STATEMENT OF WORK

Bldg. 736 Fence Replacement 23 Feb. 2024

1. DESCRIPTION OF SERVICES:

The Contractor shall provide all management, tools, supplies, equipment, and labor necessary to perform all work in accordance with these specifications. Work includes the design and installation and removal of fencing and replace the fence at the Bowling center Building 736 on Columbus AFB., Ms.. All material will be contractor furnished. This general outline of work does not, in any way, limit the responsibility of the Contractor to perform all work as specified herein.

1.1. Work Included.

1.1.1. Prepare and measure location where fence is to be located.

1.1.2. Construct a 110 +- linear feet 6’-0” chain link fenced area with gates, complete-in place with the following characteristics:

1.1.2.1 Chain-link Fence:

a. Material and height: Install a 6-foot-tall chain link fence fabric, brown vinyl coated with brown fence slats.

b. The fence shall be supported by metal posts that are installed on concrete footings without damaging existing utilities. Add tension wire to the bottom end of fence to provide support.

1.1.2.2 Gates:

a. Install one (1) 4’-0” x 6’-0” swing gate.

1.1.3. Once a job is started, the contractor is expected to finish that job within 30 days from award date, unless directed by 14 CES. Weekends and Public Holidays are considered acceptable delays.

1.1.4. The Contractor will dispose of all scraps and debris after installation at an off-base location and ensure that all scraps and debris are diligently guard against flying debris. Disposal shall be in accordance with existing local, state, and federal regulations and shall not be placed in base refuse dumpsters.

1.1.5. Upon completion of installation the contractor will promptly notify the Contracting Office Representative (COR) for final inspection and acceptance of service.

2.0 Execution:

2.

2.1. Civil Engineering shall appoint a COR to monitor and inspect the project. The COR shall work in cooperation with the Contractor and Contractor’s Representative to schedule and coordinate the installation of the fencing where the work is to be performed.

2.1.1 Contractor’s Representative

A representative of the Contractor shall directly supervise construction of this project. This person shall be responsible for coordinating all phases of work with the Construction Management Office. The representative shall be always on the job site or readily accessible work is being performed and shall have authority to execute no cost field changes on behalf of the Contractor if agreed to by all parties involved. This person will also be responsible for all Quality Control of the job site and will be held responsible by for the installation of all work in accordance with the specifications. The representative shall be competent and familiar with all phases of work under his authority.

2.2 REMOVAL

2.2.1 Costs for cleanup of debris generated during material removal and installation shall be included in the quoted price.

3.0 Scope of Work

3.1 Remove existing wooden fencing and framing.

3.2 Purchase and install a brown 6’-0” high x 110’-0” linear feet chain link fence with slats.

3.3 Purchase and install one (1) brown 4’-0” x 6’-0” swing gate.

3.4 The contractor is responsible for disposing of all waste and debris from the base.

See Attachment 1 for layout and location.

4.0. Inspection

The work will be conducted under the general direction of the COR, and it is subject to the inspection of the appointed inspectors to ensure strict compliance with the terms of the contract.

5.0. Materials

All material and equipment shall be new, shall be of the best quality and design, shall be free from defects and imperfections; and shall have markings or a nameplate identifying the manufacturer and providing sufficient reference to establish quality, size and capacity. All material and equipment of the same type shall be made by the same manufacturer whenever that is practicable.

6.0 Excess Materials (Excluding Hazardous Materials or Waste)

A. All waste materials resulting from accomplishment of this work shall become the property of the Contractor. The Contractor will haul all waste from this project from Columbus Air Force Base and dispose of it properly.

B. All left-over new material shall become the property of Columbus Air Force Base.

7.0 Special Materials

A. Prohibited Material: The manufacturer of materials to be used on this project shall certify that the product does not contain mercury, toluene, chlorinated solvents, hydrolysable chlorine derivatives, ethylene-based glycol ethers and their acetates, nor any carcinogen, as defined in 29 CFR 1910.1200. Materials used shall not contain lead.

and hexavalent chromium compounds.

B. At no time shall class 1 Ozone Depleting Chemical (ODC’s) be specified and shall not be used unless otherwise allowed by the COR.

