1. DESCRIPTION:
a. Scope: The Contractor shall provide all personnel, equipment, tools, material, transportation, labor, and supervision required to provide Data Center Maintenance services.
b. Location: B523 and B519 on Goodfellow AFB, TX.
2. PERSONNEL: Contractor personnel shall present a neat appearance and be easily recognized. This shall be accomplished by wearing distinctive clothing bearing the name of company or by wearing appropriate badges that contain the company name and employee name.
3. QUALITY CONTROL: The contractor shall ensure that all work performed under this Statement of Work
(SOW) meets the quality established in paragraph 10, General Tasks and paragraph 12, Specific Tasks.
4. PHYSICAL SECURITY:
a. Base Access Letters: The Contractor shall obtain base access passes to be used on Goodfellow AFB (GAFB) during the performance period. The necessary applications for passes can be obtained by contacting the 17th
Contracting Squadron Contracting Officer (CO). Before starting the work, the Contractor shall provide a list of all personnel that will work on GAFB, (include employee’s name, date of birth, driver’s license number and state), to permit security screening. Any workers not cleared will be identified, and not permitted to work on GAFB.
b. The Contractor shall be responsible for safeguarding Government property associated with the required work. At the close of each work period, facilities, equipment and materials shall be secured.
5. HOURS OF OPERATION: Normal duty hours are Monday through Friday, 7:30 am to 4:30 pm. Due to the unique business of this facility and the ongoing 17TRG mission during the week, planned work requiring an outage will be conducted after scheduled training hours or on the weekends. The contractor is not required to schedule work on Federal Holidays and Air Education and Training Command (AETC) Family Days.

6. CONSERVATION OF UTILITIES: The Contractor shall instruct his employees in utilities conservation practices and shall be responsible for operating under conditions, which preclude the waste of Government utilities.
7. TOBACCO USE IN AETC FACILITIES: Contractors are advised that the Commander has placed restrictions on the smoking of tobacco products in AETC facilities. AFI 40-102, Tobacco Use in the Air Force, outlines the procedures used by the commander to control smoking in our facilities. Contractor employees and visitors are subject to the same restrictions as government personnel. Smoking is permitted only in designated smoking areas.
8. GOVERNMENT FURNISHED UTILITIES AND SERVICES: The Government shall provide without costs to the Contractor, the utilities necessary (limited to water & electricity) to accomplish the tasks specified in this work description.
9. CONTRACTOR FURNISHED EQUIPMENT, PARTS, MATERIALS AND SERVICES: Except for the utilities, services and equipment specifically stated to be Government furnished, the contractor shall provide all personnel, equipment, tools, transportation, and supervision required.
10. GENERAL TASKS:
a. The Contractor shall confine operations at the site to areas permitted by law, ordinances, permits, and contract documents and shall not encumber the site with any materials or equipment without prior written authorization.
b. Toilet facilities inside may not be available for use by Contractor’s personnel.
c. The Contractor shall coordinate all of his operations with and secure written approval from the CO before arriving on site.
d. The Contractor shall be responsible for any cutting, fitting, or patching required to complete the work to ensure all parts fit properly.
e. The Contractor shall take positive actions to prevent work-generated refuse from entering storm drainage systems.
Actions may include installation of temporary plugs, screens, strainers, or similar measures to prevent entry into systems or other actions, as required.
f. The Contractor-generated refuse and waste shall be hauled from the construction site daily to a disposal area to be selected by the Contractor, and shall be located outside the physical boundaries of the installation. This refuse and waste material shall be kept neat, orderly, and safe for workmen at all times.
g. During the performance of the work within the requirements of this contract, and until final completion and acceptance thereof, the Contractor shall exercise the utmost care to avoid accident or injury to persons or property.
He shall place and maintain all necessary barriers and safeguards, including watchmen, if necessary, about the work site for the prevention of accidents and shall take all precautions required to protect personnel and property to include the general public and properties adjacent to the work site.
h. The Contractor shall provide a full time quality control function to assure himself and the Government that all materials and workmanship are in strict accordance with industry standards and this statement of work. Installation and materials shall conform to the requirements of applicable codes (OSHA, AFOSHA, CoE, U.S. Consumer
Product Safety Commission (C.P.S.C.)) and to all fire code safety procedures as outlined by N.F.P.A. #0807000
General Safety Orders. The Contractor shall maintain adequate quality control capability regardless of the volume of workload. All work performed by the Contractor shall be inspected and approved by the Government before final acceptance by the Government. Contractor’s warranty on all work shall comply with Item 12. Specific Tasks, below.
i. Upon completion of all work the Contractor shall request a final inspection. The Government shall inspect all work before acceptance. All work identified during the final inspection not meeting the criteria specified by this statement of work shall be repaired by the Contractor at no additional cost to the Government.
