STATEMENT OF WORK

MOTORCYCLE SAFETY COURSES

1. SERVICES: Provide a service contract for a qualified individual or firm to conduct the Motorcycle Safety Foundation (MSF) “Basic Rider Course” (BRC) for military motorcycle operators assigned to Laughlin AFB.

Training must be conducted in accordance with all MSF guidelines and Air Force Instructions (AFI 91-207, Chapter 4, Paragraph 4.5), which pertain to motorcycle operators. The instructor(s) must be certified by MSF to teach the course prior to award. Contractor must furnish facility and motorcycles for all courses. Period of contract will be one base year and two option years.

2. SERVICES: Provide a service contract for a qualified individual or firm to conduct the Motorcycle Safety Foundation (MSF) “Basic Riders Course 2” (BRC2) for military motorcycle operators. Military dependents, retired military and DoD civilians assigned to Laughlin AFB may attend on a space available basis. Training must be conducted in accordance with all MSF guidelines and Air Force Instructions (AFI 91-207, Chapter 4, Paragraph 4.5), which pertain to motorcycle operators. The instructor(s) must be certified by MSF to teach the course prior to award. Courses will be held at Laughlin AFB.

3. SCHEDULE OF TRAINING: Training will be conducted as needed to meet the requirement. Coordinated with, and published by Wing Safety.

Contractor will provide the “Basic Riders Course 2” the third Saturday of each month starting at 0800 hours beginning October 2013. Once established, the Wing Safety Office will publish the class dates. Once the schedule is published, the contractor is required to comply. Contractor my need to periodically conduct course during normal duty hours (Monday – Friday, 0730 – 1630 hours). Duty day course will be on an as needed basis.

Contractor will be notified in advance if and when duty day course is needed.

4. SCOPE OF TRAINING:

A. Contractor must be familiar with, and abide by all Air Force Instructions (AFI) and Motorcycle Safety Foundation (MSF) regulations pertaining to motorcycle riders. The Wing Safety Office will ensure these instructions and regulations are readily available.

B. Training course will provide instruction in defensive driving techniques and related subjects essential for operating a motorcycle in today’s traffic environment.

C. The contractor must be certified by MSF to instruct the BRC2. The course must be taught in accordance with all MSF course requirements and guidelines. Refer to the Motorcycle Safety Foundation Instructional Plan for specific guidelines and requirements. NOTE: ALL MSF and Air Force Requirements must be complied with.

D. The contractor will inform each student of base regulations, requirements and policies pertaining to their operation of a motorcycle.

1. If the instructor determines a student’s motorcycle does not meet all requirements for safety equipment the individual will not successfully complete required training until all deficiencies have been corrected. If student is unable to complete the course because of deficiencies or operational problems with motorcycle, the contractor will allow student to complete training during the next scheduled course if deficiencies and problems are corrected. Contractor will only be paid once for the student.

2. The contractor will be responsible for ensuring the safety of the class members at all times. Students will be released for a one-hour lunch break.

3. The Government will furnish the following:

a. Test Track

b. Classroom

c. VCR/DVD Player

d. TV

e. Computer

4. In the event a student fails the course; the contractor will contact the Chief of Safety.

E. The contractor will be paid per student (each) for the BRC class. The contractor will be paid for a minimum of 4 individuals for each BRC2 class. The contractor will notify Wing Safety within two workdays of those individuals who fail to attend.

F. The contractor will provide the Wing Safety Office with a legible confirmation of attendance e.g. attendance roster within two workdays after completion of each class.
