About this file

This document is a memorandum from the Director of Contracting at the Air Force Installation Contracting Center (AFICC/KT) that delegates authority to Contracting Unit Commanders and Directors of Business Operations to issue solicitations without committed funds. The memorandum rescinds a previous deviation and outlines the criteria for exercising this authority, including obtaining written agreement from the Requiring Activity Commander/Director and Comptroller, and assessing the likelihood of receiving funding as highly probable or certain.

The related federal contract opportunity is for a solicitation to engineer, furnish, install and test 12-strand single mode fiber optic cable from Building 385 to Building 267 at Columbus Air Force Base. The work includes placing 1X4" Schedule 40 duct and providing all necessary equipment, tools, materials, labor, and other incidentals. The contractor must comply with TIA telecommunications standards and installation requirements. All equipment, supplies, and materials provided must be new.

MEMORANDUM FOR CONTRACTING UNITS OPERATING UNDER AFICC/KT SCO

AUTHORITY

FROM: AFICC/KT

61 Main Cir JBSA-Randolph, Texas 78150

SUBJECT: Delegation of SCO Authority – DAFFARS 5332.703-2(a) Contracts Conditioned Upon Availability of Funds

1. The purpose of this memo is to rescind Deviation KT 20-0002 - Release of Solicitations in Advance of Funding Availability dtd 8 Apr 20 and replace it with this memo which delegates SCO authority established at DAFFARS 5332.703-2(a) - Contracts Conditioned Upon Availability of Funds, as further amplified at DAFFARS MP5332.7(d), to Contracting Unit Commanders and Directors of Business Operations.

2. DAFFARS MP5332.7(d) states: Except for solicitations for operational contracting supply requirements less than $1M and funded with annual appropriations, the MAJCOM/FLDCOM/DRU/DAFRCO Requiring Activity Functional Commander/Director, SCO, and Comptroller, or their appointed representatives, must jointly agree in writing to authorize the operational contracting office to issue solicitations when it is anticipated that the contract(s) will be funded, but funds are not yet available.

3. With this delegation, I recognize CCs & DBOs are optimally positioned to ensure local decision makers efficiently use limited Govt contracting and industry resources (personnel/financial) in support of acquisitions when the Govt considers soliciting in anticipation of future funding. My expectation in granting this delegation is that CCs & DBOs will proactively engage with local Requiring Activity Commanders/Directors, Comptrollers to vet pros/cons, risks, and other pertinent factors prior to agreeing in writing to issue solicitations without committed funds. Finally, I expect this authority will only be enacted when the likelihood of receiving funding is assessed as highly probable or certain.

4. Please direct questions to your unit AFICC/KTC Base Partner or Mr Todd Joyner at todd.joyner.1@us.af.mil or 210-652-7570.
