1. DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items or services necessary to provide washers and dryers at Laughlin AFB, located approximately six miles from Del Rio, Texas. The contractor shall provide the equipment, attachments, and maintenance for repair and replacements.

1.1. REQUIREMENTS. The contractor shall provide new washers and dryers and their attachments to locations identified in paragraph 1.3. Contractor shall provide for the repair and replacement of equipment to keep equipment in operational condition for service.

1.1.1. The contractor shall provide all necessary parts and attachments such as the cords, plugs and any hoses to and from equipment. Vent and water hoses shall be connected to all units to provide a fully functional product.

1.1.2. The contractor shall respond within 24 hours to evaluate malfunctioning equipment or attachmentments upon notification by the COR (Contracting Officer Representative). If required, a replacement machine shall be provided within 48 hours or the Contracting Officer may deduct one months rental fee on that machine from the monthly invoice.

1.1.3. The Government will be liable for theft and user damage above and beyond normal wear and tear for contractor installed equipment. The Government will be responsible for cleaning dryer lint screens.

1.2. Contractor Furnished Property. Contractor shall furnish at the start of contract new washers and dryers. Washer and dryer inventory may be subject to increases or decreases.

Additional washers and dryers that are required for this contract shall also be new. These machines shall not be coin operated.

1.2.1. Washers shall meet the following minimum requirements:

1.2.4. Stackable Dryer/Dryer Units meeting the following minimun requirements:

1.2.5. Relocation of Washer and Dryer Units. Washers and dryers may have to be temporarily relocated and reinstalled between buildings on Laughlin AFB due to Government construction or a change in the requirements. Payment for these service will be in addition to usual monthly charges for lease of machines. Estimated number of moves per year is (20).

1.2.6. Numbering. The contractor shall ensure that all machines are numbered by their location, for example Bldg 256 machines shall be numbered 256-0001 in consecutive sequence.

These numbers shall be maintained during the contract period. Numbers should not be unreadable or peeling off machines. Numbers should be located on the upper right hand side of machine front.

1.2.7. Cleaning. The contractor shall conduct prevent maintenance by clean and remove all dryer lint from internal components (not dryer lint trey) bi-annually.

2. GENERAL INFORMATION.

2.1. Definitions.

2.1.1. Attachments: Those items which are attached to washers and dryers such as cords, connectors, exhaust hoses, washer hoses for in take and expelling of water. Those items which put washers and dryers in working condition.

2.1.2. Defective Service: A service output that does not meet the standard of performance specified in the contract for that service.

2.1.3. Dryer: Equipment which tumble dries laundry providing even drying.

2.1.4. Top Load Washer: Vertical axis washer. Laundry loads from the top and spins clothes in a vertical drum.

2.1.5. Washer: Equipment to wash laundry.

2.2. Hours of Operation / Holidays.

2.2.1. Normal hours of Operation. The normal duty hours for the base are 7:30 a.m. to 4:30 p.m., Monday through Friday.

2.2.2. Holidays. Laughlin AFB observes the following holidays: New Year’s Day, Martin Luther King’s Birthday, President’s Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving and Christmas.

2.3. Criminal Background Investigation Check

2.3.1. All contractors/subcontractors seeking to enter Laughlin AFB (LAFB) for employment must submit to a criminal history background check. Passes will not be issued to individuals not consenting to this investigation. One release form per employee is required. The Contractor will compile all copies of release forms for respective employees and submit to 47 CONF.

2.3.2. Contractor personnel convicted of the following crimes (but not limited to) will not be allowed to work on LAFB: espionage, sabotage, treason or terrorism; felony convictions; violent crimes against persons; sex crimes; drug crimes related to distribution or intent to distribute; or firearms/explosives violations. Other grounds for exclusion for working on LAFB include, but are not limited to: unable to provide proof of resident alien status, immigration document, or proof of U.S. citizenship, outstanding warrants, individuals identified on federal terrorist watch lists, and incarceration for 12 months or longer within the past three years. Deviations from this guideline are permitted on a case-by-case basis, as determined by 47 SFS/CC and/or the 47

FTW/CC.

