Questions & Answers
1. QUESTION: Is this a new requirement or an existing requirement. If an existing requirement, please provide incumbent contract #, value, period of performance, and seniority (length of service) of incumbent employee.
ANSWER: This requirement will replace the current contract FA3047-11-C-0001, held by Seaborn Health Care, Inc. The current value of this contract is $3,035,729.51 however, please note that this requirement calls for a substantial increase in the hours required for Phlebotomist services. The period of performance (PoP) of the current contract is from 1 October 2010 through 30 September 2015. Additionally, as indicated in the subject solicitation, there are multiple employees associated with the current contract and each have varying lengths of service.
2. QUESTION: Are we required to submit Price Proposal and Technical proposal at each Task Order Level also (besides at the IDIQ level) OR just 1 proposal at the IDIQ level.
ANSWER: A Technical proposal is not required for each Task Order. Please see the Fair Opportunity paragraph (b) (3) of the solicitation (page 9).
3. QUESTION: Proposal Instruction for Volume I - Price states that offeror shall insert proposed unit and extended price in the Bid Schedule (page 3-7 of the Solicitation), whereas on page 9, section c of “Fair Opportunity- Award of Task Orders" states that offeror shall submit a proposal for each task order (Task Order 0001 and 0002) ---- Please clarify if we need to submit total 3 proposals (Price & Technical) for IDIQ, Task Order 000, and Task Order 0002 respectively? Or Just 1 proposal.
ANSWER: Yes. Please submit 3 proposals. One for the basic contract to include all information requested in Addendum 52.212-2, along with proposals indicating any potential discounted pricing for each Task Order in accordance with Fair Opportunity paragraph (b) (3) of the solicitation (page 9).
4. QUESTION: Or should we submit 1 Price & Technical proposal for IDIQ, and merely Price Proposal for Task Orders 0001 and 0002?
ANSWER: Yes. Please see answer to question 3.
5. QUESTION: Is offeror not required to submit Past Performance Questionnaire and or Narrative in the response to this solicitation? Please confirm.
ANSWER: Past Performance Questionnaire and or Narrative is not required per the solicitation.
6. QUESTION: Is any employee over 5 years of service?
ANSWER: We respectfully suggest that you pose this particular question to the incumbent contractor in regards to their employees.
7. QUESTION: Are only 8(a) organizations eligible to bid on the contract?
ANSWER: This requirement is set aside for 8(a) firms only. Therefore, 8(a) firms are the only firms eligible for this contract.
8. QUESTION: What is the productive work year? 2080 hours? 1920 hours? 1880 hours?
ANSWER: Hours are contingent upon necessity and are specified in each task order.
9. QUESTION: Do the hours in the CLINs include the hours for the task orders 0001 and 0002 or are these hours in addition to the task orders?
ANSWER: Hours in the CLINs are inclusive of the hours for both task orders 0001 and 0002.
10. QUESTION: Are Phlebotomists part of a union? If so, do they have a collective bargaining agreement? If so, what is the bill rate?
ANSWER: Phlebotomists are not part of a union.
11. QUESTION: Because of the specialized certifications, does the government allow extra time off to attain these certifications?
ANSWER: No, the government does not allow time off to obtain certifications. Currently, the state of Texas does not require certification but the PWS section 1.5.3 does require that any and all employees meet Texas standards. This language is incorporated should the state require additional standards and certifications. As far as BLS certification mentioned in PWS section 1.5.2, the contractor is responsible for the employee obtaining this certification to be eligible for the position.
12. QUESTION: Are there any vacancies?
ANSWER: There is currently one vacancy at the Blood Donor Center, but that does not account for the additional manning called for in this solicitation.
