About this file
This is a Statement of Work (SOW) for on-site preventative maintenance support for the Giant Voice Emergency Warning System at Laughlin Air Force Base, effective 3 August 2026. The contractor shall provide trained field service personnel to perform annual on-site preventative maintenance, inspections, and emergency support to ensure high operational readiness and reliability of the system. The scope encompasses six specific task areas: (1) Training & Data Management—training new operators assigned to 47 FTW/CP and 47 CS Personnel as required by the base and archiving all software data files; (2) Communications & RF—verifying communication channels, adjusting receive/transmit RF radio levels for all Giant Voice Towers and Control Station, confirming radio wattage output, and checking physical integrity of antennas and cables; (3) Power Systems—verifying power supply voltages (solar or AC power) and battery charger outputs, and performing load testing on all system batteries; (4) Hardware & Acoustics—conducting local testing of each Giant Voice Tower and verifying functionality and condition of all speaker heads and amplifiers; (5) Physical Integrity—checking integrity of all wiring connections and inspecting all enclosures for rust, degradation, and door gasket sealing; and (6) System Testing—verifying all system statuses and performing silent tests and full activations including live broadcast, pre-recorded messages, and tones to verify end-to-end system operation.
All work shall be performed on-site at Laughlin AFB. The contractor shall deliver two primary deliverables: a Maintenance Report documenting any issues, failed tests, or identified problems reported directly to the designated Laughlin AFB representative, and a confirmed backup/archive of all software data files. The SOW does not specify contract value, performance period duration, or response deadlines.