2.3.3. Background checks will be considered valid for a period of 12 months for contractors without a break in service working on LAFB during that time. However, if there is a break in service (work on base) for longer then 6 months, the contractor will have to resubmit for a criminal background check.

2.3.4. All contractor/subcontractor personnel obtaining a satisfactory criminal history background check may obtain a pass to enter this installation.

2.3.5. Short-notice passes may be considered on a case-by-case basis and are subject to approval by the 47 CONS’ project Contracting Officer. Contractors are expected to do advance planning to the maximum extent practicable to minimize short notice pass requests.

2.3.6. Contractor/subcontractor(s) will report all lost, stolen or missing passes to 47 SFS immediately upon discovery. All passes will be turned-in upon completion of the contract, termination of employee, barring from base, release from contract, and/or Government terminated contract. Failure to follow stated procedures may prevent contractor/subcontractor from further qualifying for base access.

2.4. Physical Security

2.4.1. Contractor/subcontractor gaining access onto the installation will conduct all work during the days and hours of M-F, 0730-1630, and will not be allowed to access other base facilities, unless otherwise specified in the contract The contractor/subcontractor(s) will adhere to entering/exiting vehicle inspections and traffic laws as outlined in the Texas Penal Code, DoD, AFI, AETC, and applicable Supplements. Contactor/subcontractor will also be subject to FPCON entry authorization and procedures based on the Antiterrorism Officer (ATO) or designated person(s) recommendation, i.e., contractor/subcontractor may not enter LAFB during increased threat situations or must follow the ATOs established procedures.

Contractor/subcontractor is not authorized to sponsor personnel onto the installation unless specifically authorized in the contract. Note: Retired DoD personnel and/or CAC holders, to include dependents who are employed by a contractor(s), may not use their sponsorship privilege for the contractor/subcontractor(s) benefit.

2.4.2. If contractor/subcontractor is issued a Government key to facility(s) and/or equipment, it is the sole responsibility of the contractor/subcontractor to safeguard against reproduction and theft. Contractor/subcontractor will report all missing, stolen, and/or unauthorized reproduction as soon as discovery is made. Contractor/subcontractor will ensure facility is secured and all lights are turned off at the end of the work day. Any Government issued or private property equipment must be secured in a manner to afford it reasonable protection from theft.

2.5. Industrial Security Program

2.5.1. Contractor/subcontractor working on classified, sensitive, and/or high risk projects will report any suspicious activity or suspicious contacts by personnel to OSI (Eagle Eye at 830-298- 5158). Any person finding classified information will immediately secure it (do not open/read/examine) and contact 47 SFS at 830-298-5100 and inform them a patrol response is necessary to take control of classified document(s)/material(s). All contracts regardless of cleared or uncleared status will be reviewed for Industrial Security purposes by the 47 SFS/S5I personnel.

2.5.2. Under this program, contractor/subcontractor will submit to a criminal history background check 3 weeks prior to contract start date. 47 CONF will provide contractors/subcontractors individual forms and/or spreadsheet requiring, as a minimum, full name, date of birth, citizenship, and driver’s license number or other U.S. Government issued picture identification.

All contractor/subcontractor(s) must sign the release form prior to the criminal history background check being conducted. Individuals must provide proof of résident alien status, immigration document, or proof of U.S. citizenship.

2.5.3. The contractor will appoint a Primary Security Representative and as many alternates as necessary. The contractor will participate and comply in the Industrial Security Program as outlined in DoD 5220.22-R, Industrial Security Program Management, AF Policy Directive 31- 6, Industrial Security, Air Force Instruction 31-601, Industrial Security Program Management, Air Force Instruction 31-401, DD Form 254, DoD Contract Security Classification Specification, and Visitor Group Security Agreement (VGSA).

2.5.4. Contractors/subcontractors may be barred from LAFB at the Installation Commander’s discretion based on unfavorable information resulting from the criminal history background check.

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES

3.1. Government Furnished Facilities.

3.1.1. The Government shall provide the facilities where contractor furnished washers and dryers shall be located.

3.1.2. There is no Government Furnished Facility for the contractor to occupy.

3.2. Government Furnished Property. None.

3.3. Government Furnished Materials. None.

3.4. Government Furnished Utilities. None.
