STATEMENT OF WORK

For

AIR FORCE PROJECT No. 1054916 INSTALL TWO (2) NEW 8’-0” TALL BY 12’-0” WIDE SWINGING SECURITY GATES WITH ADJACENT

STATIC FENCING TO THE EAST PORTAL OF THE EXISTING COMMERCIAL VEHICLE INSPECTION

AREA (CVIA)

PART 1 – SCOPE OF WORK:

1.1 GENERAL: The work to be performed under this contract and in accordance with this Statement of Work shall consist of furnishing all necessary materials, labor, tools, transportation, supplies, supervision, equipment, materials, and incidentals necessary for providing all work shown on the drawings, specifications (Technical Exhibits) and in the statement of work. Work shall comply with all applicable codes, regulations, standards, and criteria in effect at the date of solicitation. The facilities included in this project are listed in the table below.

1.2 PROJECT DESCRIPTION: The Contractor shall provide two new 8’-0” high by 12’-0” wide, swinging chain-link gates with adjacent static fencing sections as shown on Technical Exhibit (Sheet B3020-A-01). Chain link shall be 6 gauge 2”x 2” webbing, knuckle end all sides (KxK). This fabric shall be galvanized after weaving (GAW) with a 1.2 oz. coating. Meeting ASTM A 392-96 Class I. Privacy will be added to the chain link via attached tight web knitted privacy netting, color blue. Steel poles shall be galvanized with a 1.2 oz. coating. Meeting ASTM A 392-96 Class I. Each Pole will be anchored to the existing 10”+/- concrete roadbed via concrete footings as shown on Technical Exhibit Sheet A-01 of the Construction Documents.

All exposed metallic surface poles shall be powder coated or painted to a bright yellow color for safety purposes.

All footing concrete to be 5000 psi.

1.3 LOCATION: Goodfellow Air Force Base is located in Tom Green County, on the southeast side of San Angelo, Texas and is bounded to the north by Highway #388 (Paint Rock Rd.), to the west by Fort McKavitt Rd and Bell Street/Christoval Road, to the south by South Chadbourne St (Hwy. 1223) and to the east by the eastern city limits.

The facility B3020 is located on Goodfellow Air Force Base, see respective sheet CS-1 for specific location.

1.4 WORK AND MECHANICS: The work for this project shall be executed in the best and most workmanlike manner and certified efficient mechanics/tradesmen, skilled in their respective trades. Only certified journeymen in each respective trade, or apprentices under the direct supervision of certified journeymen, shall be permitted to install and/or supervise installation for this project. Individual trade work for this project shall be performed and quality maintained by the applicable trade only. The Contractor shall assure that all trades coordinate their work with that of other trades. The Contractor shall coordinate and perform all operations in a manner that will result in a professional and expeditiously completed project. The work shall be in strict accordance with prevailing industry standards and manufacturer’s instructions. Work and materials shall comply with this SOW and the editions in effect at the time of this solicitation for all applicable criteria, regulations, guidelines, and codes, all of which are made a part thereof.

1.5 WORKING CONDITIONS: The Contractor shall have thirty (30) calendar days to perform all work after signing the Notice to Proceed (NTP). All Contractor operated/owned vehicles, equipment, tools, etc., shall be stored as prescribed in paragraph 1.13 DELIVERY, STORAGE, AND PARKING. Goodfellow Air Force Base will remain open at all times 24 hours a day 7 days a week. The Jacobson (South) Gate will remain open at all times.

1.5.1 UTILITY OUTAGES: The Contractor, shall submit to the Contracting Officer written notification regarding any and all utility outages 14 calendar days in advance of proposed outage including disconnection of existing facility fire alarm systems.

1.5.2 OCCUPIED FACILITIES: The work to be performed on this project will include work around occupied facilities. Contractor shall coordinate the work of all activities whereby both the Government and the Contractor can continue operations with the least possible interference and inconvenience. The Contractor shall conduct all work such that means of facility ingress and egress are maintained at all times. The Contractor shall be responsible for providing suitable, approved signs, barricades, roped barriers, etc., to warn occupants of hazardous areas at the job site for the duration of the contract at no additional cost to the Government. Specifically, roadway activity must not be hampered during normal inspection working hours 07:30 to 16:30.

