FA303021Q0020 - South Gate LED Marquee Sign

Question and Answers

Q1: Total Small Business Set-Aside (FAR 19.5)- Awardee needs to be registered as a Small Business with SAM?

Answer: Awardee must be a small business and registered in SAM.gov.

Q2: Is subcontracting allowed? Meaning can awardee use its system vendor on this project?

Answer: Prime contractor may subcontract as they see fit. There will not be a subcontracting plan as this requirement is a 100% small business set-aside and award will be made to a small business.

Q3: If we use our subcontractor and use its Small Business with SAM so will this be acceptable?

Answer: Prime contractor that is receiving the award must be small business registered in SAM.gov.

Q4: Can you clarify or confirm that the existing base has 4"X4" sq tubing that we will sleeve our new structure with. I was hoping you could provide the wall thickness and depth of the existing tubing.

Answer: Existing base tubing is 4”x4”, 1/8” thick, and 2.5” deep. Please see additional photos below.

Q5: There are concerns with the SOW requirement of Lexan cover over the LEDs as it can:

1. The Lexan cover will trap heat. Over time high temperatures will cause premature failure of the LEDs

2. Glare from the sun will reduce the visibility of the sign on sunny days

3. The Lexan cover will attract dust

4. The Lexan cover will reduce the sign viewing angle

Is the Lexan cover necessary and can alternative LED protection be used?

Answer: Statement of work has been amended. Refer to PART 2, H. and I. - Per specs, Lexan Plastic would be used as part of the panel frame. It can be substituted for other material per manufacture/contractor recommendation.