8.0 Site Cleaning

Contractor shall restore areas disturbed during the construction of the Bldg. 736 fence to its original condition; and shall clean remove equipment and material from the Site when the work is completed; and as directed by the COR.

9.0 Contract Period and Schedule of Performance

A site visit will be offered pursuant to Federal Acquisition Regulation (FAR) Clause 52.237-1.

Contract Period:

Contract period will commence on the first day of the month following award and will run for Forty-five (45) calendar days.

Schedule of Performance:

A. Non-performance period: 15 days B. Performance Period: 30 days

1. Contractor shall submit a work schedule to the COR at least one-week prior beginning to work.

2. The project shall be considered complete when all work, including cleanup, is finished and accepted, unless otherwise approved by the COR.

Note: Unless otherwise indicated, all reference to days is deemed to mean consecutive calendar days.

10.0 Material Requirements

A. Section Includes:

1. Chain-link fences: Brown Vinyl Coated with Brown slats. Must be PrivacyLink® 3 ½” x 5” mesh (or an approved government equal) to maintain the type and color of the fencing across the base.

2. Gates: Swing

3. Post, top rail, intermediate rail, frangible couplings for post and tension wire.

10.1 Performance Requirements

A. Structural Performance: Provide chain-link fences and gates capable of withstanding the effects of gravity loads and the following loads and stresses within limits and under conditions indicated:

1. Minimum Post Size and Maximum Spacing for Wind Velocity Pressure:

Determine based on mesh size and pattern specified, and on the following minimum design wind pressures and according to CLFMI WLG 2445:

a. Wind Speed: 90 mph.

b. Fence Height: 6 feet.

c. Line Post Group: IA, ASTM F 1043, Schedule 40 steel pipe.

d. Wind Exposure Category: B.

2. Determine minimum post size, group, and section according to ASTM F 1043 for framework up to 6 feet high, and post spacing not to exceed 10 feet, unless heavier materials are specified herein.

B. Lightning Protection System: Maximum grounding-resistance value of 25 ohms under normal dry conditions.

10.2 PRODUCTS

10.2.1 CHAIN-LINK FENCE FABRIC

A. General: Provide fabric in one-piece heights of measured between top and bottom of outer edge of selvage knuckle according to "CLFMI Product Manual" Must be PrivacyLink® 3 ½” x 5” (or an approved government equal) mesh and requirements indicated below:

1. Fabric Height: 6 feet

2. Steel Wire for Fabric: #9 wire with diameter of 0.192 inch.

a. Mesh Size: 3 ½” x 5”

b. Polymer-Coated Fabric: ASTM F 668, Class 1 over zinc-coated steel wire.

1 Color: Brown according to ASTM F 934.

2 Selvage: Knuckled at both selvages.

3. Fencing and gates to have brown slats installed.

10.2.2 FENCE FRAMEWORK

A. Posts and Rails: Comply with ASTM F 1043 for framework, including rails, braces, and line; terminal; and corner posts. Provide members with minimum dimensions and wall thickness according to ASTM F 1083 for the following:

1. Fence Height: 6 feet.

2. Light-Industrial-Strength Material: Group IC-L, round steel pipe, electric resistance-welded pipe.

a. Line Post: 2.0 inch inside diameter, steel, schedule 40

b. Tension or Pull Posts: 2.375 inches in diameter.

c. End, Corner and gate post: 4” schedule 40 steel pipe

d. Top Rail: 1.63 inches outside diameter

3. Brace Rails: ASTM F 1043.

4. Polymer coating over metallic coating.

a. Color: Brown according to ASTM F 934.

10.2.3 TENSION WIRE

A. Polymer-Coated Steel Wire: 0.177-inch diameter, tension wire according to ASTM F 1664, Class 1 over zinc-coated steel wire.

1. Color: Brown according to ASTM F 934.

10.2.4.1 SWING GATE

A. Swing Gates: Installation of swing gates and gateposts in compliance with ASTM F567. Direction of swing shall be outward. Gates shall be plumb in the closed position having a bottom clearance of 3 in grade permitting. Hinge and latch offset opening space from the gate frame to the post shall be no greater than 3 in. in the closed position.