1.5.3 TEMPORARY FENCING AND BARRIERS: Prior to the start of any construction work, the Contractor shall provide temporary orange warning fencing around facility perimeter and secure the lay-down area in accordance with Contractor’s staging plan. Temporary fencing or barriers shall not hamper pedestrian / vehicular access nor existing to and from active occupied areas.

1.5.4 STORAGE OF MATERIALS: The Contractor shall not work or store materials in a manner that would hinder or otherwise block pedestrian circulation to exit corridors and exit doors in the event of an emergency or fire. If space allows, materials may be stored at the job site as coordinated with and approved by the Contracting Officer.

Otherwise, materials shall be stored off Government property until ready for installation at no additional cost to the Government. In instances where on site storage is not available, Contractor shall be responsible for the security, storing and preparing of materials in the manner specified herein, or by the manufacturer’s instructions, so that materials are properly suited for installation. Off-site acclimatization of materials shall be at no additional cost to the Government.

1.5.5 TOILET FACILITIES: There are no toilet facilities available for Contractor use. Contractor shall provide their own portable/temporary toilet facilities. Location of portable toilet facilities shall be coordinated through the Government.

1.5.6 WORK AREA ACCESS: Government personnel escorts are not needed for this SOW.

1.6 WORK SCHEDULE: Working hours for the Contractor will normally be between the hours of 7:30 a.m. and 4:30 p.m. excluding Saturdays, Sundays, Federal Holidays, AETC Family Days. The Contractor shall submit their work schedule request to the Contracting Officer in writing fourteen (14) calendar days in advance for Government approval. If personnel are reasonably available, the Contracting Officer may authorize the Contractor to perform work during periods other than normal duty hours/days. If such work is required the Contractor shall submit their request in writing to Contracting Officer, a minimum of 72 hours in advance for Government approval.

1.6.1 PHASING REQUIREMENTS: NONE. All work shall be completed in thirty (30) days.

1.7 SAFETY: All Contractor operations shall be conducted and performed in accordance with Department of Labor, OSHA requirements found in 29 CFR 1910 (1910.146 and 1910.147) and 29 CFR 1926, and Air Force Occupational Safety & Health (AFOSH) AFOSH standards including AFI 91-203, Air Force Consolidated Occupational Safety Instruction. The Contractor shall also ensure that all work is performed in accordance with project identified national standards, military manuals, instructions, pamphlets, standards, and handbooks, and with the edition in effect on the date of this solicitation of the Corps of Engineers (COE) Safety Manual 385-1-1. All job sites are subject to inspections by the Department of Labor. In the event of conflicts between the OSHA standards and these requirements, the most stringent shall apply.

1.7.1 WORKER’S COMPENSATION LAWS: All companies who conduct business within the state of Texas must, in accordance with Texas Worker’s Compensation laws (Texas House Bill 62), have an approved company safety policy and an Accident Prevention Plan. The plan, approved by the Texas Worker’s Compensation Commission

(TWCC), shall be submitted For Information Only (FIO) in accordance with paragraph, SUBMITTALS. In addition to meeting the TWCC requirements; the plan must also include the requirements of COE Safety Manual 385-1-1.

1.7.2 CONSTRUCTION SAFETY PLAN: Contractor shall furnish a Construction Safety Plan in accordance with the Specifications as well as a Project Schedule prior to the start of construction. The Safety Plan shall identify the following items:

A. Proposed access points, staging area and haul routes.

B. Temporary markings to be used, if any (detours, exiting, etc.).

C. Locations and types of barricades or other traffic (pedestrian and vehicular) control devices.

D. Methods by which the Contractor will communicate with the 17CES.

E. Procedures and Policies for emergencies and accidents.

1.7.3 VIOLATIONS OF SAFETY & HEALTH STANDARS: Resolution of Department of Labor citations for violations of Occupational Safety and Health Standards is a Contractor responsibility and shall provide for no basis of a claim against the Government.

