About this file
This file is a Questions and Answers document addressing inquiries submitted during the Request for Information (RFI) phase of solicitation FA302226R0013 for grounds maintenance services at Columbus Air Force Base (CAFB) and Shuqualak Auxiliary Airfield in Mississippi. The document provides clarifications on various aspects of the solicitation to assist potential offerors in preparing their proposals.
The grounds maintenance contract requires the contractor to provide non-personal services including all personnel, equipment, tools, and supervision necessary to maintain healthy grass, trees, shrubs, and plants while presenting a clean, neat, and professional appearance at both locations. The base year performance period runs from October 1, 2026, through September 30, 2027, with four optional one-year extensions through September 30, 2031. Contractor performance will be evaluated based on Contracting Officer and Contracting Officer's Representative assessments, results achieved against the Service Summary requirements, and customer complaints rather than on frequency or method of performance. The contractor has discretion to determine service frequencies to achieve required service levels at best value. The Department of the Air Force Air Education and Training Command is the procuring agency. This Q&A document serves to address technical and administrative questions raised during the RFI phase and clarify requirements before the final solicitation deadline.

Solicitation # FA302226R0013 Questions June 18, 2026 1 – Reference: Solicitation, page 42, DFARS 252.237-7024(b), the statement “The offeror shall provide with its offer a written plan describing how it will continue to perform the essential contractor services listed in attachment 1- 1.7.5 PWS 26 Grounds, Mission Essential Contractor Services, dated 8 Apr 2026…” Comment: Attachment 1- 1.7.5 PWS 26 Grounds, Mission Essential Contractor Services, dated 8 Apr 2026 does not appear to be included in the solicitation files.
Question: Would the Government please provide attachment 1- 1.7.5 PWS 26 Grounds, Mission Essential Contractor Services so offerors can accurately prepare their Mission-Essential Contractor Services Plans as required by DFARS 252.237-7024? Notice of Continuation of Essential Contractor Services, is a preliminary notice during an absence of appropriations, obligations are limited to those needed to maintain the minimum level of essential activities necessary to protect life and property. The Government shall have the right to determine that your contracted services meet the classification of essential contractor services. No plan is needed in the solicitation phase. If the Government must utilize this clause the awardee will receive notice if we deem them essential and will need to provide at that time. This will not be an evaluation factor.
2 – Reference: PWS, page 27, Appendix A – Item 3, Columbus AFB Trimming Estimated Quantity Comment: PWS 1.2.1.2.2., page 10, states “When fenced areas are adjacent to improved areas, then they shall be maintained according to the mowing standards for improved areas; otherwise, they shall be maintained according to the mowing standards for semi-improved areas.” The PWS lists separate quantities for improved vs semi-improved mowing areas; however, the trimming quantity does not distinguish between improved and semi-improved areas. Improved and semi-improved areas are maintained to different standards, which will result in differing resource allocations between the two area types.
Question: Would the Government please provide separate estimated quantities for trimming associated with improved areas versus semi-improved areas to ensure consistent pricing assumptions among offerors?
No more than 10% of the Trimming estimate on fencing falls within Improved Grounds. Most of the fencing at CAFB and Shuqualak falls within Semi-Improved areas. See Appendix A.
