I. Contracting Activity.

47th Contracting Flight, Laughlin AFB, TX

II. Nature and/or description of the action being processed.

This will be a firm-fixed-price, commercial service contract.

III. Description of supplies/services required to meet agency needs.

Centralized Aircraft Support System (CASS) system compressor preventative maintenance to ensure system reliability and accomplish repairs as need in support of Laughlin AFB's aircraft training mission. The service contract will be for one base year plus four option year periods.

IV. Statutory authority permitting Other than Full and Open Competition.

10 USC 2304(c)(1), as implemented by FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

Trifecta Energy recently installed four new Ingersoll Rand (IR) compressors required for the Centralized Aircraft Support System (CASS). CASS preventative maintenance requirements are intended to maintain the system reliability and repairs in support of Laughlin's aircraft training mission. Currently the IR, San Antonio Service Center (a sub-contractor for Trifecta Energy), is the only center in the nation authorized to provide IR Factory Trained Certified Technicians, directly from IR, in the territory in which Laughlin AFB is located. IR is an inverted domestic corporation. As a result,Trifecta Energy acts as IR's strategic federal account in order to conduct business with the U.S Federal Government. This contract may not be awarded to IR, San Antonio Service Center independent of Trifecta Energy based on the company's status as an inverted domestic corporation.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The cost of the requirement is intended to be determined fair and reasonable by comparing it to previous Government contracts Trifecta Energy has been award which are similar in scope and have already been identified by the buyer for this requirement.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research was conducted in order to determine the availability of sources, to determine the most suitable acquisition method, and to verify that this requirement shall be solicited on a sole source basis. Information was collected from internet searches, a search on GSA Advantage, and a search on EZ Query. The vendor Trifecta Energy was contacted directly to validate statements included in the customers sole source award justification letter.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

X. List of sources, if any, that expressed interest in the acquisition.

Trifecta Energy (subcontracting to IR, San Antonio Service Center).

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
