PERFORMANCE WORK STATEMENT (PWS)
Color Production Printer System
One year (12 month) lease of a color production printer system, with four option years.
The requirement is for a ultra-high definition 1200 x 1200 x 10 RIP resolution rendering with 2400 x 2400 x 1 VCSEL imaging color production printer system that yields ultra-HD printed images (2400 x 2400 dpi with at least 1024 gray shades) for intelligence and firefighting training, and general training support mission elements at 100 to 120 ppm speeds using low gloss, small particle high definition EA toner (see Specifications—Image Resolution, Technology & Productivity). System will include all pre-press print server hardware (stand-alone scanner; all necessary closed (secure) networking components—2 removable hard drives and necessary cables—and image management software needed to meet training mission demands (see Specifications—Security Requirements). In addition to standard feeder trays with 3,000—4,000 sheet capacities and a 250 sheet MSI bypass tray, the production standard demands high capacity feeder trays with reload-while-running and auto-tray switching capabilities to extend total capacity up to 12,000 sheets. The system must have a production ready finisher with the following options: crease and two-sided trimmer; C-Z folder; booklet maker finisher; and, square fold trimmer module (see Specifications—Feeding and Finishing).

• Shutdown Rate: Less than 1 fault per day requiring a power-recycle to recover when based on 35,000 AMPV (one 8-hour shift per day using centerline papers)

Other Requirements
• Service Call Rate: Once every four weeks at an average usage of 300,000 prints per month
• Metering: Color and Color Large, Black and Black Large, and Total prints
• External scanner: Image both sides of an original simultaneously
• Billable meter readings will be submitted via the vendor’s secure business website.
System must be installed and ready to commence production by 1 October 2020. Training of system operator included and must cover all system production processes. Current system must be removed, at contractor expense, no later than 30 September 2020. Government’s point of contact (POC) for system installation, removal and training is Mr. Steve Chenault, Digital Printing Services Supervisor, at (325) 654-3422.
• Lease period to run 1 October 2019 through 30 September 2020, and includes full service maintenance and consumable supplies for all prints (less paper and staples). Vendor must be available on-site to respond to maintenance calls with replacement parts within 24 hours of notification.
Installation and Controlled Area Access Requirements
• Contractor must provide a list of personnel who will require access to the controlled area at least 15 days prior to installation, removal and training.
• Installation access is restricted to only authorized persons and their vehicles. Authorization to enter Goodfellow Air Force Base will be granted following a process of identity proofing and vetting, for each unescorted visitor to determine fitness of the individual. Prior to allowing access to Goodfellow, a government identification card-holding person from the sponsoring agency, base contracting office/administrator or applicable local project manager will submit a request for base access using the installation Base Access List (BAL) memorandum as a form of registration for each credential applicant. A minimum of a National Crime Information
Center (NCIC) will be completed on all contract employees requesting unescorted access to validate the visitors’ fitness. The contractor and DoD ID card holding sponsor shall ensure a Defense Bio-Metric Identification System (DBIDS) identification card or pass is obtained for all contractor personnel who make frequent visits to, or perform work on any Air Force installation(s) cited in the contract.
• The contractor shall submit a written Base Access List (BAL) request on company letterhead to the contracting officer, listing the following: contract number, location of work site, start and stop dates, days of the week entry/access is required, and names of employees and sub-contractor employees needing access to the base. The contracting officer/sponsoring agency (17 CS), will endorse the request and forward it to the Security Forces Pass and Registration office for processing. When reporting to the registration office to obtain a pass, the contract employee will provide a valid driver's license, current vehicle registration, and proof of current vehicle insurance certificate. Contract employees will report to Pass and Registration within 30 days from the date of the BAL to receive the access card/pass. After 30 days, the contractor and sponsoring agency must renew the BAL. Contract worker access passes are provided by Security Forces for the duration, days of the week and time on station time and duration access is actually required, not to exceed 180 days.
Authorization to enter Goodfellow AFB will be immediately denied in instances revealing the following: felony conviction within 10 years, any violence within 7 years, indecent acts with minors, violence with a weapon, terrorist threats, repetitive history of criminal activity or any other misconduct the commander determines may have a negative effect on good order and discipline or installation security. All information is subject to review and recommendation by the Defense Force Commander. Personnel denied entry will be provided instructions on how to submit an appeal.
• The contractor and base sponsoring agency will ensure all employees are instructed on installation entry access, vehicle processing procedures, traffic enforcement, and shall retrieve all base pass identification media from employees upon expiration or if departing for any reason before the contract expires (e.g., terminated for cause, retirement, etc). The retrieved entry passes will be turned in to the contracting officer or the installation Pass & Registration office.