1.8 SECURITY: The Government will conduct security/background checks on all construction personnel as required. Security requirements will be briefed at the pre-construction conference; handouts outlining specific requirements will be provided. Screening measures are in place and suitability for employees to access the installation will be determined during the conference. Requirements are subject to change dependent upon current world situations, potential threats and base exercises. Full cooperation by Contractor work forces is mandated.

Contractor should anticipate certain notification and reporting requirements, preparation of forms, and lists for pass and identification of employees and their vehicles, entry restrictions, key/lock control, and compliance with all base traffic rules and regulations. All Contracting vehicles and personnel may be searched by Security Forces when entering the Base and may experience delays. All personnel entering Goodfellow A.F.B. must have on their possession a valid GOVERNMENT issued photo ID per Base Security requirements. Such ID must be kept on person at all times, even while performing work tasks. All vehicles entering the base must have current/valid registrations, current/valid insurance and current/valid driver’s license for the Operator. All drivers must comply with all Goodfellow A.F.B. driving requirements (speed limits, seatbelt usage, cell phone usage, etc.). Contractors while within Goodfellow A.F.B., shall comply with Base regulations/policies pertaining to “NO FIREARMS” and “NO ILLEGAL DRUGS” ON Base.

1.8.1 SECURITY REQUIREMENTS: The contractors shall comply at all times with base law enforcement and security requirements to include base pass requirements.

1.8.1.1 CONTRACTOR INSTALLATION ACCESS PASS: Before arrival, a government identification card-holding person from the sponsoring agency, base contracting office or applicable local project manager will submit a Request for Base Access Pass/Change to Pass and Registration in person or via a “.mil” email account for each person requesting access to the installation. The BAL will include the individual’s pertinent information utilizing Exhibit 1, reason for entry, frequency of entry, destination, times each day requiring entry, and duration of request. For installation access on non-duty hours or down days:

1.8.1.2 AFTERHOUR ACCESS: Identify which workers need access on weekends, federal holidays/family days, and down days.

1.8.1.3 NEW PERSONNEL: Ensure only workers that are already vetted are on the request (no new personnel). New personnel require a new BAL and formal vetting.

1.8.1.4 BAL REQUIREMENTS: Complete the BAL for workers requiring down day access to the installation.

1.8.1.5 VEHICLE REQUIREMENTS: Identify the vehicle requirements. If operations cannot support the search procedures for large vehicles/special purpose equipment, the request may be declined unless arrangements are made to deliver the vehicle/equipment prior, during normal duty hours.

1.8.1.6 SUPERVISION REQUIREMENTS: During the above-mentioned days, the project manager, a representative from the requirement owner or sponsoring ID cardholder is required to be present during hours of the work request.

1.8.1.7 BAL RENEWALS: All BALs will be (re)accomplished every 6 months or upon a change to personnel regardless of length of DBIDS pass.

1.8.1.8 PERIOD OF DURATION FOR DBIDS: All DBIDS passes for employees will be for the duration of the Purchase Order (PO)/Delivery Order (DO)/Contract if the Period of Performance (PoP) is <180 days.

1.8.1.9 MAX PERIOD OF DURATION FOR DBIDS: All dbids passes for employees working on a PO/DO/Task Order (TO)/Contract with a PoP >180 days will be issued DBIDS pass for no longer than 180 days. Passes will be re-issued when the new BAL is submitted.

1.8.1.10 BALs AND EMPLOYEE CHANGES: Contracting Officers (CO)/Contract Administrators (CA) are to remind your contract managers that BALs are to be re-accomplished when employees change.

1.8.1.11 RETURN OF DBIDS PASSES: When an employee (regardless of position) is no longer employed by the contractor or subcontractor all DBIDS passes are to be returned to the CA or to the Visitor Control Center.

Failure to return DBIDS passes may result in withholding of funds.