B. Swing Gates: single 4’-0” opening by 6’-0” ft. high. Galvanized steel welded fabrication in compliance with ASTM F900. Gate frame members 1.900 in. OD ASTM F1043 Group IA F1083 schedule 40 pipe Frame members spaced no greater than 8 ft. apart vertically and horizontally. Welded joints protected by applying zinc-rich paint in accordance with ASTM Practice A780.Positive locking gate latch fabricated of 5/16 in thick by 1 ¾” pressed steel galvanized after fabrication. Galvanized malleable iron or heavy gauge pressed steel post and frame hinges. Match gate fabric to that of the fence system. Gateposts 3½”OD, ASTM F1043 Group IA ASTM F1083 schedule 40 pipe Polymer coated gate frames and gateposts; match the coating type and color to that specified for the fence framework. Moveable parts such as hinges, latches and drop rods may be field coated using a liquid polymer touch up.

10.2.5 FITTINGS

A. Provide fittings according to ASTM F 626.

B. Post Caps: Provide for each post.

1. Provide line post caps with loop to receive tension wire or top rail.

C. Rail and Brace Ends: For each gate, corner, pull, and end post.

D. Rail Fittings: Provide the following:

1. Top Rail Sleeves: Round-steel tubing not less than 6 inches.

2. Rail Clamps: Line and corner boulevard clamps for connecting intermediate rails in the fence and corner and line posts.

E. Tension and Brace Bands: Pressed steel F. Tension Bars: Steel, length not less than 2 inches shorter than full height of chain-link fabric. Provide one bar for each gate and end post, and two for each corner and pull post, unless fabric is integrally woven into post.

G. Truss Rod Assemblies: Steel, hot dip galvanized after threading rod and turnbuckle or other means of adjustment.

H. Tie Wires, Clips, and Fasteners: According to ASTM F 626.

1. Standard Round Wire Ties: For attaching chain-link fabric to posts, rails, and frames, according to the following:

a. Hot-Dip Galvanized Steel: 0.148-inch diameter wire.

I. Finish:

1. Metallic Coating for Pressed Steel or Cast Iron: Not less than 1.2 oz./sq. ft. of zinc.

a. Polymer coating over metallic coating.

11.0 Quality Assurance

A. Installer Qualifications: An experienced installer who has completed chain-link fences and gates similar in material, design, and extent to those indicated for this Project and whose work has resulted in construction with a record of successful in-service performance.

12.0 Project Conditions

A. Field Measurements: Verify layout information for chain-link fences and gates shown on Drawings in relation to property survey and existing structures. Verify dimensions by field measurements.

B. Utility Location: Location of all utilities are to be done prior to work start. The contractor is responsible for repairing any utilities that are damaged while digging; and/or as directed by the COR.

13.0 Warranty

A. Contractor agrees to repair or replace components of chain-link fences and gates that fail in materials or workmanship within specified warranty period of one (1) year.

1. Failures include, but are not limited to, the following:

Chain link fence and gates

a. Failure to comply with performance requirements.

b. Deterioration of metals, metal finishes, and other materials beyond normal weathering.

c. Faulty operation of gate operators and controls.

d. The Contractor shall provide any manufacturer’s warranties to the Government in writing.

14.0 Execution

14.1 Examination

A. Examine areas and conditions, with Installer present, for compliance with requirements for a certified survey of property lines and legal boundaries, site clearing, earthwork, and other conditions affecting performance of the Work.

1. Do not begin installation before final grading is completed unless otherwise permitted by COR.

B. Proceed with installation only after unsatisfactory conditions have been corrected.

14.2 Preparation

A. Stake locations of fence lines, gates, and terminal posts.

Indicate locations of utilities, lawn sprinkler system, underground structures, benchmarks, and property monuments.

14.3 Installation General

A. Clear and grub areas as designated by the COR.

B. Install fence post.

C. Install chain-link fencing to comply with ASTM F 567 and more stringent requirements specified.

14.4 Chain Link Fence Installation

A. Post Excavation: Drill or hand-excavate holes for posts to diameters and spacing indicated, in firm, undisturbed soil.

B. Post Setting: Set posts in concrete at indicated spacing into firm, undisturbed soil.

1. Verify that posts are set plumb, aligned, and at correct height and spacing, and hold in position during setting with concrete or mechanical devices.

