Performance Work Statement

(PWS)

“High-Volume Industrial Ceiling Fans” at

Laughlin Air Force Base (AFB), Texas

REV.1 28 August 2024

1.0 Introduction

1.1 Mission: The 47th Civil Engineering Squadrons Fire Unit (47 CES/CEF) at Laughlin AFB, Del Rio, TX is responsible for the oversight and maintenance of the Fire Station and inherent to operational duty the agency need of industrial fans will support day to day operation. The contractor must furnish all equipment, tools, materials, supervision, transportation, safety equipment, and any other items and services necessary to ensure all requested products and services are fulfilled in its entirety.

1.2 Background: The requested industrial ceiling fans are expected to be ceiling-mounted high volume, low speed circulation fans that must meet Section 3.0 Product/Service Specification & Requirements. The 47 CES/CEF currently does not have existing previously procured similar items.

1.3 Scope: The scope of the work to be completed under this contract consist of the contractor to provide the requested products and services and ensure the agency need is met by completing all tasks identified in the contract and performance work statement. Completion shall be dictated by the mission partner ensuring final inspection and acceptance is conducted in accordance with the terms and conditions of the contract.

2.0 General Requirements

2.1 Business Relations: The Contractor shall successfully integrate and coordinate all activity needed to execute this requirement. The Contractor shall manage the timeliness, completeness, and quality of problem identification. The Contractor shall promptly identify issues to the Government and take timely corrective action. The Contractor shall seek to ensure mission partner satisfaction and professional and ethical behavior of all contractor personnel.

2.2 Contract Management & Administration

2.2.1 Contract Management: The Contractor shall establish clear organizational lines of authority and responsibility to ensure effective management of resources assigned to the requirement. The Contractor must maintain continuity between the mission partner and the contractor’s corporate offices.

2.2.2 Contract Administration: The Contractor shall establish processes and assign appropriate resources to effectively administer the contract. The Contractor shall respond to the Governments requests for contractual actions in a timely fashion. The Contractor shall have a single point of contact between the Government and contractor personnel assigned to support the contract. The Contractor shall assign resources in order to maintain proper and accurate records related to this contract.

2.3 Subcontract Management: If applicable, the Contractor shall be responsible for any subcontractor and any subcontractor management necessary to integrated work executed under this contract.

2.4 Hours of Work: Workdays are from Monday through Friday excluding US federal holidays. Work hours are from 0800 to 1600 local time.

3.0 Product/Service Specifications & Requirements

3.1 Requirement: The Contractor must furnish, deliver, and successfully install two (2), 18 feet, High-volume Industrial Ceiling fans in an acceptable manner. The ceiling-mounted high volume, low-speed circulation fans must meet the capacities indicated below. The fans shall be furnished with the standard mounting hardware, direct drive motor, and digital variable speed wall controller to provide cooling and destratification. The working area for this requirement is a 25ft ceiling height with 20ft cross beam mounting decks. Specifications/Complete Unit(s), at a minimum must meet:

A. Two (2) 18’ Ceiling Fans with Kits

1. Standard Industrial Mount Kit, 5-9 7/8” Beam Mount, 2ft Extension Tube

2. Advanced Multi Fan Control Kit, up to 8 Fans

3. Guy Wires, Included for installation with extension tubes, minimum 4ft (1.2m)

4. Characteristics.

a. Fans shall be designed specifically for commercial use pursuant to NRTL certifications, UL 507, CSA 22.2; 60335-1 and 22.2; 113, CE- and UKCA-compliant, NFPA -13, -70, and - 72 compliant, NEC and UL Compliant, AMCA 211 compliant, and tested in accordance with

ANSI/AMCA 230-15.

b. Digital wall controllers shall be FCC Part 15 compliant and operational in a manner not to cause harmful interference and must accept any interference received, including interference that may cause undesirable operation.

c. Fans shall move an effective amount of air for cooling and destratification in a variety of applications (including industrial, commercial, and agricultural) over an extended life with components specifically for high volume, low speed fans.

5. Variable Frequency Drive (VFD).

a. VFD must be pre-wired to motor and factory programmed.

b. VFD must minimize electromagnetic interference (EMI) and radio frequency interference

(RFI).

c. A 25-ft (4.6m) incoming power cord.

d. VFD must have operating temperature of up to 131oF (55oC) ambient conditions.

e. VFD and digital wall controller must communicate over a wired connection.

6. Fire Control Panel Integration.

a. Must have seamless fire control panel integration either wired Normally Open or Normally closed.

7. Motor.

a. Motor must be rated for continuous operation at maximum speed with capabilities of modulating fan speed without mechanical control functions.

b. Motor must be completely enclosed with IP66-rating.

c. Motor must have double baked Class F insulation with operation in -4oF to 131oF (-20oC to 55oC) ambient conditions.

d. Motor must operate from any voltage ranging 200–277 VAC, single or three-phase, 50/60 Hz or 380–480 VAC, three-phase, 50/60 Hz without adapters

8. Fan Airfoil System.

a. Fans shall be equipped with six (6) airfoils pursuant to Society of Automotive Engineers (SAE) Grade 8 or equivalent.

b. Airfoil restraint system should include durable, lightweight nylon safety straps made of heavy-duty nylon webbing, extending from winglets through the airfoils and securing to the fan hub with steel safety clips. The straps should be reinforced with double-stitched loops for durability and matched to the fan’s diameter to minimize noise without requiring a tensioning mechanism.