1.8.1.12 CONTRACTOR INITIAL (AND PERIODIC) INSTALLATION ACCESS SCREENING: Prior to being allowed access, a minimum of a background/National Crime Information Center (NCIC) check will be completed on all contractors, requesting unescorted access for official business. This screening process will validate the contractor’s suitability to visit Goodfellow and certify that the contractor does not pose an increased threat to the base populace. If it is determined a contractor requesting access has been convicted of a felony or plead guilty to a felony charge within the past 10 years, is considered not fit under AFI 31-113 (para 4.12.2.), or based on the information obtained during the identity vetting indicating the individual may present a threat to the good order, discipline and morale of the installation, the VCC clerk will deny entry and inform 17 SFS/ECC of the finding. The contractor will be informed of the access denial, issued a Access Denial Letter, and will be informed on how they may appeal this order by submitting a letter to the 17 SFS Commander, within 30 days of being denied access. The letter will be addressed from the contractor through the contract manager or through the on-base sponsor or sponsoring agency, to 17 SFS/CC, 361 Apache Trail, Goodfellow AFB, 76908 (or it may be dropped off at the installation Visitor Control Center). The contractor’s appeal letter should discuss all the facts and reasons to support belief that this order should be rescinded. The appeal package will be routed from SFS up to the 17 TRW/CC for approval/disapproval.

1.8.1.13 TRAFFIC LAWS: Contractor and employees shall comply with Texas transportation code, base traffic regulations and posted signs while on the installation.

1.8.1.14 WEAPONS, FIREARMS, AMMUNITION: Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within their contractor-owned vehicle or privately-owned vehicles while on base.

1.8.1.15 REAL ID Act of 2005: Per the Department of Homeland Security (DHS) and DoD state issued driver’s licenses and identification cards not in compliance with REAL ID law that are not in extension will not be accepted for access at AF installations unless the visitor is in possession of an authorized alternative credential. It is the responsibility of the Contract manager and the base sponsoring agency to ensure personnel are in possession of authorized credentials, with a photo, and in compliance with the REAL ID Act. All personnel must have Government issued IDs on their possession at all times while working on Base.

1.8.2 PHYSICAL SECURITY/ANTITERRORISM/FORCE PROTECTION:

1.8.2. a AIR FORCE ANTITERRORISM STANDARDS: In accordance with AFI 10-245, Air Force

Antiterrorism (AT) Standards, the following requirements apply to this contract:

1. Contractor personnel may be required to participate in installation Anti-Terrorism/Force Protection exercises.

2. Contractor personnel will comply with the implementation of higher Force Protection Conditions and will ensure that subcontractors are in compliance as well.

3. Antiterrorism (AT) Level I training is available to all contractor personnel. The government will provide/make available AT Level I training/information at the contractor’s request. This information can be provided through the 17 Training Wing (TRW) AT Level I awareness pamphlets/binders, through computer based training programs, or through the unit/installation Antiterrorism Officer. To request training, contact the 17 TRW Antiterrorism Officer, 17 SFS/S5X at (325) 654-3527

1.8.2. b FPCON LEVELS:

1. FPCON NORMAL: This condition applies when a general global threat of possible terrorist activity exists and warrants a routine security posture. At a minimum, access control will be conducted at all DOD installations and facilities. What to Expect: Expect to see a routine security posture.

2. FPCON ALPHA: (AF Modified) This condition applies when there is an increased general threat of possible terrorist activity against personnel or facilities, the nature and extent of which are unpredictable, and circumstances do not justify full implementation of FPCON BRAVO measures. However, it may be necessary to implement certain measures from higher FPCONs measures resulting from intelligence received or as a deterrent. The measures in this FPCON must be capable of being maintained indefinitely.

What to Expect: Expect random vehicle checks and increased crime prevention efforts.

3. FPCON BRAVO: Applies when an increased or more predictable threat of terrorist activity exists.

Sustaining BRAVO measures for a prolonged period may affect operational capability and military-civil relationships with local authorities. What to Expect: Expect to see closer inspections of vehicles and deliveries, ID checks, and a greater presence of guards.

