when operational. During non-duty hours and holidays, commercial vehicle inspections will be conducted at Gate 1 (Maxwell Blvd) or Gate 4 only. Inspection members will conduct thorough inspections of the interior and exterior of the vehicle for items prohibited from the installation such as explosive devices, weapons and ammunition, drugs, and open or closed alcohol containers.
Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the issuing office.
Failure to comply with these requirements may result in withholding of final payment.
7.3. Reporting Requirements: The contractor shall comply with AFI 71-101, Volume-1, Criminal Investigations, and Volume-2, Protective Service Matters, requirements.
Contractor personnel shall report to 42d Air Base Wing Information Protection Office, any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment and as required thereafter.
7.4. Traffic Laws: The contractor and their employees shall comply with base traffic regulations set forth in AFI 31-218, Motor Vehicle Traffic Supervision and AFMAN 31- 113, Installation Perimeter Access Control. Personnel in violation may be issued a Central Violations Bureau Form 1805 traffic ticket.
7.5. Random Installation Entry/Exit Checks: Entry/exit vehicle checks are conducted by order of the 42 ABW Commander. These checks are conducted for the purpose of safeguarding the base and protecting government property by discovering and seizing stolen property, classified information and contraband. Refusal to submit to an installation (entry/exit) vehicle check may result in the loss of base driving privileges, revocation of base registration, or debarment action.
7.6. Cellular Phone Operation Policy: The use of cellular phones while operating a motorized vehicle is prohibited on Maxwell-Gunter. Although discouraged, drivers are authorized to use devices, i.e. ear bud or ear boom, which allows their cellular phone to be operated hands-free. The device must not cover both ears. This policy applies to everyone driving on Maxwell AFB and Gunter Annex. Personnel in violation may be issued a Central Violations Bureau Form 1805 traffic ticket.
7.7. Wireless Electronic Devices: The contractor will not establish their own Information Technology (IT) systems or networks (Local Area Networks [LAN], Wide Area Network [WAN], Cellular phone/USB Modem as WAN, Wi-Fi as WAN, etc.), or camera system without the direct permission of the Program Manager and governing communications and responsible information systems office (42 CS).
7.8. Firearms and Ammunition: Transporting weapons or ammunition, concealed or otherwise, IS NOT permitted by any non-law enforcement personnel on Maxwell AFB/Gunter Annex at any time regardless of state issued concealed weapons/LEOSA permits. Violations may result in criminal prosecution under the applicable federal laws.
7.9. Illegal Weapons. The below weapons are considered illegal, unless specifically authorized by competent authority, and are prohibited on Maxwell AFB/Gunter Annex. Violations may result in criminal prosecution under the applicable federal laws.
a. Switchblade knives or knives with any type of automatic blade release.
b. An incendiary/explosive weapon (e.g., grenades, flash bangs).
c. Fireworks
d. Homemade mortars, aka "tennis ball launchers" or similar devices.