2. If post is too short, they shall be replaced. Sections of posts shall not be welded together in the field to obtain height.

3. Concrete Fill: Place concrete around posts to dimensions indicated and tamp for consolidation. Protect aboveground portion of posts from concrete splatter.

C. Terminal Posts: Locate terminal end, corner, and gate post per ASTM F 567, pull posts at changes in horizontal or vertical alignment of 15 degrees or more.

D. Line Posts: Space line posts uniformly at 10 feet maximum o.c. Adjust post intervals to allow uniform spacing over the viewable area.

E. Post Bracing and Intermediate Rails: Install according to ASTM F 567, maintaining plumb position and alignment of post and fencing. Install braces at end and gate posts and at all sides of corner and pull posts.

F. Tension Wire: Install according to ASTM F 567, maintaining plumb position and alignment of fence posts. Pull wire taut, without sags. Fasten fabric to tension wire with 0.120-inch- diameter hog rings of same material and finish as fabric wire, spaced a maximum of 24 inches o.c. Install tension wire in locations indicated before stretching fabric. Provide horizontal tension wire at the following locations:

1. Bottom Tension Wire: Install tension wire within 2 inches of bottom of fabric and tie to each post with not less than same diameter and type of wire.

G. Top Rail: Install according to ASTM F 567, maintaining plumb position and alignment of fencing. Run rail continuously through line post caps, bending to radius for curved runs and terminating into rail end attached to posts or post caps fabricated to receive rail at terminal posts. Provide expansion couplings as recommended in writing by fencing manufacturer.

H. Chain-Link Fabric: Apply fabric to the outside of enclosing framework.

Pull fabric taut and tie to posts, rails, and tension wires. Anchor to framework so fabric remains under tension after pulling force is released. Installation of the new fence will be done in a manner that will minimize undulations in the new fence top rail and provide for as straight a top rail and fence fabric line elevation as possible given existing conditions.

I. Tension or Stretcher Bars: Thread through fabric and secure to end, corner, pull, and gate posts, with tension bands spaced not more than 15 inches o.c.

J. Tie Wires: Use wire of proper length to firmly secure fabric to line posts and rails.

Attach wire at one end to chain-link fabric, wrap wire around post a minimum of 180 degrees, and attach other end to chain-link fabric according to ASTM F 626. Bend ends of wire to minimize hazard to individuals and clothing.

1. Maximum Spacing: Tie fabric to line posts at 12 inches o.c. and to braces at 24 inches o.c.

K. Fasteners: Install nuts for tension bands and carriage bolts on the side of fence opposite the fabric side.

14.5 Gate Installation

A. Install gates according to manufacturer's written instructions, level, plumb, and secure for full opening without interference. Attach fabric as for fencing.

Install ground-set items in concrete for anchorage. Adjust hardware for smooth operation.

14.6 Adjusting

A. Gates: Adjust gates to operate smoothly, easily, and quietly, free of binding, warp, excessive deflection, distortion, nonalignment, misplacement, disruption, or malfunction, throughout entire operational range. Confirm that latches and locks engage accurately and securely without forcing or binding.

B. Lubricate hardware and other moving parts.

15.0. Government Furnished Property and Services:

15.1. Availability of Utilities. All reasonable quantities of utilities shall be made available to the contractor without cost. Any temporary connection of lines that may be required and removed by the Contractor will be at the Contractors expense. Temporary connection shall follow existing lines of the building and shall be installed safely IAW standard commercial practices.

15.2. Storage of Materials. The Contractor shall not store materials and equipment in the work area without approval and coordination with 14 CES Contract Monitor. Material and equipment approved for storage shall be placed to provide continued facility use, neat in appearance and shall assure safety.

16.0. General Information:

16.1. Hours of Operation. (07:30 to 4:00) Work shall be performed in a manner to create minimum disturbance and inconvenience to the use of the facility. Contractor personnel will be limited to work areas. Personnel clearances, access or escorted entry shall be coordinated with 14 CES/CEOES Service Contracts, (662) 434-7346.