4. FPCON CHARLIE: Applies when an incident occurs or intelligence is received indicating that some form of terrorist action or targeting against personnel or facilities is likely. Prolonged implementation of CHARLIE measures may create hardship and affect the activities of the unit and its personnel. What to Expect: Expect rigorous efforts to inspect vehicles and facilities; you may be required to evacuate the base, or you may not be allowed on base without escort.

5. FPCON DELTA: Applies in the immediate area where a terrorist attack has occurred or when intelligence has been received that terrorist action against a specific location or person is imminent.

FPCON DELTA is usually declared as a localized condition. FPCON DELTA measures are not intended to be sustained for an extended duration. What to Expect: If on base, follow security forces instructions;

you may be directed to evacuate or seek shelter, if off base, you may be denied access until the incident has been taken care of and additional security measures will delay and interrupt normal routines

1.8.2.c. FORCE PROTECTION CONTRACTOR RESPONSIBILITIES: The contractor shall ensure areas controlled by contractor employees comply with base operations plans/instructions for Force Protection Condition (FPCON) procedures, and local search/identification requirements. The contractor shall be responsible for the above FPCON requirements in all assigned facilities. In addition, in other shared occupancy buildings, the contractor may be required to assist (based on occupancy) with manning the building/facility Entry Control Point (ECP). The contractor shall safeguard all Government property, including controlled forms, provided for their use. At the close of each work period, Government training equipment, ground aerospace vehicles, facilities, support equipment, and other valuable materials shall be secured. Instructions, regulations, and forms can be obtained online at http://www.e-publishing.af.mil/ or by doing a general inquiry on any web-based search engine. If the contractor is unable to obtain the applicable information, contact the contracting officer. Areas controlled by Contractor employees shall comply with base Operations Plans/instructions for Force Protection Condition procedures, Random Antiterrorism Measures (RAMS), and local search/identification requirements.

1.9 PROTECTION OF GOVERNMENT PROPERTY: The Contractor shall use reasonable care to avoid damaging existing trees, troopwalk, sidewalk, valve boxes, light poles, signs, curb & gutter, concrete pavement, and exterior of buildings, and equipment on the Government installation. If the Contractor fails to use reasonable care http://www.e-publishing.af.mil/ and causes damage to any of this property, the Contractor shall replace or repair the damage at no expense to the Government as recommended by Civil Engineering and approved by the Contracting Officer. If the Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, which may be deducted from the contract price.

1.10 SITE MAINTENANCE AND CLEANUP: (SECTION NOT USED)

1.10.1 SITE MAINTENANCE: The Contractor shall protect adjacent property, buildings, sidewalk, valve boxes, sprinklers, light poles, curb & gutter, concrete pavement, and signs from dust, dirt or other materials. Work areas shall be maintained in a neat, clean, and safe condition and shall, at a minimum, be cleaned at the end of each shift.

All streets and roadways in/or adjacent to the site shall remain free of project generated dust, rock, dirt, trash and debris at all times.

1.10.2 DAILY CLEANING: The Contractor shall keep the site free from debris at all times and shall perform daily cleaning of all areas.

1.10.3 CLEANUP: The Contractor shall collect any and all trash, debris, refuse, garbage, etc., that is generated from daily work and place it in appropriate containers with lids or approved covers on a periodic basis or as directed by the Contracting Officer’s representative. The aforementioned materials shall be hauled from the site by appropriate means on a daily basis, unless otherwise approved by the Contracting Officer’s representative. Disposal shall be outside the limits of Government property. Disposal shall be by sanitary landfill or other approved methods and shall conform to all local, state, and federal guidelines, criteria, and regulations. Upon completion of the work, the Contractor shall leave the work site and storage area(s) in a clean, neat, and workmanlike condition satisfactory to the Contracting Officer. It is anticipated that excavation, filling, and plowing of roadways shall be required to restore the area to near natural conditions that will permit the growth of vegetation thereon. Restoration to the original contours is required unless otherwise directed by this Statement of Work or by the Contracting Officer. If any destructive demolition to existing walls, ceilings, floors or infrastructure was necessary for the installation of said fire detection and alarm system all entities shall be remedied and brought back to its original condition post systems installation.

