Wrecked Vehicles Solicitation FA303021Q0001 Questions and Answers
1. The SOW states the Schedule of Delivery annually of 1 OCT - 30 SEPT, with a rate of 4 vehicles per drop-off. I am wanting to confirm that 200 vehicles are expected in this time frame.
Paragraph 11 (f) gives an Estimated Vehicle Quantity required each year, for FY21, 200 is the estimated quantity required.
2. Can you share the previous contract award # for this request? Or if applicable, is there a magnitude for cost per vehicle. I see that the line items do not include pickup after the vehicles have been used for training but as part of the SOW so I would like to take this into account for my bid. If any shareable market analysis pricing is available for this RFQ it would be greatly appreciated as we plan to be competitive in price and expectation.
The previous contract was a Blanket Purchase Agreement (BPA), and had two award numbers in which calls could be made, the numbers were: FA303017A0001 and FA303017A0002. The line items state to provide and deliver vehicles in accordance with the attached SOW and terms and conditions. The SOW states that the vehicles will be delivered and picked up by the contractor. This should be included in your pricing.
3. I understand the award will be made based on past performance factors and price. How are the past performance factors rated? What percentage of the overall score is attributed to past performance factors vs price or is it a go or no-go factor? Also, do you intend to make just one award?
Solicitation was accomplished in accordance with FAR part 13. Solicitations are not required to state the relative importance assigned to each evaluation so the order listed is irrelevant. Per the evaluation factors listed in the solicitation, the government intends to make the award based on lowest price or to the offers that represents the best value based on past performance submitted.
4. To meet the fiscal year vehicle quantities, would the full amount of vehicles need to be procured and delivered at time of contract award? Or would they be spaced out throughout the year with a delivery schedule coordinated by the unit customer to meet their needs?
Please see 11a of SOW - PRIOR TO STARTING: Contractor will contact the 312 TRS project POC 325-654-4836 to finalize all delivery schedules. Vehicles are normally ordered in lots of four per delivery.
