About this file

This document is a Request for Information (RFI) related to a federal contract opportunity for the replacement of an 80kW generator at Columbus AFB. The key details are:

The existing generator is a 100kVA Cummins model 6BT5.9-G2 with a 1000-gallon fuel tank. The contractor is required to perform a load study to determine the appropriate size for the replacement generator, which must be able to run for 72 hours at 100% load. The replacement will include a 120/208V, 100kVA generator, fuel tank, and automatic transfer switch. The government requests information on the AIC rating, generator run time, available as-built drawings, equipment specifications, and panel schedules. A site visit may be scheduled to take photos of the existing equipment. Offers are due by 12:00pm CST on 6 Jun 2024, and questions are due by 2:00pm CST on 23 May 2024. The contract will be awarded to the responsible offeror whose quote conforms to the solicitation and is most advantageous to the government, price and other factors considered.

RFI’s for GATR Generator FA302224R0005

1. What is the AIC rating coming off the panel to the ATS?

The main disconnect for the facility feeds into the ATS. The breaker has 10k Aic, but this must be field verified by the contractor.

1. How long does the generator need to be able to run at 100% load (24 hours, 48 hours, 72 hours)? The reason I ask is because they list a 1000 gallon tank, which is absolutely MASSIVE and a bit overkill for a little 80kw generator. We don’t even carry factory tanks for that size for the unit (I’d have to go to a 3rd party to get a sub-base tank that large).”

The tank shall be sized for a 72 hour run time for the new generator, worst case new generator will be same size as existing. The contractor shall be responsible for the first run of the generator per manufacturer guidelines and shall turn over the generator with a full tank of fuel.

1. Can you provide any built drawings that depict the existing conditions, equipment locations, conduit size, conductor size, etc?

Available as built provided.

1. Can you provide pictures of the existing generator and ATS?

A site visit may be requested to take site photos.

1. Can you provide the dimensions of the existing generator slab?

Existing generator slab is 15’x10’, this must be field verified by the contractor.

1. Can you clarify the size of the new generator or does that size need to be confirmed? It states “the Contractor shall perform a load study and size the new generator according to the results of the load study,” but also states “the replacement shall include the 120/208 V, 100 KVA Generator”.

The existing generator is 100 KVA and the project is to replace the existing generator. The load study is to determine the size of the replacement.

1. Can you provide load information and/or data plate information for any equipment, panels, etc. that are being backed up off of the emergency generator? Load information that would indicate the starting amps, running amps, etc.

The radios require 42 kW for worst case use, and there is a 20 HP fire pump connected to the generator. The rest would fall into load study.

1. Can you provide panel schedule(s) for the panel(s) that are being backed up off of the emergency generator?

The generator provides back up power for the entire facility.

1. Is there an existing product number that we could use to best match what is there?

Existing generator is Cummins, model #6BT5.9-G2. The existing transfer switch is ASCO D00300030105F10F.

1. In the SOW it declares that a load analysis of existing generator to determine and verify that 100kw will be adequate under today’s conditions, do you have that report?

The SOW calls for the contractor to perform the load study.

1. The SOW declares that GAS will be the fuel of choice, and this is not uncommon, but for this large amount of fuel (1000gallons) normally diesel is selected. Please clarify that this option is in fact the fuel type.

Gas typo corrected to diesel.

1. Are there any pictures of existing unit and of transfer switch and generator. Depending on how old this existing transfer switch and generator are, the new ones may be bigger, so making sure what space is currently allowed.

A site visit may be requested to take site photos.