1.11 DELIVERY, STORAGE AND PARKING: All equipment and materials that are delivered or stored, will be protected from the weather, humidity and temperature variation, dirt and dust, and any other contaminants.

Contractor may store equipment, vehicles and supplies in an approved staging area. (After the contract is awarded).

1.11.1 CONTRACTOR PARKING & STORAGE: The Contractor shall submit a material and equipment storage area and for contractor parking layout for Government approval.

1.11.2 STORAGE AREAS: All project storage areas shall be kept free of debris, leaks, stains, or splashes and kept in a neat, clean, and safe condition. Any contamination of the storage area by a hazardous substance shall be immediately remediated by the Contractor, in accordance with PART 2.0 above at no additional expense to the Government. All paints, thinners, and other hazardous materials shall be secured when not in use.

1.13 UTILITY OUTAGES AND SPECIAL CONDITIONS: (SECTION NOT USED)

1.13.1 UTILITIES CONSERVATION: The Contractor shall instruct employees in utilities conservation practices.

The Contractor shall be responsible for operating under conditions that preclude the waste of utilities, which shall include: Lights shall be used only in areas where and when work is actually being performed or where safety concerns necessitate lights to stay on. The Contractor shall not adjust mechanical equipment controls for heating, ventilation, and air conditioning systems. Water faucets or valves shall be turned off after the required usage has been accomplished. The Contractor shall not abuse the use of base telephones. Telephones shall be used for contract related issues only. The Contractor shall use good judgment in the conservation of Government utilities.

Prevailing energy conservation practices shall be adhered to and enforced by the Contractor.

1.14 PERMITS / CERTIFICATIONS: All Federal, State and Local Jurisdictional required trade certifications are the responsibility of the Contractors and or Sub-Contractors. All Contractors, Sub-Contractors requiring

Certification by their particular trades, shall have all certificates up to date and current. An AF Form 592 USAF Welding, Cutting and Brazing permit will be issued prior to any operation and shall be kept on site till completion of operation or permit expires. Contact Fire Prevention at (325) 654-3532/33/34 for issuance of permit.

1.14.1 BASE CIVIL ENGINEER WORK CLEARANCE REQUEST: The Contractor shall obtain and process AF Form 103 for approval prior to commencement of work for this project. Due to the requirement for multiple agencies to coordinate on clearance/digging permit requests, it takes approximately 14 days for processing of the paperwork. Contractor requests should be submitted at the earliest possible date to preclude delays.

1.14.2 BASE FIRE REGULATIONS: The Contractor shall comply with Base Fire Regulations as set forth in the latest edition of GAFB Instruction 32-2001, titled “Base Fire Protection Program”. The Contractor shall use no explosives in performing the work. All work shall be in strict compliance with NFPA-101 (newest edition).

1.14.2.1 WELDING, CUTTING AND BRAZING: The Contractor shall contact 17 CES/CEFP (Fire Prevention) for a complete inspection of all welding, cutting, brazing, and tar kettle operations prior to any operation. The Contractor shall provide an appropriate size and operable fire extinguishers. Contractor shall comply be with OSHA Standard 29 CFR 1910.252 Welding, Cutting and Brazing (General Requirements), Corps of Engineers (COE) Safety Manual 385-1-1, and AFOSH 91-5 Welding, Cutting, and Brazing. An AF Form 592 USAF Welding, Cutting and Brazing permit shall be issued prior to any operation and shall be kept on site till completion of operation or permit expires. Contact Fire Prevention at (325) 654-3532/33/34 for issuance of permit.

1.15 SUBMITTALS: The Contractor shall provide submittals in the form of manufacturer’s data, certificates of compliance, shop drawings and samples for all items provided and installed per the attached AF Form 66. The Contractor will not be permitted to perform any work on site without approved submittals. The submittals listed on the attached AF Form 66 shall be required and shall be submitted for Government Approved (GA) or For Information Only (FIO). Use AF Form 3000 to process submittals. Submit four copies of submittals to Contracting Officer.