11. SPECIFICATIONS: It is the contractor’s full responsibility to order and provide the correct material amount required to perform the stated requirements under the terms of this statement of work and technical exhibits. This product will be installed with the manufacturers recommended methods, and must be installed by a professional who is knowledgeable on these specific products to prevent exclusion of manufacturer’s warranty.
12. SPECIFIC TASKS:
a. PRIOR TO STARTING: Contractor will contact 17TRSS/TSN Data Center to finalize the work schedule.
b. Scope: The work scope is to provide data center maintenance services as described below.
(1) Provide precision cooling maintenance and services defined below:
a. Guaranteed no more than 12-hour on-site emergency response, 7 days/week, 24 hours/day
b. Quarterly preventive maintenance inspections, scheduled by the Contractor in coordination with Training Systems Networking office, between 7:30am- 4:30pm, Monday-Friday, (excluding national holidays).
c. 100% labor and travel coverage for emergency service 7 days/week, 24 hours/day.
d. 100% parts coverage (see 12.b.(12))
(2) Provide Uninterruptible power system (UPS), 3-Phase models, peripherals, maintenance bypass cabinet, load bus sync power tie, and slim line distribution cabinet maintenance and service defined below:
a. Guaranteed no more than 12-hour on-site emergency response, 7 days/week, 24 hours/day
b. Contractor responsible for acquiring replacement parts needed for any repair and providing report for reimbursement.
c. Minimum of two Semi-annual Preventive Maintenance Service scheduled by the Contractor in coordination with Training System Networking office between 7:30am-4:30pm, Monday-
Friday (excluding national holidays).
d. 100% labor and travel coverage 7 days/week, 24 hours/day.
(3) Provide stationary battery systems maintenance and service defined below:
a. Guaranteed no more than 12-hour on-site emergency response, 7 days/week, 24 hours/day.
b. 100% corrective labor and travel coverage 7 days/week, 24 hours/day.
c. Includes battery recycling as required, with documentation meeting EPA requirements.
d. Performed by Contractor certified Battery Specialist .
e. Minimum of two Semi-annual Preventive Maintenance Service provided by a trained battery specialist and scheduled by the Contractor in coordination with Training Systems
Maintenance office between 7:30am-4:30pm, Monday-Friday (excluding national holidays).
f. Battery Replacement Service for Lead Acid Batteries: Includes freight, labor, disposal and batteries.
(4) Provide static transfer switch (STS1 and STS2) maintenance and service (B523 only) as defined below:
a. Guaranteed no more than 12-hour on-site emergency response, 7 days/week, 24 hours/day.
b. Includes 100% parts coverage (see 12.b.(12))
c. Includes two Preventive Maintenance Service visits scheduled by the Contractor in coordination with Training Systems Maintenance office between 7:30am-4:30pm, Monday-
Friday (excluding national holidays).
d. Includes 100% labor and travel coverage 7 days/week, 24 hours/day.
(5) Provide power conditioning power center (PPC/FPC) maintenance and service (B523 only) as defined below:
a. Guaranteed no more than 12-hour on-site emergency response, 7 days/week, 24 hours/day.
b. 100% parts coverage (see 12.b.(12))
c. Minimum of one Annual Preventive Maintenance Service scheduled by the Contractor in coordination with 17 TRSS/TSNbetween 7:30am-4:30pm, Monday-Friday (excluding national holidays).
d. Includes 100% labor and travel coverage 7 days/week, 24 hours/day.
(6) Installer will be required to leave work area in the same state it was found.
(7) The government will ensure access to the area is clear.
(8) The government will ensure that the contractor is able to store any material 3-5 days prior to start of work.
(9) The work area shall be left clean and all debris not identified as remnants resulting from this work shall be removed from the job-site by the contractor daily and disposed of off-base at contractor’s expense.
(10) The contractor shall ensure that employees remove all contractor owned tools and equipment from the work area at the end of each work day.
(11) In the event the contractor encounters problems that they cannot meet the contract requirements or obligations, the contractor shall immediately call the Contracting Office at. If the call must be made after hours, the contractor shall call the Data Center and follow-up with a call to the Contracting Office the following morning.
(12) Parts coverage will be funded via CLINs X024. Before procuring any parts the contractor must obtain
CO approval. In addition, contractor must provide two or more quotes for parts. All parts must be
OEM, unless approved by the CO.