9. Mounting Post.

a. Mounting post must be formed from A36 steel or equivalent.

b. Mounting post must be coated for corrosion resistance and appearance.

10. Mounting System.

a. Must be of American Society for Testing and Materials (ASTM) A-36 Steel or equivalent, at least 3/16” thick, and coated for corrosion resistance.

b. All mounting hardware shall be SAE Grade 8 or equivalent.

11. Hub.

a. Must be 19 inches (48cm) in diameter and be durable and light weight.

b. Must be secured and of thick steel that shall restrain the hub assembly.

12. Safety Cables.

a. Must be a minimum of 3/8” (1cm) in diameter.

b. Lower safety cables must have a minimum diameter of 3/8” (1cm).

c. Must be fabricated out of galvanized steel cable or equivalent and pre-loaded and tested to a minimum of 3,200 lbs.

d. Field construction of safety cables is not permitted.

13. Digital Variable Speed Wall Controller.

a. Digital variable speed wall controller must be wall mounted.

b. A 150-ft (45.7m) Category (CAT) 5 cable must be provided.

c. Controller mounting location must meet OSHA standard 28 CFR 1910.303(g) for minimum accessibility clearances.

d. Controller must have an IP55 rating, fan start/stop, speed, and direction control functions.

e. Must have diagnostic and fault history information available and Customer Service accessibility.

f. Must be secured with passcode.

g. Must operate out of box without setup and upon CAT 5 connection.

B. Delivery must be included.

C. Installation and User Instructions must be included.

3.2 Certifications/Standardizations required, as applicable, for the entire fan assembly system, include but are not limited to, Nationally Recognized Testing Laboratory (NRTL) certification, UL Standard 507 – Underwriters Laboratories (UL) standards shall be labeled where required by code, CSA Standards 22.2 No. 60335-1 No. 22.2 No. 113, CE- and UKCA-compliant, NFPA 13 – Standard for the Installation of Sprinkler Systems, NFPA 72 – National Fire Alarm and Signaling Code, NFPA 70 – National Electric Code (NEC), AMCA Standard 211, ANSI/AMCA Standard 230-15, and AMCA Seal for Circulating Fan Performance.

3.3 The contractor must provide warranty details for mechanical, electrical, and labor that specifically defines the active time period and identify components subject to warranty protection.

3.4 The contractor must coordinate delivery and installation of the requested products to the designated location in Laughlin AFB, TX as per the agreed timeline and final delivery address outlined in the contract. Contractor must provide all technical support required for any testing and integration needed of the supply and installation of the fans, including on-site assistance if required, at no additional cost outside of the price agreed upon.

4.0 Special Requirements

4.1 Security & Safety

4.1.1 Operational Security (OPSEC): If any installation is required to take place in a Government facility, the Contractor shall be familiar with the organizational critical information and indicators list (CIIL) and OPSEC policy of any installation they require access to. The required CIIL can be provided by the Contracting Officer.

4.1.2 Safety: The Contractor and any of its subcontractors (if applicable) shall promptly report pertinent facts regarding mishaps involving Government property damage or injury to Government/Contractor personnel that takes place on an installation. The Contractor shall notify the cognizant Contracting Officer within 24 hours of all mishaps or incidents. The Contracting Officer will in-turn notify the Safety Office. The Contractor shall cooperate in any resulting safety investigation.

4.2 Contractor Access to Installations: Access to DoD installations is limited to personnel with a valid installation access pass. Failure to submit required information to obtain required documentation will result in the exclusion of such employees from the installation until such documentation is obtained. Contractor employees may be subject to personal and vehicle searched when entering or leaving a DoD installation. If installation access is required, the Government will provide the Contractor with the required information and documents for installation access passes upon award. Subsequently, the Contractor shall provide a list of all employees along working under this contract, along with the required documentation upon receipt of contract award, and no later than 30 days prior to the projected need for any new installation access pass requirements. The Contractor is responsible for maintaining an adequate number of personnel with active installation access passes, and adhering to the timeframes stated in this section. The cognizant mission partner is responsible for the coordination of installation access passes. Upon termination of employment, termination or cancellation of the contract, or expiration of the contract the Contractor is responsible for collecting employee installation access passes and turning them in to the CO, or the cognizant mission partner in a timely fashion.

4.3 Shipping Instructions

4.3.1 For vendors located inside the United States.

4.3.1.1 Shipment shall be FOB Destination.

4.3.1.2 All shipping and transit costs must be included as part of the total purchase price submitted to the Government (vendor may either include the shipping in the costs of the items, or outline it in a separate line item).

4.3.1.3 The Government will provide the shipping address as part of the solicitation document. Additionally, the Government will provide the vendor with the point of contact at the physical destination delivery address.

4.4 Government Furnished Material: The Government will not provide any Government Furnished Property (GFP) or Government Furnished Equipment.

4.5 Applicable Directives: List any additional directives the Contractor must comply with. Reference the directive to a specific part of the Statement of Work in order to ensure the Contractor clearly understands the requirement.