1.15.1 SHOP DRAWINGS: The requirements for the shop drawings for the CVIA Security Gate system are as follows:

1.15.1.1 DETAILED DRAWING SUBMITTALS: Detail drawings, will be prepared by the selected contractor and submitted to the 17th Civil Engineering Squadron for review prior to the start of construction. Shop drawings at a minimum shall consist of a Plans, Elevations Details Sections and a complete list of equipment and material, including manufacturer's descriptive and technical literature, catalog cuts, and installation instructions. Note that the contract drawings show schematic layouts and elevations for guidance, the Shop Drawing developed by the selected Contractor will be used for construction once they are reviewed and approved.

1.16 DEMOLITION: Items to be included in the demolition shall consist of but not limited to the careful removal and disposition of materials. The Contractor shall recycle or divert construction wastes from landfill disposal to the maximum extent practicable. The Contractor shall track recycling and waste disposal and submit the report on the provided construction Waste Management Form for Government Approval at the end of the project, and prior to final acceptance of the work. The Contractor shall, before commencement of any work, carefully survey the existing site to determine the extent of the work. Record of such survey should be annotated, date photographed and filed in a secured fire file. The Contractor shall take all necessary precautions to ensure against damage to existing work that remains in place, or that remains the property of the Government. Any damage to the aforementioned shall be repaired or replaced by the Contractor at no additional cost to the Government. The Contractor shall be responsible for the proper disposal of all other materials including existing fire control devices and cabinets, meeting all rules pertaining to the disposal of such products. The work includes removal of vinyl/fabric wallcovering, demolition, salvage of identified items and materials, and removal of resulting rubbish and debris. Rubbish and debris shall be removed from Government property daily, unless otherwise directed, to avoid accumulation at the demolition site. Materials that cannot be removed daily shall be stored in areas specified by the Contracting Officer. In the interest of occupational safety and health, the work shall be performed in accordance with EM 385-1-1, Section 23, Demolition, and other applicable Sections. In the interest of conservation, salvage shall be pursued to the maximum extent possible; salvaged items and materials shall be disposed of as specified.

1.17 AS BUILTS: The Contractor shall maintain two sets of project drawings with red-line “as-built” notations and markings. As-built red-lines are required to be updated and maintained as soon as changes occur on the site. Prior to the final inspection, the Contractor shall copy and submit the red-lined changes in a CADD software that is fully compatible with Autodesk’s AutoCAD Release 2014 (or greater) software. The Contractor shall submit these AutoCAD files and PDF copies on a single CD-ROM under the cover of an AF Form 3000. The CD-ROM label shall contain, at a minimum, the following information: (1) Brand and version of the CADD software used to generate the drawing files, (2) Short description of the contents including a cross reference of the drawing file names on the CD and the project drawings sheet sequence numbers or sheet titles, (3) Statement marking the CD-ROM as “as-built” drawings, and (4) any directions required to open files.

1.18 WARRANTY: The Contractor shall identify all items being installed that are guaranteed or under warranty for more than a one-year period, and provide validated copies of the manufacturer’s warranty. All warranty information shall be filed by the Contractor in the Government’s name. All warranties shall be identified by product with a listing of the name and address of the company and the expiration date of the guarantee or warranty.

PART 2 – ENVIRONMENTAL REQUIREMENTS:

2.1 COMPLIANCE WITH LAWS: Construction activities are NOT exempt from air emission, storm water, hazardous waste, and other environmental compliance rules and regulations. The Contractor shall comply and ensure that all Sub-Contractors comply with all applicable federal, state, and local laws, regulations, ordinances and standards related to environmental matters. The Contractor shall also comply and ensure that all Sub-Contractors comply with all specific instructions or directions given to the Contractor by Goodfellow AFB regarding environmental matters.

