Single Source Justification (Simplified Acquisition)

Section A: General Contract Information

Contracting Activity: 42 CONS/LGCA-1 Purchase Request/ Identification Number:

Project/Program Name: Holm Center Cubicles Estimated Contract Cost (including Options):

Section B: Description of the Supplies/Services Required

This requirement is for the purchase of eleven (11) AllSteel cubicles, plus Towers/Stacking Panels to attach to existing one hundred and one

(101) AllSteel office cubicles, storage towers, work surface.

Section C: Justification for Soliciting from a Single Source

This sole source justification is being issued to allow for the award of a firm-fixed price contract to Malone Office Environments, Inc. for AllSteel Towers/Stacking Panels. Malone is one of four mandatory sources under AFICA's modular furniture program. Of the four, only Malone is an authorized dealer of AllSteel products. Malone competed and won the original contract for one hundred and one (101) cubicles, storage towers, and work surfaces under contract FA3300-14-C-0037.

Panel Systems from other manufactures are not interchangeable with existing cubicles. All existing AllSteel cubicles currently within JROTC are made up of unique panel and size dimensions that cannot be replicated and matched from any other manufacturer(s). Towers/Stacking panels and frames must be able to attach to the existing cubicles throughout JROTC offices.

Section D: Efforts to Obtain Competition

In an effort to obtain competition, market research was conducted with AFICA mandatory sources. On 26 Aug 2016, an email was sent to Knoll, Teknion, and Haworth to see if their products were compatible with AllSteel cubicles. Knoll responded and stated in an email that their panels would not attach to another manufacturer's panels with a custom connection solution. An email from AllSteel was also received stating that AllSteel cubicles are not compatible with cubicles from other vendors due to manufacturing purposes.

Section E: Steps to Preclude Future Single Source Awards

No actions can be taken at this time to preclude future sole source acquisitions until the existing cubicles reach the end of their useful life.

There are no known substitutes that can fulfill this requirement.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