16.2 Recognized Holidays. The Contractor is not required to provide service on Federal Holidays, except in emergency situations. The holidays are:

· New Year’s Day - 1 January

· Martin Luther King Day - 3rd Monday in January

· Washington’s Birthday - 3rd Monday in February

· Memorial Day - last Monday in May

· Juneteenth – 19 June

· Independence Day - 4 July

· Labor Day - 1st Monday in September

· Columbus Day - 2nd Monday in October

· Veteran’s Day - 11 November

· Thanksgiving Day - 4th Thursday in November

· Christmas Day - 25 December

16.2. Base Closures. Work scheduled but not accomplished because of base closure due to weather, exercises, or actual alert, will be accomplished as soon as possible after reopening the base.

16.4 Security Requirements.

16.2.1. Passes. All personnel entering must have specific permission of the installation commander for entry. This permission is granted when the contractor and employees are issued a Base Pass. The pass will be issued at the start of the work and continue until the work is complete. Once the work is complete the individual issued the pass will surrender the pass to the C.O.R.

16.3.

16.3.1.

16.3.2. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor’s employees shall be briefed by their immediate supervisor upon initial on-base assignment.

16.3.3. Physical Security. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.

16.4. Compliances with Laws and Regulations. The contractor shall be knowledgeable of and comply with all applicable federal, state, and local laws, regulations, and requirements regarding environmental protection to include AFI 32-7080, Pollution Prevention Program, AFI 32-7042, Solid and Hazardous Waste Compliance, and ACC Manual 32-7051, Environmental Quality Manual, and 40 CFR 273, 40 CFR 133, Mississippi Administrative Code 11-3-1, and base Hazardous Waste Management Plan. In the event environmental laws/regulations/requirements change during the term of this contract, the contractor shall comply with such laws/regulations as changed. The contractor shall comply with the base Hazardous Waste Management Plan when turning in wastes generated from spill cleanup.

16.5. Notification of Environmental Spills. If the contractor spills or releases any substance listed in 40 CFR 302, Designation, Reportable Quantities, and Notification or general fluids into the environment, the contractor shall immediately report the incident to the COR. The contractor shall be held liable for the spill or release of such substances and is expected to clean up all spills of less than 25 gallons. The contractor is responsible for advising his employees of all Environmental and Hazardous Materials Handling and is also required to have and maintain Material Safety Data Sheets (MSDS) on all materials that are required by state and federal laws and/or regulations (reference AFI 91-301 and OSHA requirements). Copies of MSDSs must be provided to the COR for all materials prior to being brought on Columbus Air Force Base.

16.6. Traffic Laws. The contractor and its employees shall comply with base traffic regulations.

16.7. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned or privately owned vehicle while on Columbus Air Force Base.

16.9 For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.

16.10 Personnel. Contractor personnel shall present a neat appearance. Contractor personnel shall be easily recognizable while on the installation in conjunction with this contract. This shall be accomplished through the wear of distinctive clothing, overcoats, or hats, bearing the company name or logo. The coloring or design of the items selected should be such that identifies personnel easily and quickly for reasons of safety and personal protection.

The Government is authorized to restrict the employment under the contract of any contractor employee or prospective contractor employee, who is identified as a potential threat to the health, safety, security, general wellbeing, or operational mission of the installation and its population.

The contractor shall ensure employees have any applicable current and valid professional licensing/certifications to accomplish the services found in this SOW before starting work under this contract and are in compliance with all federal, state, and local environmental requirements or laws.

16.11 Damage to Government Property. The Contractor shall notify the government when damage to government property is discovered. Any damage to government property caused by the Contractor shall be repaired or replaced by the Contractor at the Contractor’s expense. The Contractor shall annotate on the inspection report, the damage, the cause of damage (if known) and a proposal for repair.

16.12 Fire and Emergency Reporting. Dial 911.

17.0. Payment and Material Quantities:

17.0.1. Payment. Payment for materials and services shall be in accordance with a fixed price award amount for the completed work.

17.0.2. Prepayment. Under no circumstances shall the contractor receive prepayment for scheduled work not completed.

17.1 Material Quantities. Offerors are responsible for determining actual material quantities required for the work.

17.2 Project Amendments. Once project is awarded and is accepted by the contractor any additional changes must be approved by the Contracting Officer prior to the work in question being accomplished. Any additional work accomplished without prior approval of the Contracting Officer shall be at no cost to the Government.