2.2 HAZARDOUS AND SPECIAL WASTES GENERATED BY THE CONTRACTOR: The Contractor shall identify, characterize, containerize, store and dispose of hazardous wastes in strict accordance with federal guidelines found in the Code of Federal Regulations, Title 40 (40 CFR) parts 260-270, state regulation 30 TAC 335, all local guidelines, and as specified. A Uniform Hazardous Waste Manifest shall be used by the Contractor to document all parties and locations involved in the transportation, storage and disposal of all hazardous and special wastes. This form shall be provided to the government by the Contractor and signed by the Base Environmental Coordinator (17 CES/CEIE) before the waste is transported from the limits of Government property. A copy of the manifest shall be signed by the receiver of the waste and submitted to the Contracting Officer not later than forty-five days after disposal has taken place. Hazardous waste treatment, storage and disposal facility shall be located within in the state of Texas, permitted by the U.S. EPA, and approved by CEI.

2.3 CONTRACTOR ENCOUNTERED HAZARDOUS WASTE: The Contractor shall notify the Contracting Officer’s Representative and 17 CES/CEIE upon encountering any material not identified in this SOW thought to be hazardous that could jeopardize the safety of workers or personnel in the area. The Government will be responsible for characterization, transportation, storage and disposal of the waste if necessary.

2.4 ASBESTOS: To the best of the Government’s knowledge, no asbestos-containing material (ACM) will be encountered during this project. Should the Contractor encounter previously unidentified or suspected ACM which must be disturbed to comply with the contract documents, the Contractor shall cease that work which would disturb the suspect material and shall immediately notify the Contracting Officer and Civil Engineering. The Government will take steps, as appropriate, to ascertain the material's composition and determine any remedial actions necessary.

2.4.1 ASBESTOS CONTAINING BUILDING MATERIALS: Under no circumstances, under the provisions of this contract, shall the Contractor be allowed to provide asbestos containing building materials, or products containing encapsulated asbestos or mineral fibers as defined in the 40 CFR 61, National Emission Standards for Hazardous Air Pollutants of 1990, to GAFB. The Contractor shall provide a signed statement, accompanied by SDS sheets for project materials, from a licensed asbestos inspector or the project architect or engineer, proclaiming that no asbestos-containing building materials were used in the construction.

2.5 HAZARDOUS MATERIALS: The Contractor shall provide to the Contracting Officer an AF Form 3000, Material Approval Submittal, listing all materials to be utilized during the contract. If any of the material is classified as hazardous materials in accordance with regulations and AFI 32-7086, the Contractor will submit an installation Contractor Hazardous Materials Usage Tracking Form for all material items with all supporting information as required for approval. This is to ensure that all hazardous materials used on the installation is tracked at a level sufficient to ensure contractor compliance with local monitoring, determination, authorization, tracking, and to meet environmental reporting requirements and support fire protection, ESOH, and disaster response efforts.

The Contractor must obtain authorization from the Contracting Officer prior to bringing or using any hazardous materials on the installation. The Contractor must supply up-to-date SDS for each requested items, that were listed as a hazardous material, as defined to be delivered under this contract. The hazardous materials shall be properly identified on the required request form and shall include any applicable identification number (such as part numbers, manufacturers name and any other special item number). This information shall also be included on the Safety Data Sheet submitted under this contract. The Contractor must maintain a file of all SDS. The Contractor shall submit for Government Approval (via AF Form 3000) to the Contracting Officer on a monthly basis, or at the end of the contract, as determined by the Contracting Officer, a Contractor Hazardous Materials Usage Tracking Form (2 copies) on the usage of all HAZMAT materials used within that reporting period. No chemicals, lubricants, oils, liquids or related materials shall be deposited in the refuse containers on base.

2.6 NUISANCE AND POLLUTING ACTIVITY PROHIBITED: Polluting, dumping, or discharging of any harmful, nuisance, or regulated materials (such as but not limited to concrete truck washout, vehicle maintenance fluids, residue from saw cutting operations, solid waste and hazardous substances) into building drains, site drains, streams, waterways, holding ponds or to the ground surface shall not be permitted and the Contractor shall be held responsible for any and all damages which may result.
