Statement of Objectives

Enhanced-911 Dispatcher Workstations Primary Emergency Communication Center (Bldg. 3323, Rm 123) and

Alternate Emergency Communication Center Bldg. 517, Rm 106)

1. GENERAL: This is a non-personal services contract to provide the removal of existing and installation of new Enhanced-911 (E-911) workstation consoles. These consoles are located in the Primary Emergency Communication Center (ECC) in Building 3323, Room 123- and in the Alternate ECC in Building 517, Room 106. The Government shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 DESCRIPTION: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform the removal of existing workstations, and the installation of new Enhanced-911 (E-911) workstations as defined in this Statement of Objectives. The contractor will remove the old workstation consoles and place them in a location to be designated by the customer. This will most likely be a vehicle overhang area that is located behind Bldg. 3323, but the contractor will confirm with the Deputy Fire Chief, Mr. John Manera, to confirm the location of where to place the removed workstations. Mr. John Manera can be emailed at john.manera@us.af.mil or contacted by phone at 325- 654-3538. The contractor is not responsible for disposal of the old workstation consoles that are removed. Once the contractor places the old workstations in the location designated by Mr. Manera, the Government will assume the responsibility of disposing of the old workstations.

1.2 BACKGROUND: The current in place workstations are 13 years old, deteriorating, and need replacement. The Primary ECC and Alternate ECC provide operational support for 24 hours. The contractor will be required to design, build, and install the new workstations within the current work site for each building. The contractor will not proceed with installation until the Government has approved of the design solution. Also prior to installation, the contractor will be required to remove the existing workstation consoles and place them in a location designated by Mr. Manera. The contractor will conduct the installation in two phases. Phase 1 will be the removal of the old workstation consoles, and the installation of the new workstation consoles, at the alternate ECC in Bldg. 517, Room

106. After the alternate ECC is completed, Phase 2 involving the primary ECC in Bldg. 3323, Room 123 will commence. The dispatchers for fire and security forces will be relocated to the alternate ECC as each workstation console in the primary ECC are removed and the new ones are installed. The primary ECC will not be completely vacated during the Phase 2 installation period. Due to mission requirements, there will be at least one E-911 operator workstation manned at all times.

1.3 OBJECTIVES:

a.) Design a solution for new workstation consoles in both the primary and alternate ECC locations.

b.) Build the workstations in accordance with government approved design drawings/proposals.

c.) Remove existing workstations in both the primary and alternate ECC locations and take to a location designated by Mr. Manera.

d.) Install new workstations in both the primary and alternate ECC locations, utilizing the phased approach.

e.) Provide onsite training on the workstations in both the primary and alternate ECC locations.

1.4 SCOPE:

a.) Remove existing workstations from the primary and alternate Emergency Communication Centers. Design, install and provide onsite training on new E-911 operator workstations.

b.) The contractor shall provide government approved drawings of the workstations, provide dimensions based upon the square footage of the work area, and ensure the workstations will be compatible with existing computer systems. All aspects of the drawings shall be verified with a pre-installation meeting with Mr.

Manera after contract award.

c.) All workstations, regardless of being placed in the Primary or Alternate ECC location, will be designed to have two (2) operators working side-by-side.

d.) The locations of the new workstations are going to be the location of the old workstations once those are removed.

e.) Floorplan drawings with dimensions, as well as locations of the workstations and different work areas are provided in “Attachment 3 - Primary ECC Drawings and Photos” and “Attachment 4 – Alternate ECC Drawings and Photos”.

f.) In Attachment 3 and Attachment 4, there are hand-marked versions of the drawings. On it, there are a series of “XXXXXXXXX”s that extend along certain portions of the perimeter. These represent the current locations of the existing workstations, and also represent the locations of where the new workstations will be installed.

g.) As part of installing the new workstations, the contractor will also re-purpose the old Central Processing Units (CPUs) from the old workstations.

h.) All items provided shall be new and not refurbished.

1.4.1 Primary ECC

a.) Remove the existing workstations, to include cable management raceways located behind/around the workstations and place them in a location designated by Mr. Manera.

b.) There will be a total of four (4) new workstations in the Primary ECC. Two (2) workstations will be located in the fire department work area and the other two (2) workstations will be located in the security forces/police work area. The fire and security forces/police work areas, as well as the dimensions and locations of the workstations are identified in “Attachment 3 - Primary ECC Drawings and Photos”.

c.) On the cop side of the primary ECC, the existing CPU’s will be relocated to the underneath of the new workstations, towards the ends of the table.

d.) On the fire side of the primary ECC, the existing CPU’s will be relocated to the underneath of the new workstations, towards the center of the table.

e.) All workstations will have the capability to electronically raise and lower the desk portion of the workstation.

f.) All workstations are required to have computer monitor arms attached to the workstations.

i. These monitor arms will be double-stacked and have the capability to attach up to 10 monitors per each workstation.

g.) There will need to be a total of two (2) moveable map tables for the fire and security forces operators. One

(1) map table will be located on the fire side of the room, and the other one (1) map table will be located on the security forces side of the room.

i. The map tables will be movable by having them on wheels.

ii. The map tables must not be so large as to where they prevent reasonable ingress and egress for the operators, or so small to where it cannot be utilized to place maps on.

iii. The maps vary in size, but the minimum size the map table itself needs to be is 4’ 8” length by 3’

10” width, by 3’6” height. The maximum size the map table can be 6’ 5” length by 4’ 0” width, by 3’ 6” height.

iv. Each map table must have the capability to allow for a grid map to be on the topside of the table under an acrylic, writeable, and erasable surface for plotting grid coordinates and information.

v. The clear tabletop must allow for the ability to change out what type of map is inlaid underneath the acrylic surface.

vi. In addition, the map table must have a shelf to allow for the maps to lay flat underneath the table-top.

vii. There also needs to be a cabinet with doors for storing supplies underneath the map storage shelf.

