FA30321QC099 Medical Waste Questions and Answers

Q1: Would Goodfellow AFB be open to a solution under RFP No. FA30321QC099 that is not pickup and dispose, but meets all regulatory requirements?

A1: This requirement is for pick up and disposal and will not change. The pick-up and disposal must encompass all requirements set forth in the Performance Work Statement.

Q2: Since SCARAB’s technology does not remediate Pharmacy hazardous waste, Trace Chemo and Dental waste, would Goodfellow AFB be open to splitting the RFP if our offering is deemed best offer?

A2: The requirement cannot be split.

Q3: CLIN 0005 Formulary Tool Waste Pick Up/Disposal (container)- What is this item? Is this a formulary review for waste classification and determinations? It references a container, we are assuming it is the electronic review of the formulary to assign RCRA waste codes.

A3: This is an electronic database tool that helps classify items in their respective waste classification per Waste Management; Code of Federal Regulation (CFR) 40, Section 260-299. The waste generator is responsible to identify waste classification. The container in the CLIN description was referenced in error. It has since been corrected in the CLIN structure and the Bid Schedule.

Q4: Is there a SOW for the opportunity?

A4: Performance Work Statement is included as an attachment with the solicitation.

Q5: Does the contractor have to provide the containers (i.e. the 5 GL jug for dental hazardous waste CLIN 0002) if so is there a specification for the container currently in use?

A5: Yes, the vendor will supply, move, drop off, pick-up the necessary waste materials (e.g. bins / boxes) per CFR. The vendor will be well-versed in the waste requirements, storage, transport, and pick-up procedures listed in the CFR 40 sections 260-299 and Texas Commission on Environmental Quality standards.

Q6: Does the Pharmacy waste include both non RCRA and RCRA P-listed waste in the same container?

A6: Pharmaceutical waste will consist of the various classes of RCRA waste that are not eligible via Reverse Distribution; not just P listed, in the same container with the exception of trace chemo.

Q7: Is there any container specifications for the Pharmacy, and trace Chemo containers currently in use (i.e. brand, drop type, or locking cabinet requirement)

A7: The vendor will be required to provide the container that conforms to the requirements, storage, transport, and pick-up procedures listed in the CFR 40 sections 260-299 and Texas Commission on Environmental Quality standards for these types of waste.

Q8: Are sharps containers disposed of inside of the medical waste box listed in CLIN 0001?

A8: Yes, sharps containers are placed in red medical waste bags that contain other waste items (gauze, band-aids, etc.) and placed in the medical waste box.

Q9: Who is the current vendor (incumbent) A: There is no current contract in place. The medical group used a GPC card to pay for waste pickup. This will be the first time waste pick-up will be on a contract. The GPC was used via a BPA for only a portion of the medical waste pickup. BPA Vendor is Ventrex Environmental Services, LLC Q9: What is the pick-up schedule? CLIN 0001 calls for 40/month estimated, is that picked up monthly?

A: The pick-up schedule for CLIN 0001 is monthly and there will be no more than 40 boxes to pick up during a monthly pickup Q10: What is the current obligation number?

A10: BPA FA3030-17-A-0004. There is no current contract in place for medical waste pickup Q11: How many "unscheduled" pick-ups have occurred in the last 24 months?

A11: The MDG does not have a record of how many unscheduled pick-ups could take place. Vendors should quote CLIN 0007 as “per box” if called to pick-up waste outside of the established pick-up schedule.