1.4.2 Alternate ECC

a.) Remove the existing workstations, to include cable management raceways located behind/around the workstations and place them in a location designated by Mr. Manera.

b.) In the alternate ECC, there will be two (2) stationary workstations with one (1) on the fire department work area and one (1) on the security forces work area. The fire and security forces/police work areas, as well as the dimensions and locations of the workstations are identified in “Attachment 4 – Alternate ECC Drawings and Photos”.

c.) On the cop side of the alternate ECC, the large safe will not be relocated, and serves as demarcation point for where the workstations end- currently for the existing workstation, and the same holds true for the installation of the new workstation.

d.) On the fire side of the alternate ECC, the new workstation will not extend all the way to the edge of the wall where the fuse boxes are, as access must be maintained to them at all times.

e.) The servers in the center of the alternate ECC will not be moved.

f.) There is no requirement for map tables in the alternate ECC.

i. These two workstations will not have the raise and lower capability.

g.) All workstations are required to have computer monitor arms attached to the workstations.

i. These monitor arms will be double-stacked and have the capability to attach up to 6 monitors per each workstation.

1.5 WARRANTY

a.) The contractor shall provide a one (1) year warranty or manufacturer’s standard commercial warranty, whichever is longer. This warranty shall include a one-year workmanship warranty. The warranty period shall start from the date of system and/or project acceptance. The contractor shall provide written procedures and required information for warranty services at or prior to site acceptance. Installation must be completed in such a manner that does not void any manufacturer’s warranty.

1.6 INVOICING

a.) This contract is anticipated to be a Firm-Fixed Price (FFP) purchase order. There will be no progress payments, as payment will be invoiced for in one (1) lump sum after the completion of the work in accordance this Statement of Objectives.

1.7 GENERAL INFORMATION

1.7.1 Hours of Operation: The contractor is responsible for conducting business, between the hours of 0700-1700 hours Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. The contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this Statement of Objectives when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor shall keep in mind that the stability and continuity of the workforce are essential. At this time, the contractor will not be permitted to work outside of normal duty hours or duty days.

1.7.2 Period of Performance: The period of performance (PoP) for the project shall be 60 Calendar Days after Award. The Contractor will provide how many calendar days it will take to complete the work as specified in this Statement of Objectives.

1.7.3 Place of Performance: The work to be performed under this contract will be performed at The primary Emergency Communication Center, building 3323, Room 123 and the Alternate Emergency Communication Center, building 517, Room 106 on Goodfellow Air Force Base (AFB), San Angelo, Texas.

1.7.4 Base Access: Contractors shall always comply with base law enforcement and security requirements to include base pass requirements.

a.) Contractor Installation Access Pass. Before arrival, a government identification card-holding person from base Civil Engineering office (17 CES) will submit a request for base access using the wing’s Base Access List (BAL) memorandum, consisting of name, date of birth, state ID/DL number, and last four of social security number, as a form of registration for each credential applicant. The information for each individual shall be provided two weeks before the service performed. The Contracting Officer/Administrator, 17 CES and the Contractor should establish an accountability process to account for each applicant, to oversee the BAL process, and to retrieve installation passes when access is no longer required. 17 CES will ensure the BAL is accurate, signed, and forwarded to the 17 SFS Pass & Registration section for completion of the vetting and fitness determination processes.

b.) Contractor Initial (and Periodic) Installation Access Screening. Contractors will provide Pass and Registration with two forms of identification. One of which, will be a state issued photo identification and must be the actual cards, no photocopies accepted. Driver’s License and Identification Cards cannot contain the markings “Not `Valid for Federal Purposes,” “Not For Use as Federal Identification,” “Federal Limits May Apply,” or any other similar phrase. Employees with a Permanent Resident Card or Work Authorization Card must have the card in their possession. Photocopies will not be accepted. Prior to being allowed access, a minimum of a background/National Crime Information Center (NCIC) check will be completed on all contractors, requesting unescorted access for official business. The Contractor will then be issued a temporary Defense Biometric Identification System (DBIDS) pass or AF Form 75A through the expiration date on the BAL request. Possession of an authorized access pass does not automatically authorize or guarantee access to the installation. The individual must still have a valid purpose to be on the installation and properly sponsored, as applicable.

c.) Access Denial. If it is determined a Contractor requesting access has been convicted of a felony or pled guilty to a felony charge within the past 10 years or is considered not fit to obtain authorized access based on the information obtained during the identity vetting, or criminal history indicates the individual may present a threat to the good order, discipline, and morale of the installation, Security Forces personnel will deny entry. The contractor will be informed of the access denial, issued an Access Denial Letter, which will inform them on how to appeal this order.
